This book focuses on Women Representatives of Kebele House (Village council) who are excluded from decision- making for long time in various levels of governance in the study area and also tried to identify the attitudes of the societies towards Women in leadership positions in the study area. In order to empower the status of women, the SNNPRS has adopted various strategies to ensure the participation of women in decision- making at the grassroots level. In response to the problem women have been facing, the government encourages affirmative actions, formulated laws and policies that address their issues. The government has also established women affairs bureaus, departments and offices at Regional, Zonal and District government levels respectively for successful accomplishment and coordination of gender issues.

Book excerpt: This book explores how climate institutions in industrialized countries work to further the recognition of social differences and integrate this understanding in climate policy making. With contributions from a range of expert scholars in the field, this volume investigates policy-making in climate institutions from the perspective of power as it relates to gender. It also considers other intersecting social factors at different levels of governance, from the global to the local level and extending into climate-relevant sectors. The authors argue that a focus on climate institutions is important since they not only develop strategies and policies, they also (re)produce power relations, promote specific norms and values, and distribute resources. The chapters throughout draw on examples from various institutions including national ministries, transport and waste management authorities, and local authorities, as well as the European Union and the UNFCCC regime. Overall, this book demonstrates how feminist institutionalist theory and intersectionality approaches can contribute to an increased understanding of power relations and social differences in climate policy-making and in climate-relevant sectors in industrialized states. In doing so, it highlights the challenges of path dependencies, but also reveals opportunities for advancing gender equality, equity, and social justice. Book excerpt: Since gender entered the development discourse in the Seventies, African countries have increasingly taken the concept on board in policy and practice. This concern may be due to either one or a combination of the following factors: the ideological positioning of African countries, demands by their donors and development partners, and demands by organised local groups and NGOs. Gender in the development discourse ought to transform power relations between men and women and shift them to social relations that reflect their equal access to productive resources, opportunities and social and material benefits. The result of such actions should be an achievement of comparable status of women and men. This volume, initiated by OSSREA, seeks to examine in more depth, issues regarding the gender-power imbalance in sub-Saharan African countries, with a specific focus on the eastern and southern African regions. The chapters in this book present research that examines and analyses the effectiveness and efficiency of gender mainstreaming policies, strategies and projects developed and implemented by national and international actors. The themes inter-weave with each other although they address gender issues in specific countries and specific contexts. This can be explained by the shared colonial and post-colonial heritage of African countries. It is useful, therefore, to view the structure of the book as a spiral of inter-connected issues that address similar themes, approaching them from different levels. Purely for ease of reading, the contributions have been organised into three parts, with over arching themes that at first glance may seem not to fit well together. A theme that runs through all the chapters is the persistence of patriarchal values and attitudes in Africa and its constraining effect on the achievement of gender equity and equality.
