However, the lack of country-level data and of an agrifood system-based approach has prevented countries from translating commitment into action to tackle the issue. This brief examines existing knowledge on food loss and waste in the context of agrifood systems. It concludes that food loss and waste pose multiple challenges, which can only be addressed through interdisciplinary research that considers all the elements of agrifood systems.

Book excerpt: Food waste and food loss are global problems with numerous causes and effects. Project Drawdown, a non-profit focused on solutions to reduce emissions, has ranked reducing food waste as the most important solution for reducing greenhouse gas emissions. It is responsible for approximately 8% of global emissions. Meanwhile over two billion people worldwide suffer from food insecurity. Food loss and waste also represents 285 billion dollars in lost revenue for producers and sellers in the United States alone. Many causes for food loss and waste have been identified. Similarly, different solutions have been explored in research, but as food waste continues to grow in the US there is still a significant need for further research and implementation. This thesis uses literature review, expert interviews, and analysis to examine a wide variety of different strategies for reducing food waste and loss with a focus on North America and Europe, the regions that produce the majority of food waste. The strategies explored are based in policy, technology and consumer behavior, with special attention to the latter due to its large proportion of food waste generation in the chosen regions. Results show that while there is a large amount and wide variety of solutions, they remain fragmented, underutilized and sometimes lead to competition between competing environmental, economic and social outcomes. Using the strategies and data compiled, this thesis explores key advances in technology, policy and consumer education. Increasing the effectiveness of consumer education programs, standardizing data-labels through policy, and creating a distributed ledger system for the food system are identified as the top three strategies to advance

The second part is dedicated to international and cross-country case studies, with six chapters reviewing national policies implemented in France, Italy, Romania, Japan, China and the United States. In Part Four, three chapters are dedicated to local food recovery and redistribution initiatives. By focusing on different territories and different levels of governance, the book provides a detailed evaluation of food loss and waste policies, the barriers and opportunities of implementing the policies, as well as the impact they are actually having. The chapters are both descriptive and evaluative and draw out lessons for designing, implementing and reforming programmes. Book excerpt: One of the Sustainable Development Goals (SDGs) is reducing food loss and waste (FLW) across all stages of food value chains, including the on-farm production, the off-farm postharvest, processing, and distribution, and the household consumption stages. We employ general equilibrium models for Bangladesh, Kenya, and Nigeria to assess the economywide implications of reducing FLW at different stages of value chains. Halving FLW results in GDP increases of between 1.1 and 2 percent, with up to 13 million people lifted out of poverty across the three countries. Diets also improve – especially in Kenya and Nigeria – due to greater availability and lower prices of healthy foods such as fruits and vegetables. Although most of the gains originate from reducing FLW in the on-farm production stage, strong intersectoral linkages mean around 30 percent of measured GDP gains are realized in non-agricultural sectors. Reducing waste at the final consumption stage has small negative impacts on GDP as households purchase less food without reducing their food intake. We conclude that the significant economywide gains provide a justification for adopting FLW reduction strategies, although costing the policy and investment options needed to reduce FLW is an important area for future research.

Despite food's essential role as a source of nutrients and energy and its emotional and cultural importance, U.S. consumers waste an estimated average of 1 pound of food per person per day at home and in places where they buy and consume food away from home. Many factors contribute to this wasteâ€"consumers behaviors are shaped not only by individual and interpersonal factors but also by influences within the food system, such as policies, food marketing and the media. Some food waste is unavoidable, and there is substantial variation in how food waste and its impacts are defined and measured. But there is no doubt that the consequences of food waste are severe: the wasting of food is costly to consumers, depletes natural resources, and degrades the environment. In addition, at a time when the COVID-19 pandemic has severely strained the U.S. economy and sharply increased food insecurity, it is predicted that food waste will worsen in the short term because of both supply chain disruptions and the closures of food businesses that affect the way people eat and the types of food they can afford. A National Strategy to Reduce Food Waste at the Consumer Level identifies strategies for changing consumer behavior, considering interactions and feedbacks within the food system. It explores the reasons food is wasted in the United States, including the characteristics of the complex systems through which food is produced, marketed, and sold, as well as the many other interconnected influences on consumers' conscious and unconscious choices about purchasing, preparing, consuming, storing, and discarding food. This report presents a strategy for addressing the challenge of reducing food waste at the consumer level from a holistic, systems perspective.

On October 17, 2018, the National Academies of Sciences, Engineering, and Medicine organized a workshop to examine key challenges that arise in reducing food loss and waste throughout the supply chain and discussed potential ways to address these challenges. Book excerpt: Agrifood systems are intrinsically linked to climate change and are particularly vulnerable to its impacts. Each year hundreds of billions of dollars’ worth of crops and livestock production is lost due to disaster events, undermining hard-won development gains and livelihoods for farmers. At the same time, agrifood systems are substantial contributors of emissions. As such, agrifood systems must play a central role in providing solutions for climate change – both adaptation and mitigation – while meeting the food security needs of present and future generations. The communities that support and depend on agrifood systems are on the front line of loss and damage associated with climate change. Loss and damage can generally be described as the negative impact of climate change that occurs despite mitigation and adaptation efforts. Addressing loss and damage in the agrifood system is crucial, given its importance for livelihoods and sustainable development. Taking collective action is essential to tackle loss and damage in agrifood systems to ensure that the livelihoods of the most vulnerable communities are adequately protected and food security needs are met. The purpose of this report is to stimulate discussions on the central role of agrifood systems in the loss and damage debate and identify the gaps in data, knowledge and finance that need to be addressed. The report provides an overview of the loss and damage concept, the status of analytical methodologies and tools, a summary of the reporting on loss and damage in nationally determined contributions (NDCs), an outline of the policy needs and some preliminary analysis of the financing needs. Overall, support to countries needs to be targeted and strengthened so that loss and damage in agrifood systems can be dealt with as early as possible. This support needs to ensure that no one is left behind while striving for better production, better nutrition, a better environment and a better life.
