Book excerpt: This book investigates to what extent UNSCR 1325/WPS agenda has functioned in practice, to advance women’s equality and empowerment in the peacekeeping context and beyond. The book examines whether widespread implementation of UNSCR 1325 and the broader WPS agenda via gender mainstreaming in UN operations has translated into increased gender equality in peacekeeping operations, the broader UN institutional context and, by extension, the host countries in which missions are situated, via norm dissemination. The book investigates this via a review of the implementation of UNSCR1325 in the operations chosen as research sites over three snapshot years. The book undertakes a comparative analysis that scrutinizes if, how and under what conditions gender mainstreaming has succeeded as a strategy to advance gender equality by analyzing the factors/conditions that have led to successful gender mainstreaming across the operational context, and those that have impeded this outcome. The book concludes that, despite rhetorical commitments to women’s equality in peacekeeping since the passage of UNSCR 1325, progress on the ground has remained minimal, and that the operational environment continues to be discriminatory against women. Both quantitatively and qualitatively, women do not participate as equal partners in peacekeeping and continue to have less access to resources and decision-making power, overall. The book interrogates that by exploring the spaces available within law, policy and practice of the UN to pursue the human rights agenda of gender equality and considers whether UNSCR 1325 has enlarged those spaces. It also points to the irony of internal UN structures failing to adequately adapt to their own gender mainstreaming mandates, while those same structures have delivered some gender equality mandates successes externally, at local levels. Book excerpt: Recent developments such as Sweden's' Feminist Foreign Policy, the "Hillary Doctrine," and the integration of women into combat roles in the U.S. have propelled gender equality to the forefront of international politics. The UN Department of Peacekeeping Operations, however, has been integrating gender equality into peacekeeping missions for nearly two decades as part of the women, peace and security agenda that has been most clearly articulated in UNSC Resolution 1325. To what extent have peacekeeping operations achieved gender equality in peacekeeping operations and been vehicles for promoting gender equality in post-conflict states? While there have been major improvements related to women's participation and protection, there is still much left to be desired. Sabrina Karim and Kyle Beardsley argue that gender power imbalances between the sexes and among genders place restrictions on the participation of women in peacekeeping missions. Specifically, discrimination, a relegation of women to safe spaces, and sexual exploitation, abuse, harassment, and violence (SEAHV) continue to threaten progress on gender equality. Using unique cross-national data on sex-disaggregated participation of peacekeepers and on the allegations of SEAHV, as well as original data from the UN Mission in Liberia, the authors examine the origins and consequences of these challenges. Karim and Beardsley also identify and examine how increasing the representation of women in peacekeeping forces, and even more importantly through enhancing a more holistic value for "equal opportunity," can enable peacekeeping operations to overcome the challenges posed by power imbalances and be more of an example of and vehicle for gender equality globally.

Book excerpt: This book critically examines the response of the United Nations (UN) to the problem of sexual exploitation in UN Peace Support Operations. It assesses the Secretary-General’s Bulletin on Special Protection from Sexual Exploitation and Sexual Abuse (2003) (SGB) and its definition of sexual exploitation, which includes sexual relationships and prostitution. With reference to people affected by the policy (using the example of Bosnian women and UN peacekeepers), and taking account of both radical and ‘sex positive’ feminist perspectives, the book finds that the inclusion of consensual sexual relationships and prostitution in the definition of sexual exploitation is not tenable. The book argues that the SGB is overprotective, relies on negative gender and imperial stereotypes, and is out of step with international human rights norms and gender equality. It concludes that the SGB must be revised in consultation with those affected by it, namely local women and peacekeepers, and must fully respect their human rights and freedoms, particularly the right to privacy and sexuality rights.

UN Resolution 1325 was adopted in October 2000, and was the first time that the security concerns of women in situations of armed conflict and their role in peacebuilding was placed on the agenda of the UN Security Council. It was an important step forward in terms of bringing women’s rights and gender equality to bear in the UN’s peace and security agenda. More than a decade after the adoption of this Resolution, its practical reality is yet to be substantially felt on the ground in the very societies and regions where women remain disproportionately affected by armed conflict and grossly under-represented in peace processes. This realization, in part, led to the adoption in 2008 and 2009 of three other Security Council Resolutions, on sexual violence in conflict, violence against women, and for the development of indicators to measure progress in addressing women, peace and security issues. The book draws together the findings from eight countries and four regional contexts to provide guidance on how the impact of Resolution 1325 can be measured, and how peacekeeping operations could improve their capacity to effectively engender security. These questions represent central themes of protection and participation that the international community has to address in order to implement UNSCR 1325. Yet, there is a dearth of systematic data which until recently has restricted the ability of researchers to evaluate the progress in implementation and impact of UNSCR 1325. To achieve this, a mainstream-based analytical framework, additionally informed by suggestions from feminist research, is formulated and applied to the case of Timor-Leste. The study makes two contributions. Firstly, it enhances our ability to trace changes in the power balance between men and women by developing the concept of gender power-relations, especially introducing security equality (understood as the distribution of protection between men and women). Secondly, when the concept of gender power-relations had been developed to enable a more fine-grained analysis, the project proceeds to systematically explore effects of peace operations on these power-relations in the host state. The results shows the importance of considering the differences in situation of men and women in order both to avoid doing harm and to obtain a more equal peace.
