Book excerpt: Abstract: This paper reviews empirical findings from economic analyses of the role of gender equality and women's empowerment in reducing poverty and stimulating growth. Going beyond the large literature documenting the impact of female education on a range of development outcomes, the paper presents evidence on the impact of women's access to markets (labor, land, and credit) and women's decision-making power within households on poverty reduction and productivity at the individual and household level. The paper also summarizes evidence from studies examining the relationship between gender equality and poverty reduction and growth at the macro level. Although micro level effects of gender equality on individual productivity and human development outcomes have been well documented and have important ramifications for aggregate economic performance, establishing an empirical relationship between gender equality and poverty reduction and growth at the macro level has proven to be more challenging. The paper concludes by identifying priority areas for future research.

Its &“free market&” strategies exacerbated the debt crisis, and in response new forms of social movement organizing arose among the country&’s poor, including women&’s groups. Gendered Paradoxes focuses on women&’s participation in the political and economic restructuring process of the past twenty-five years, showing how in their daily struggle for survival Ecuadorian women have both reinforced and embraced the neoliberal model yet also challenged its exclusionary nature. Drawing on her extensive ethnographic fieldwork and employing an approach combining political economy and cultural politics, Amy Lind charts the growth of several strands of women&’s activism and identifies how they have helped redefine, often in contradictory ways, the real and imagined boundaries of neoliberal development discourse and practice. In her analysis of this ambivalent and &“unfinished&” cultural project of modernity in the Andes, she examines state policies and their effects on women of various social sectors; women&’s community development initiatives and responses to the debt crisis; and the roles played by feminist &“issue networks&” in reshaping national and international policy agendas in Ecuador and in developing a transnationally influenced, locally based feminist movement.

International experience has proved that support for a stronger role for women in society contributes to economic growth through improved child survival rates, better family health, and reduced fertility rates. Nevertheless, women still face many barriers in contributing to and benefiting from development. These include low investment in female education and health and restricted access to services and assets. This study highlights five areas that could help change this inequitable situation: education, health, wage labor, agriculture and natural resource management, and financial services. A gender and development strategy is suggested that would take into account the relative roles and responsibilities of women and men, implying that the actions and attitudes of men must change. The ideas presented in this paper are an example of the World Bank's commitment to mainstreaming gender concerns into its operations. Although significant steps have already been taken in this direction, there remains a long road ahead. This statement from the World Bank Group website’s topic page on gender states the essential importance of gender for development. In line with that view, the World Bank Group made considerable progress in addressing gender issues during the past 15 years. Gender has been a prominent corporate objective since the first World Bank Group strategy, introduced in 2001. This year, a new World Bank Group gender strategy has been launched—the first joint World Bank†“International Finance Corporation (IFC) strategy to focus on gender. It is an important step toward sharpening the corporate focus on gender and improving the approach to gender mainstreaming. This report describes how mechanisms for integrating gender in projects and country strategies are working, and to what extent they provide meaningful information about progress and results on gender. The analysis aims to inform World Bank Group efforts to strengthen the approach to documenting, assessing, and evaluating results as part of the new strategy rollout. The report also reviews how effectively the World Bank Group’s portfolio and country programs deliver results, and its system for monitoring the implementation of IEG’s recommendations.

The overall objective of this paper is to influence policy dialogue around women and ICT for development by raising awareness of the digital gender divide. Economic opportunity for women in ICT will not be realized until policies address gender considerations and ensure that ICT investment contributes to more sustainable and equitable development.
