From the foreword: "The Reports of General MacArthur include two volumes being published by the Department of the Army in four books reproduced exactly as they were printed by General MacArthur's Tokyo headquarters in 1950, except for the addition of this foreword and indexes. Since they were Government property, the general turned over to the Department in 1953 these volumes and related source materials. In Army and National Archives custody these materials have been available for research although they have not been easily accessible. While he lived, General MacArthur was unwilling to approve the reproduction and dissemination of the Reports, because he believed they needed further editing and correction of some inaccuracies. His passing permits publication but not the correction he deemed desirable. In publishing them, the Department of the Army must therefore disclaim any responsibility for their accuracy. Bush argued that if setting up democracy in Japan and Germany after WW II was successful, then it should also be successful in Iraq. This book provides a detailed comparison of the reconstruction of Japan from 1945 to 1952 with the current reconstruction of Iraq, evaluating the key factors affecting the success or failure of such projects. The book seeks to understand why American officials believed that extensive social reengineering aiming at seeding democracy and economic development is replicable, through identifying factors explaining the outcome of U.S.-led post-conflict reconstruction projects. The analysis reveals that in addition to the effective use of material resources of power, the outcome of reconstruction projects depends on a variety of other intertwined factors, and Bridoux provides a new analytical framework relying on a Gramscian concept of power to develop a greater understanding of these factors, and the ultimate success or failure of these reconstruction projects. Appraising the effectiveness of American power in the contemporary international structure, this work is a significant contribution to the field and will be of great interest to all scholars of foreign policy, international relations and conflict studies.

It will also be useful to anyone interested in military, intelligence, political, diplomatic, economic, financial, social, and cultural activities in the Far East during 1931-1951, as well as to those searching for information regarding Allied prisoners of war; the organization, functions, and activities of American and Allied agencies; and the Japanese occupation of countries and the American occupation of Japan. While not aimed at researchers interested in the strategic and tactical military and naval history of the war in the Far East, this finding aid may nevertheless be useful to those with such interests, if only to identify record groups and series of records that may bear on those topics. This finding aid covers records from over twenty record groups and includes materials declassified under the Japanese Imperial Government Disclosure Act of 2000 (P.L. 106-567) as well as records that were never classified and those declassified before the passage of the Disclosure Act. Because the process of identifying, declassifying, accessioning, and processing of records under the Act is taking place as this finding is being compiled, late arriving records may not be identified in this finding aid. Researchers should consult the IWG Web site (http://www.archives.gov/iwg/) for a complete and up-to-date list of records declassified under the Japanese Imperial Government Disclosure Act. Federal agencies involved in the identification and declassification of relevant classified records ascertained that there were relatively few pertinent records that were still classified. Most relevant records were either never classified or were declassified decades before the Act and were already in NARA’s custody. While this finding aid’s coverage is broad, it is not comprehensive. Researchers may find other relevant series of records within the record groups mentioned or not mentioned. Researchers are encouraged to use other finding aids and consult with NARA staff to locate records of interest. In addition, the National Archives at College Park holds nontextual records (such as still photographs and motion pictures) that researchers may want to examine. Other NARA facilities hold many records and donated material related to World War II, including records related to the subjects covered in this finding aid. This is particularly true of the Franklin D. Roosevelt, the Harry S. Truman, and the Dwight D. Think of archives as vast mountain ranges of records with the archivists guiding the expeditions. Explorations on familiar, well-trodden paths produce new perspectives when examined with fresh eyes and imagination.

It closely examines the changes in the systems and the symbiotic relationship between Japan’s status in international relations and the development of domestic medical insurance systems. While previous studies have regarded the origins and development of Japanese medical insurance systems as merely a domestic issue and pay little attention to the role or effects of international affairs, this book closely examines the changes in these systems by looking at the enactment of the Health Insurance Law in 1922, the establishment of the National Health Insurance in 1938, the epoch-making reforms of 1942, numerous plans in the early Allied occupation period, and Japan’s social security plan in 1950. In doing so, it shows that there was indeed a symbiotic relationship between Japan’s status in international relations and the changing nature of domestic medical insurance systems. It also reveals that Japan’s status in international relations set the framework within which interested groups, primarily the government, made rational choices.
