One theme that runs through these essays is the series of obstacles erected that denied the people of Taiwan a say in shaping their own destiny: Franklin Roosevelt chose to return Taiwan to mainland China for geopolitical reasons; there was little pressure on the Kuomintang to reform its authoritarian rule until Congress got involved in the early 1980s; Chiang Kai-shek spurned American efforts in the 1960s to keep Taiwan in international organizations; and behind the ROC's back, the Nixon, Carter, and Reagan administrations negotiated agreements with the PRC that undermined Taiwan's position. In addition to discussing how the United States reacted to key human rights cases from the 1940s to the 1980s, the author also discusses the Bush and Clinton administrations' efforts to preserve U.S. interests while accommodating new forces in the region. This book examines the various U.S. international economic policies that affect developing countries and shows that American policies regarding trade, aid, debt, and the multilateral institutions are undertaken largely without coordination and often conflict with each other. Tracing the evolution of foreign aid, Anna Krueger explains that just after World War II American economic policies toward developing countries consisted almost entirely of foreign aid. This approach was highly successful at first, but then the ability of USAID officials to carry out their mandate eroded over time because of political constraints and conflicting objectives of the aid program. She assesses the U.S. role toward the International Monetary Fund and the World Bank and argues that the United States could have been far more effective in these institutions. Krueger then addresses trade policy. Although U.S. leadership to obtain an open multilateral trading system was regarded as a policy oriented toward developed countries, the resulting growth of the world trading system permitted rapid growth of developing countries. As developing countries have adopted realistic economic policies that are conducive to economic efficiency and growth, they have become more important trading partners for the United States and other developed countries. Looking at the evolution of U.S. policy toward the heavy debt burdens of developing countries, Krueger explains that U.S. policy has generally been one step behind the realities of the era. Illustrating how trade, aid, and debt policies interact, Krueger examines two cases: The Caribbean Basin Initiative and Korea. She shows that in Korea, for example, highly successful aid policies of the 1950s helped lay the foundations for rapid economic growth, while the success of Korea's exports then led to acrimonious relations over its trade and exchange rate policies. Krueger concludes by calling for a firmer U.S. commitment to an open multilateral trading system, and points to the interdependence between foreign and trade policies.

Book excerpt: International efforts to prevent the spread of weapons of mass destruction (WMD)—including nuclear, biological, and chemical weapons—rest upon foundations provided by global treaties such as the Nuclear Non-Proliferation Treaty (NPT) and the Chemical Weapons Convention (CWC). Over time, however, states have created a number of other mechanisms for organizing international cooperation to promote nonproliferation. Examples range from regional efforts to various worldwide export-control regimes and nuclear security summit meetings initiated by U.S. president Barack Obama. Many of these additional nonproliferation arrangements are less formal and have fewer members than the global treaties. International Cooperation on WMD Nonproliferation calls attention to the emergence of international cooperation beyond the core global nonproliferation treaties. The contributors examine why these other cooperative nonproliferation mechanisms have emerged, assess their effectiveness, and ask how well the different pieces of the global nonproliferation regime complex fit together. Collectively, the essayists show that states have added new forms of international cooperation to combat WMD proliferation for multiple reasons, including the need to address new problems and the entrepreneurial activities of key state leaders. Despite the complications created by the existence of so many different cooperative arrangements, this collection shows the world is witnessing a process of building cooperation that is leading to greater levels of activity in support of norms against WMD and terrorism.
