It constitutes an essential ecosystem, and an invaluable reservoir and source of food for all living beings. Therefore, its heath is a critical challenge for the survival of all humanity, particularly as one the most important environmental components targeted by global warming. Measuring and monitoring techniques are key tools for managing the marine environment and for supporting the Blue Economy. With this perspective, a series of annual international events, entitled Metrology for the Sea (MetroSea for short) was begun in 2017. Their increasing success inspired this book, which provides an anthology of tutorials dealing with a representative selection of topics of concern to a broad readership. The book covers two broad application areas, marine hydrography and meteorology, and then deals with instrumentation for measurement at sea. Typical metrological issues such as calibration and traceability, are considered, for both physical and chemical quantities. Key techniques, such as underwater acoustic investigation, remote sensing, measurement of waves and monitoring networks, are treated alongside marine geology and the monitoring of animal species. Book excerpt: The 1982 United Nations Convention on the Law of the Sea (UNCLOS) remains the cornerstone of global ocean governance. However, it lacks effective provisions or mechanisms to ensure that all ocean space and related problems are dealt with holistically. With seemingly no opportunity for revision due to the Conventions burdensome amendment provisions, complementary mechanisms dealing with such aspects of global ocean governance including maritime transport, fisheries, and marine environmental sustainability, have been developed under the aegis of the United Nations and other relevant international organizations. This approach is inherently fragmented and unable to achieve sustainable global ocean governance. In light of the Sustainable Development Goals (SDGs), particularly Goal 14, the IMLI Treatise proposes a new paradigm on the basis of integrated and cross-sectoral approach in order to realise a more effective and sustainable governance regime for the oceans. This volume focuses on the role of the UN Specialized Agencies towards the development of effective and sustainable ocean governance by looking at the more elaborate mechanisms they developed in order to achieve the desired objectives laid down in UNCLOS. From FAO to UNODC, the volume examines how they ensure sustainable development and how much coordination exists among them.

These areas, often called ‘pillars’, deal with the determination and evolution of (a) the Earth’s geometry (topography, bathymetry, ice surface, sea level), (b) the Earth’s rotation and orientation (polar motion, rotation rate, nutation, etc. ), and (c) the Earth’s gravity eld (gravity, geoid). Therefore, Earth Observation on a global scale is at the heart of GGOS’s activities, which contributes to Global Change - search through the monitoring, as well as the modeling, of dynamic Earth processes such as, for example, mass and angular momentum exchanges, mass transport and ocean circulation, and changes in sea, land and ice surfaces. To achieve such an - bitious goal, GGOS relies on an integrated network of current and future terrestrial, airborne and satellite systems and technologies. These include: various positioning, navigation, remote sensing and dedicated gravity and altimetry satellite missions; global ground networks of VLBI, SLR, DORIS, GNSS and absolute and relative gravity stations; and airborne gravity, mapping and remote sensing systems.
