Book excerpt: This study contrasts the economic position of youths across local labor markets that differ in their rates of unemployment using the annual merged files of the Current Population Survey and the National Longitudinal Survey of Youth. The paper finds: (1) Local labor market shortages raise the employment-population rate arid reduce the unemployment rate of disadvantaged youths by substantial amounts. (2) Shortages also raise the hourly earnings of disadvantaged youths. In the 19805 the earnings gains for youths in tight labor markets offset the deterioration in the real and relative earnings of the less skilled that marked this decade. (3) Youths in labor shortage areas had greeter increases in earnings as they aged than youths in other areas, implying that improved labor market conditions raise the longitudinal earnings profiles as well as the starting prospects of youths. These findings show that despite the social pathologies that plague disadvantaged youths, particularly less educated black youths, arid the 1980s twist in the American labor market against the less skilled, tight labor markets still operated to substantially improve their economic position.

An overlapping-generations model with endogenous labor supply and imperfect competition is presented. It is used to interpret the unusual persistence of unemployment in Trinidad and Tobago during the last twenty years. Although real wages are 60 percent lower today than in the mid-1980s, unemployment continues to be very high. The paper argues that an important part of the explanation lies in the decline of capital stock in this country after years of very low savings and investment. Policies to address this capital shortage are discussed.

Available in PDF, EPUB and Kindle. Book excerpt: An examination of the conventional wisdom that the economy will face a labor shortage was done in three stages. First, the demand side of the labor market was analyzed. Changes in the skill requirements of jobs from 1973-86 were examined as were those changes anticipated by projections of the Bureau of Labor Statistics for 2000. The conclusion was that skill requirements would rise in the 1990s due to shifts in the occupational structure, but at a modest rate that was significantly less than that for 1973-86. Second, expected trends in labor supply--the quantity and quality of the future work force--were analyzed. Conclusions were that a general labor shortage would not occur simply because the labor force would grow slowly in the 1990s and the changing demographics of the work force would not necessarily produce a serious shortage of adequately skilled workers. A problem with labor force entrants would probably be that the educational system will not have provided an adequate basis for future technological innovation and productivity growth. Third, the study examined recent and expected trends in wages and incomes to assess whether future trends would remedy the labor market problems. The conclusion was that wages would continue their sluggish growth and possibly fall for large portions of the work force. The key policy implication was that the "supply push" approach would not produce desired improvements in labor market performance or productivity.
