To rule these fractious peoples, the democracies advance solutions to three imperatives of governance—Order, Welfare, and Legitimacy (OWL). For Order, the democracies institutionalized the global state; for Welfare, a global market system; and for Legitimacy, popular rule, resting on the moral principles of the freedom and equality of all humans. The book develops globalization as the emergence of a global society; presents a theory of governance predicable of all human societies, revolving around competing OWL imperatives; and identifies fundamental flaws in the democratic solutions to global governance. To ensure that the democratic promise survives and thrives, the volume calls for fundamental reforms of the democratic project as prerequisites to deter and defeat formidable anti-democratic adversaries: authoritarian states, religiously informed regimes opposed to open societies; nihilistic social movements; self-styled terrorists, and vast transnational criminal networks. Either the democracies hang together or they hang separately.

Esmark examines the development since the 1980s of a new 'post-industrial' technocratic regime and its complicity in the populist backlash against politics and political elites that is visible today. The new technocracy – a combination of network governance, risk management and performance management – has, the author argues, abandoned the overtly anti-democratic sentiments of its industrial predecessor and proclaimed a new partnership with democracy. The rise of populism, however, is a clear sign that the inherent problems of this partnership have been exposed and that technocracy posing as democracy will only serve to exacerbate existing problems.

All our cultural institutions are based on the intellectual idea that an enlightened citizenry could govern its affairs with reason and responsibility. In the late 20th century, however, we are witnessing the disintegration of much of our cultural heritage. Wood argues that this is due to our evolution into a ^Upost-intellectual society^R—a society characterized by a loss of critical thinking, the substitution of information for knowledge, mediated reality, increasing illiteracy, loss of privacy, specialization, psychological isolation, hyper-urbanization, moral anarchy, and political debilitation. These post-intellectual realities are all triggered by three underlying determinants: the failure of linear growth and expansion to sustain our economic system; the runaway information overload; and technological determinism. Wood presents a new and innovative social theory, challenging readers to analyze all our post-intellectual cultural malaise in terms of these three fundamental determinants.
