There are signs that the progress made in both dimensions has stalled in recent years. Poor-quality diets have become a major driver for overweight and obesity and associated non-communicable diseases such as diabetes, heart diseases, and some types of cancers. Conflict and climate vulnerability have been identified as major obstacles to reaching Sustainable Development Goal targets related to malnutrition by 2030. In 2019, economic downturns and slowdowns hindered efforts even further. More recently, the COVID-19 crisis has imposed even harsher conditions to countries.Poverty and malnutrition are inevitably linked, and therefore addressing one can help address the other. Given that most of the world’s extremely poor people and stunted children live primarily in rural areas and rely mostly on agriculture, the agriculture and food systems approach can offer an opportunity to reduce both poverty and malnutrition. The food systems approach places equal emphasis on both the supply and demand dimensions that are critical for ensuring healthier diets and better nutrition for poor and vulnerable groups.This special issue of Policy in Focus is dedicated to answering a crucial question: How can a food systems approach be used to design and implement policies and investments that reach those most vulnerable to poverty, hunger, malnutrition, and suboptimal diets? We hope that the contributions contained in this volume, by leading academics and development practitioners, exploring the linkages between nutrition, food systems, and poverty, can help stakeholders and policymakers make inroads towards the promotion of food and nutrition security and the reduction of rural poverty.

Surprisingly few people, at least in the industrial countries, seems to be overly concerned with this question. Whereas the world conferences on the environment, on women, human rights or social issues, which were held in recent years were preceded and accompanied by intensive public debate, food does not seem to be a burning issue. Don t we have mountains of surplus food, people ask. Do we not have to pay our farmers to leave their land idle in order not to add to the glut on the world markets? And hasn t the Green Revolution ended famine even in countries like India which used to be a synonym for hungry people? So where is the problem? The advance made in agricultural production since beginning against a background of imminent crisis are indeed remarkable. In only 20 years, yields of major crops like rice, maize and wheat in developing countries went up by 80 per cent, outpacing even the rapid increase in population. But this growth in yields has slowed down in recent years, and the aim of food for all is once again becoming elusive. About 800 million people still do not have access to enough food to meet their basic daily needs, nearly 200 million children suffer from protein and energy deficiencies, 88 countries 44 or them in Africa have a deficit in food production.

The report also highlights that food insecurity is more than just hunger. For the first time, the report provides evidence that many people in the world, even if not hungry, experience moderate food insecurity as they face uncertainties about their ability to obtain food and are forced to compromise on the quality and/or quantity of the food they consume. This phenomenon is observed globally, not only in low- and middle-income countries but also in high income countries. The report also shows that the world is not on track to meet global nutrition targets, including those on low birthweight and on reducing stunting among children under five years. Moreover, overweight and obesity continue to increase in all regions, particularly among school-age children and adults. The report stresses that no region is exempt from the epidemic of overweight and obesity, underscoring the necessity of multifaceted, multisectoral approaches to halt and reverse these worrying trends. In light of the fragile state of the world economy, the report presents new evidence confirming that hunger has been on the rise for many countries where the economy has slowed down or contracted. Unpacking the links between economic slowdowns and downturns and food insecurity and malnutrition, the report contends that the effects of the former on the latter can only be offset by addressing the root causes of hunger and malnutrition: poverty, inequality and marginalization.

As a result of few COVID-19 cases, a relatively short-lived lockdown, and economic momentum prior to COVID-19, Myanmar is one of the few developing countries that the World Bank (2020) forecasts will not go into recession in 2020 – a very modest expansion of just 0.87 percent is forecast. A Social Accounting Matrix multiplier analysis by IFPRI projected a 0.50 percent expansion under a fast economic recovery scenario, but a 2.00 percent contraction under a slow economic recovery scenario (Diao et al., 2020). The IFPRI study projects massive declines in GDP across a range of sectors during lockdown periods, including large increases in unemployment (5 million during the lockdown period) and declines in household income of 20 to 30 percent for April to June, albeit with fast recovery thereafter.

Book excerpt: Ten years have elapsed since the World Food Summit (WFS) in Rome pledged to halve the number of undernourished people in the world by no later than 2015, and in October 2006 FAO's Committee on World Food Security is conducting a mid-term review of progress towards this target. On this occasion, the eighth edition of The State of Food Insecurity in the World also examines progress towards the WFS target. The main conclusion is that we have been standing still in terms of hunger reduction. The number of hungry people in the developing countries has not fallen relative to that of 1990-92, the established baseline period against which progress in reducing hunger is measured. Several countries have advanced towards the target but in many others the number of undernourished people has risen. Progress has been made towards the hunger reduction target of Millennium Development Goal 1, which calls for a halving of the proportion of undernourished people by 2015, and prospects for reaching the MDG target are relatively promising. On the other hand, the more ambitious WFS target will clearly not be met without a very serious intensification of hunger reduction efforts. The report presents a review of progress and setbacks in the various regions and discusses some of the constraints to hunger reduction efforts and challenges yet to be faced. It emphasizes the urgent need to broaden the areas of progress if we are to be successful in achieving the WFS target. The final section of The State of Food Insecurity in the Worldhighlights some of the main lessons learnt in hunger reduction and lays out a broad agenda for accelerated progress. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.
