Chinese authorities try to control food export safety by certifying exporters and the farms that supply them. In Who Will Feed China: Wake-up Call for a Small Planet, Lester Brown shows that even as water becomes more scarce in a land where 80 percent of the grain crop is irrigated, as per-acre yield gains are erased by the loss of cropland to industrialization, and as food production stagnates, China still increases its population by the equivalent of a new Beijing each year. When Japan, a nation of just 125 million, began to import food, world grain markets rejoiced. But when China, a market ten times bigger, starts importing, there may not be enough grain in the world to meet that need - and food prices will rise steeply for everyone. Analysts foresaw that the recent four-year doubling of income for China's 1.2 billion consumers would increase food demand, especially for meat, eggs, and beer. But these analysts assumed that food production would rise to meet those demands. Brown shows that cropland losses are heavy in countries that are densely populated before industrialization, and that these countries quickly become net grain importers. We can see that process now in newspaper accounts from China as the government struggles with this problem.

Book excerpt: China is perhaps the most prominent example of a developing country that has transitioned from taxing to supporting agriculture. In recent years, Chinese price supports and subsidies have risen at an accelerating pace after they were linked to rising production costs. Per-acre subsidy payments to grain producers now equal 7 to 15 percent of those producers' gross income, but grain payments appear to have little influence on production decisions. Chinese authorities began raising price supports annually to bolster incentives, and Chinese prices for major farm commodities are rising above world prices, helping to attract a surge of agricultural imports. U.S. agricultural exports to China tripled in value during the period when China's agricultural support was accelerating. Overall, China's expansion of support is loosely constrained by World Trade Organization (WTO) commitments, but the country's price-support programs could exceed WTO limits in coming years. Chinese officials promise to continue increasing domestic policy support for agriculture, but the mix of policies may evolve as the Chinese agricultural sector becomes more commercialized and faces competitive pressures.

It finds that consumption of meat quadrupled in Taiwan between the periods 1959-61 and 1989-91, while per capita rice consumption declined by one-half. How much of these changes in diet resulted from income and price effects and how much from structural factors such as urbanization? This question has important implications for accurately forecasting the future demand for food in Asia.

Book excerpt: The United States bans imports of certain agricultural and wildlife goods that can carry pathogens or diseases or whose harvest can threaten wildlife stocks or endanger species. Despite these bans, contraband is regularly uncovered in inspections of cargo containers and in domestic markets. This study characterizes the economic factors affecting agricultural and wildlife smuggling by drawing on inspection and interdiction data from USDA and the U.S. Fish and Wildlife Service and existing economic literature. Findings reveal that agricultural and wildlife smuggling primarily include luxury goods, ethnic foods, and specialty goods, such as traditional medicines. Incidents of detected smuggling are disproportionately higher for agricultural goods originating in China and for wildlife goods originating in Mexico. Fragmentary data show that approximately 1 percent of all commercial wildlife shipments to the United States and 0.40 percent of all U.S. wildlife imports by value are refused entry and suspected of being smuggled.

While it started in light manufacturing and the assembly of more sophisticated products as part of global supply chains, China is now moving up the value chain, “onshoring” the production of higher-value-added upstream products and moving into more sophisticated downstream products as well. At the same time, with its wages rising, it has started to exit some lower-end, more labor-intensive sectors. These changes are taking place in the broader context of China’s rebalancing—away from exports and toward domestic demand, and within the latter, away from investment and toward consumption—and as a consequence, demand for some commodity imports is slowing, while consumption imports are slowly rising. The evolution of Chinese trade, investment, and consumption patterns offers opportunities and challenges to low-wage, low-income countries, including China’s neighbors in the Mekong region. Cambodia, Lao P.D.R., Myanmar, and Vietnam (the CLMV) are all open economies that are highly integrated with China. Rebalancing in China may mean less of a role for commodity exports from the region, but at the same time, the CLMV’s low labor costs suggest that manufacturing assembly for export could take off as China becomes less competitive, and as China itself demands more consumption items. Labor costs, however, are only part of the story. The CLMV will need to strengthen their infrastructure, education, governance, and trade regimes, and also run sound macro policies in order to capitalize fully on the opportunities presented by China’s transformation. With such policy efforts, the CLMV could see their trade and integration with global supply chains grow dramatically in the coming years.

The previous red line of 21 hundred million mu was already broken through. The current red line of 18 hundred million mu will also be broken through, in view of the process of industrialization and urbanization. In fact, farm land protection should focus on protecting the employment right of peasant in land.
