Book excerpt: The aim of this book is to consider theoretically the notion of the global competitiveness of regions, as well as giving attention as to how such competitiveness may be empirically measured. With this in mind, the book has three specific objectives: first, to place the concept of regional competitiveness within the context of regional economic development theory; second, to present a rationale and method for quantifying the global competitiveness of regions; and, third, to undertake the most geographically widespread analysis of regional competitiveness differences across the globe. With regard to the third goal, the analysis incorporates more than 500 regions across Europe, North and South America, Asia-Pacific, the Middle East, and the so-called BRIC economies of Brazil, Russia, India, and China. The importance of the concept of competitiveness has increased rapidly in recent years, with the issues surrounding it becoming, at the same time, more empirically refined and theoretically complex. The focus on regions reflects the growing consensus that they are the primary spatial units that compete to attract investment, and it is at the regional level that knowledge is circulated and transferred, resulting in agglomerations, or clusters, of industrial and service sector enterprises. This growing acknowledgement of the region’s role as a key spatial unit of organisation has led to attention turning to competitiveness at a more regional level. The book explores the results of the World Competitiveness Index of Regions (WCIR), covering the rankings and results of the 2014 edition. The WCIR provides a tool for analysing the development of a range of regional economies across the globe. It enables an illustration of the changing patterns of regional competitiveness on the international stage to be generated. In fundamental terms, the WCIR aims to produce an integrated and overall benchmark of the knowledge capacity, capability, and sustainability of each region, and the extent to which this knowledge is translated into economic value and transferred into the wealth of the citizens of each region.

The hypothesis is that these are not accidental episodes but a full-blown revolution in the way of viewing economic processes and their links with social and cultural structures. In other words, this new sensitivity to places offers the possibility of rethinking issues typical of economics in a different perspective that might be defined as local development, one of the terms most (ab)used in the contemporary scientific and political debate. In this book the authors will thus try to support more strongly, although in a necessarily simplified manner, the possibility of constructing a theory of local development. The key idea is that there is no single development model operating at a given time and valid for all places, but that it is more correct to talk of multiple development paths that co-exist in the same place at the same time (multiplicity of development paths). The central point is not to identify the succession of distinct hegemonic models (Fordism versus post-Fordism, mass production versus lean production and so on), but to show how the complexity of the contemporary economy demands new concepts to explain its apparent contradictions. In the authors' view, the conception of a theory of local development implies radical rethinking in institutionalist terms of the way of viewing the economy and production, recognising that behind economic development lies a wealth of institutional assets that make the encounter between local and global more open and varied than ever before (institutional biodiversity).

Book excerpt: It is argued that the competitive capacities from the regional and local point of view can be constructed, that in fact are tied to territorial policies and to the development of a territorial culture that integrates the local system of companies. Moreover a process of such nature can contribute to overcome the deterioration of backward territories. The construction of territorial competitiveness has to be one along the fundamental lines of action of sub-national governments. The existence of a solid service sector and some degree of specialisation in tertiary activities are among a number of territorial diversity of factors which need to be taken into account in relation to the creation of competitive capacities. In addition globalisation has presumably played a significant role in the productive restructuring of economies; within this the service sector has had over the years an increasing quantitative and qualitative importance in economic structures. This urges to evaluate the role of the third sector, in a context of economic globalisation, in the processes of constructing regional competitive capacities. This paper aims at providing a wide-ranging assessment of efficiency of the third sector at the regional level and its sources as well as an examination of the territorial structure of services and commerce in Mexico, specialisation patterns and productive structures. Our interest is to begin a line of study to analyse the efficiency of the Mexican tertiary sector by looking at the differences in regional performance and also the geographical determinants of these differentials. We will evaluate if there are clear patterns of concentration, specialisation and regional efficiency because of its impact on regional competitiveness. The regional efficiency of the service sector in Mexico in the period of NAFTA operation will be analysed. We employ state level data to examine technical efficiency's differentials across regions and their determinants. The methodology includes Data Envelopment Analysis to measure the efficiency of the third sector which is the dependent variable in a reduced form model that links regional performance with a number of proxies for various types of agglomeration economies such as specialisation, urbanisation and internal economies of scale.
