It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

For a small subset of nations civil war is a chronic condition: about half of the civil war nations have had at least two and as many as six conflicts. This book presents an analytical framework that has been used to identify a set of factors that make civil war more or less likely to recur in a nation where a civil war has recently terminated. The outcome of the previous civil war -- whether it ended in a government victory, a rebel victory or a negotiated settlement -- as well as the duration and deadliness of the conflict affect the durability of the peace after civil war. The introduction of peacekeeping forces, investment in economic development and reconstruction, and the establishment of democratic political institutions tailored to the configuration of ethnic and religious cleavages in the society also affect the durability of peace after civil war. The book closes by applying these propositions in an analysis of the civil war in Iraq: what can be done to bring the Iraq conflict to an earlier, less destructive, and more stable conclusion?

Book excerpt: The recent efforts to reach a settlement of the enduring and tragic conflict in Darfur demonstrate how important it is to understand what factors contribute most to the success of such efforts. In this book, Caroline Hartzell and Matthew Hoddie review data from all negotiated civil war settlements between 1945 and 1999 in order to identify these factors. What they find is that settlements are more likely to produce an enduring peace if they involve construction of a diversity of power-sharing and power-dividing arrangements between former adversaries. The strongest negotiated settlements prove to be those in which former rivals agree to share or divide state power across its economic, military, political, and territorial dimensions. This finding is a significant addition to the existing literature, which tends to focus more on the role that third parties play in mediating and enforcing agreements. Beyond the quantitative analyses, the authors include a chapter comparing contrasting cases of successful and unsuccessful settlements in the Philippines and Angola, respectively.

Book excerpt: Failed and fragile states that result from intrastate war pose severe threats to the security of both the international system and individual states alike. In the post-Cold War era, the international community has come to recognize the reality of these threats and the difficulty involved in ending violence and building sustainable peace in failed and fragile states. This work focuses upon the development of a comprehensive strategy for sustainable peace-building by incorporating the tenets of the human security doctrine into the peace-building process. Through the use of case studies of The Former Yugoslav Republic of Macedonia and East Timor, the development and refinement of the doctrine of human security will occur, as well as, an understanding of how and where human security fits into the sustainable peace-building equation. The end result of the analysis is the development of a hierarchical pyramid formation that brings together human security and peace-building into one framework that ultimately creates the foundation and structure of sustainable peace-building. With the development of a sustainable peace-building structure based upon the human security doctrine, the role of Canada in the support of sustainable peace-building is analyzed in relation to the form and level of involvement that Canada undertakes and contributes to in the implementation and support of sustainable peace-building initiatives. Following from this, recommendations are provided regarding what role(s) Canada should undertake in the sustainable peace-building process that take into consideration the present and likely future capabilities of Canada to be involved in various aspects of the peace-building process. ii This paper outlines the need for a peace-building strategy that is designed to be sustainable in order that failed and fragile states resulting from intrastate conflict do not regress or collapse back into a condition of civil war, and subsequently designs such a strategy. The linking of peace-building and human security creates the required framework from which sustainable peace-building is derived. Creating sustainable peace is necessary in order to increase the likelihood that both present and future generations existing in failed and fragile states will be spared from the scourge of intrastate war.

Book excerpt: Based upon consideration of United Nation missions to the Congo (1960-64), Somalia (1992-95), and the former Yugoslavia (1992-95) and examination of counterinsurgency campaigns, Mockaitis develops a new model for intervening in intrastate conflicts and commends the British approach to civil strife as the basis for a new approach to peace operations. Both contemporary and historic examples demonstrate that military intervention to end civil conflict differs radically from traditional peacekeeping. Ending a civil war requires the selective and limited use of force to stop the fighting, safeguard humanitarian aid work, and restore law and order. Since intrastate conflict resembles insurgency far more than it does any other type of war, counterinsurgency principles should form the basis of a new intervention model. A comprehensive approach to resolve intrastate conflict requires that peace forces, NGOs, and local authorities cooperate in rebuilding a war-torn country. Only the British have enjoyed much success in counterinsurgency campaigns. Starting from the three broad principles of minimum force, civil-military cooperation, and flexibility, the British approach in responding to insurgency has combined the limited use of force with political and civil development. Carefully considered and correctly applied, these principles could produce a more effective model for peace operations to end intrastate conflict.
