Book excerpt: In the twentieth century, the British Crown appointed around a hundred thousand people - military and civilian - in Britain and the British Empire to honours and titles. For outsiders, and sometimes recipients too, these jumbles of letters are tantalizingly confusing: OM, MBE, GCVO, CH, KB, or CBE. Throughout the century, this system expanded to include different kinds of people, while also shrinking in its imperial scope with the declining empire. Through these dual processes, this profoundly hierarchical system underwent a seemingly counter-intuitive change: it democratized. Why and how did the British government change this system? And how did its various publics respond to it? This study addresses these questions directly by looking at the history of the honours system in the wider context of the major historical changes in Britain and the British Empire in the twentieth century. In particular, it looks at the evolution of this hierarchical, deferential system amidst democratization and decolonization. It focuses on the system's largest-and most important-components: the Order of the British Empire, the Knight Bachelor, and the lower ranks of other Orders. By creatively analysing the politics and administration of the system alongside popular responses to it in diaries, letters, newspapers, and memoirs, Tobias Harper shows the many different meanings that honours took on for the establishment, dissidents, and recipients. He also shows the ways in which the system succeeded and failed to order and bring together divided societies.

Book excerpt: This paper examines changes in the occupations of African-American women during the period 1940-1980 using U.S. Census samples, with an emphasis on the breakthrough of black women into clerical work. In contrast with some previous studies, my results indicate that increased educational attainment played a significant role in opening black opportunities for clerical jobs. But changes in education still explain less than half of the overall increase in probability of a clerical job, suggesting that declining discrimination may also have been important. Employing an illustrative tipping model of endogenous discrimination, the paper argues that a range of historical forces might have tipped the labor market toward an equilibrium with less employment discrimination. Some preliminary evidence suggests a potential role for public employment and the educational qualifications of the black labor pool.

Book excerpt: This report expresses concern that proposals in the Governments Civil Service Reform Plan, such as allowing ministers to select departmental permanent secretaries from a shortlist and directly to appoint civil servants on fixed-term contracts, could risk undermining the impartiality of the civil service, threaten the principle that appointments are based on merit and make it harder for officials to give honest advice to ministers. Ministers remain constitutionally responsible for everything their departments and their civil servants do. Ministers should not seek to distance themselves from the actions of civil servants, or of special advisers. The Committee also addresses the relationship between parliamentary select committees and the civil service. The report concludes that select committees should have greater access to advice given to ministers by civil servants and that select committees should be able to call former civil servants to give evidence on projects which they used to work on. Other recommendations in the report include that: Parliament should in future be given the chance to scrutinise revised editions of the Osmotherly rules, which provide guidance to civil servants on dealing with select committees; the Osmotherly rules, however, should not be regarded as anything more than guidance for civil servants; when select committees call for specific civil servants to give evidence the Government should normally agree to the request; it should be normal practice for a single senior civil servant to oversee major Government projects from start to finish, in order to ensure better accountability of such projects
