Congress asked the commission to "conduct a comprehensive evaluation and assessment of policies that provide opportunities for the promotion and advancement of minority members of the armed forces, including minority members who are senior officers." The commission's recommendations support two overriding and related objectives: (1) that the armed forces systematically develop a demographically diverse leadership that reflects the public it serves and the forces it leads and (2) that the services pursue a broader approach to diversity that includes the range of backgrounds, skill sets, and personal attributes that are necessary to enhancing military performance. The commission finds several tacit barriers to advancement throughout a service member's career, such as a lack of clarity regarding promotion opportunities, and also one overt barrier: the policy excluding women from combat. The commission proposes changes which would start at the moment of recruiting, and proposes allowing women to serve in combat.

Book excerpt: Two recent policy documents lay out a new vision for diversity in the U.S. Department of Defense (DoD): the Military Leadership Diversity Commission's From Representation to Inclusion: Diversity Leadership for the 21st-Century Military and the Department of Defense Diversity and Inclusion Strategic Plan, 2012-2017. These documents define the mission, set goals for diversity, and provide a general strategic framework for achieving these goals. The purpose of this report is to provide a framework to support DoD in the implementation of its strategic plan and to ensure that the resources devoted to these efforts are targeted for long-term success. The framework emphasizes the creation of an enduring accountability system; categorizes the strategic initiatives specified in DoD's strategic plan along three key dimensions -- compliance, communication, and coordination ("the three Cs"); and prioritizes them across time -- short, medium, and long term. The framework can help all DoD components work toward the vision described in the strategic plan in a deliberate, synchronized effort by complying with current laws, regulations, and directives; communicating effectively to internal as well as external stakeholders; and coordinating efforts to ensure continuing change.

Book excerpt: The revolution in military recruitment advertising to people of color and women played an essential role in making the US military one of the most diverse institutions in the United States. Starting at the dawn of the all-volunteer era, Jeremiah Favara illuminates the challenges at the heart of military inclusion by analyzing recruitment ads published in three commercial magazines: Sports Illustrated, Cosmopolitan, and Ebony. Favara draws on Black feminism, critical race theory, and queer of color critique to reveal how the military and advertisers affected change by deploying a set of strategies and practices called tactical inclusion. As Favara shows, tactical inclusion used representations of servicemembers in the new military to connect with people susceptible to recruiting efforts and rendered these new audiences vulnerable to, valuable to, and subject to state violence. Compelling and eye-opening, Tactical Inclusion combines original analysis with personal experience to chart advertising’s role in building the all-volunteer military.

William Taylor chronicles and analyzes the long and ever-changing history of that often contentious and controversial effort, from the initiation of America's first peacetime draft just before our entry into World War II up to present-day conflicts in Iraq and Afghanistan. A history that runs from the selective service era of 1940–1973 through the era of the All-Volunteer Force of 1973 to the present, his book details the many personnel policies that have shaped, controlled, and defined American military service over the last eight decades. Exploring the individual and group identities excluded from official personnel policy over time—African Americans, women, and gays among others—Taylor shows how military service has been an arena of contested citizenship, one in which American values have been tested, questioned, and ultimately redefined. The armed services fiercely resisted integration, gender equality, and LGBTQ equality but over time have grown to value America’s well spring of diversity as a strategic and operational advantage. Under the Trump administration many of the military’s policies supporting transgender inclusion were reversed, making the U.S. military one of many institutions caught in the ideological tug of war regarding social change, which is at the heart of the present day American polarization. For as far as America has come, we still have work to do for Truman’s vision of equality of opportunity to become a reality for all Americans. Volume I of tAtitudes Aren't Free: Thinking Deeply About Diversity in the Armed Forces (2010) offered a framework for improving social policy in the areas of religious expression, sexuality, race and gender by showcasing the complexity through the use of opposing perspectives. Volume II reflects on the progress made over the decade since, but instead of laying the groundwork of a plurality of perspective as in Volume I, Volume II relies on the realities of the national, institutional and personal levels using service members' lived experiences to develop a more robust understanding of life in the military for individuals from increasingly more diverse backgrounds. Ultimately, though reflective dialogue, Volume II seeks to explore and contrast the current social policies of the US Armed Services with the rhetoric that military institutions continue to espouse around the same topical areas addressed in the first volume. This is a Call to Action.
