The rural world emerges not as traditional, passive and undifferentiated , but as actively participating in its own making; not only responding to the changes going on around it, but exploiting them for its own purposes and influencing them in its own way. In The Campaign State, Gregory Witkowski explores the intersection of these three elements in East Germany by focusing on mass mobilizations. He dissects the anatomy of campaigns and argues that while mass mobilizations are often perceived as symbols of strength, they also indicate underlying systemic weaknesses. By focusing on the ability of regimes to mobilize individuals to transform society, he explains both the durability and the ultimate demise of the German Democratic Republic. This study seamlessly blends an analysis of top-down campaign initiatives with the influence of such mobilizations on the grassroots level. For more than thirty years, East German leaders doggedly extended such mobilization efforts, yet complete success remained elusive. Witkowski reveals how local leaders, campaign participants, and peasants acted in ways both compliant and noncompliant with party goals to create societal change. Campaigns became a ubiquitous part of life under communist rule. Witkowski shows that such mobilizations were initially an integral part of state-planning efforts and only later became ritualized, as party portrayals of goals and accomplishments diverged from East Germans' lived experience. He argues that incessant campaigns exposed a substantial gap between rhetoric and reality in the German Democratic Republic that undermined the regime's legitimacy. This valuable and original study will appeal to scholars and students of German history, Communism, and state planning.

Only in the wake of World War II were democratic frameworks secured, and, even then, it was decades before democracy truly blanketed the continent. Neither given nor granted, democracy requires conflict, often violent confrontations, and challenges to the established political order. In Europe, Geoff Eley convincingly shows, democracy did not evolve organically out of a natural consensus, the achievement of prosperity, or the negative cement of the Cold War. Rather, it was painstakingly crafted, continually expanded, and doggedly defended by varying constellations of socialist, feminist, Communist, and other radical movements that originally blossomed in the later nineteenth century. Book excerpt: Research on late nineteenth and early twentieth century German society has concentrated overwhelmingly on life in the cities. By contrast, and despite the fact that almost one third of Germans were still working in agriculture as late as 1914, Germany's rural society remains relatively unexplored. Although historians have begun to correct this imbalance, very few full-length studies of social relations east of the Elba in this period have been published. This book concentrates on social relations in the 1,500 estate villages (Gutsdörfer) of Mecklenburg-Schwerin and Mecklenburg-Strelitz. 'Social relations' include the chains of command and obedience, the relative legal positions of owner and workers, contractual-relations, economic relations; the mutual economic dependency of estate owners and workforce, as well as the value systems of owners and labourers which informed these relationships. With its focus on both rural elites and workers, this study differs from much other work on rural Germany. For while a number of historians have examined the rural elites, few have chosen to investigate the lower strata of rural society. This book makes use of overlooked autobiographical accounts, statements given by workers at labour exchanges and before military authorities, as well as confiscated letters, jokes and anecdotes to provide greater insight into the perspective of rural workers.
