This book explores the multiple legal grounds of Meiji Japan's assertion of sovereign statehood within that order: natural law, treaty law, international administrative law, and the laws of war. Contrary to arguments that Japan was victimized by 'unequal' treaties, or that Japan was required to meet a 'standard of civilization' before it could participate in international society, Howland argues that the Westernizing Japanese state was a player from the start. In the midst of contradictions between law and imperialism, Japan expressed state will and legal acumen as an equal of the Western powers – international incidents in Japanese waters, disputes with foreign powers on Japanese territory, and the prosecution of interstate war. As a member of international administrative unions, Japan worked with fellow members to manage technical systems such as the telegraph and the post. As a member of organizations such as the International Law Association and as a leader at the Hague Peace Conferences, Japan helped to expand international law. By 1907, Japan was the first non-western state to join the ranks of the great powers.

Green presents case studies of China, the Korean peninsula, Russia and Central Asia, Southeast Asia, the international financial institutions, and multilateral forums (the United Nations, APEC, and the ARF). In each of these studies, Green considers Japanese objectives; the effectiveness of Japanese diplomacy in achieving those objectives; the domestic and exogenous pressures on policy-making; the degree of convergence or divergence with the United States in both strategy and implementation; and lessons for more effective US - Japan diplomatic cooperation in the future. As Green notes, its bilateral relationship with the United States is at the heart of Japan's foreign policy initiatives, and Japan therefore conducts foreign policy with one eye carefully on Washington. However, Green argues, it is time to recognize Japan as an independent actor in Northeast Asia, and to assess Japanese foreign policy in its own terms.

In Globalization and Governance, Jon Pierre studies the impact of international norms and prescriptions on domestic governance in Japan, Sweden and the United States. The empirical analysis is focused on economic governance, administrative reform and intergovernmental relationships. Drawing on survey data, documents and interviews, the analysis finds that domestic institutions still intrinsically shape domestic governance. International norms towards deregulation and market-based administrative reform confront domestic institutions with prescriptions for reform but the three countries provide only very few examples of unmitigated domestic implementation. What Jon Pierre calls the microfoundations of globalizationthe assessment, adoption or rejection of international norms and ideas in vogueis a complex process where domestic institutions and path dependencies remain at the helm. These are the lessons to be learned from Japan's own megadisaster: the Great East Japan Earthquake of 2011, the fi rst disaster ever recorded that included an earthquake, a tsunami, a nuclear power plant accident, a power supply failure, and a large-scale disruption of supply chains. It is a sad fact that poor communities are often hardest hit and take the longest to recover from disaster. Disaster risk management (DRM) should therefore be taken into account as a major development challenge, and countries must shift from a tradition of response to a culture of prevention and resilience. Learning from Megadisasters: Lessons from the Great East Japan Earthquake consolidates a set of 36 Knowledge Notes, research results of a joint study undertaken by the Government of Japan and the World Bank. These notes highlight key lessons learned in seven DRM thematic clusters—structural measures; nonstructural measures; emergency response; reconstruction planning; hazard and risk information and decision making; the economics of disaster risk, risk management, and risk fi nancing; and recovery and relocation.
