How this came to be, and how the majority party in the House has made control of the speakership a routine matter, is far from straightforward. Fighting for the Speakership provides a comprehensive history of how Speakers have been elected in the U.S. House since 1789, arguing that the organizational politics of these elections were critical to the construction of mass political parties in America and laid the groundwork for the role they play in setting the agenda of Congress today. Jeffery Jenkins and Charles Stewart show how the speakership began as a relatively weak office, and how votes for Speaker prior to the Civil War often favored regional interests over party loyalty. While struggle, contention, and deadlock over House organization were common in the antebellum era, such instability vanished with the outbreak of war, as the majority party became an "organizational cartel" capable of controlling with certainty the selection of the Speaker and other key House officers. This organizational cartel has survived Gilded Age partisan strife, Progressive Era challenge, and conservative coalition politics to guide speakership elections through the present day. Fighting for the Speakership reveals how struggles over House organization prior to the Civil War were among the most consequential turning points in American political history.

Book excerpt: The rapid conversion of land to urban and suburban areas has profoundly altered how water flows during and following storm events, putting higher volumes of water and more pollutants into the nation's rivers, lakes, and estuaries. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.

It has provided crucial political backing, as well as technical and financial assistance for trials, truth commissions, and other measures aimed at helping societies address serious human rights violations. Surprisingly, however, scholars have not analyzed closely the role of the US in transitional justice. This book offers the first systematic and cross-cutting account of US foreign policy on transitional justice. It explores the development of US foreign policy on the field from World War I to the present, and provides an in-depth examination of US involvement in measures in Cambodia, Liberia, and Colombia. Annie Bird supports her findings with nearly 200 interviews with key US and foreign government officials, staff of transitional justice measures, and country experts. By "opening the black box" of US foreign policy, the book shows how the diverse and evolving interests of presidential administrations, Congress, the State Department, and other agencies play a major role in shaping US involvement in transitional justice. The book argues that, despite multiple influences, US foreign policy on transitional justice is characterized by a distinctive approach that is symbolic, retributive, and strategic. After returning from duty as a combat fighter pilot in World War II, this Belgian immigrant developed a multitalented and innovative aerospace career path that addressed many of the aerospace professions. Along the way he forged a career in the aviation and space field that resulted in his participating in several of the most momentous aerospace achievements of the past century. He also expanded his education through hard work to a level at which he was qualified to teach graduate-level aerospace engineering courses. It is interesting to follow how the analysis and design techniques of aerospace vehicles progressed over the years, which incidentally reveals the large role that the computer played in making that possible. The story on the early Cape Canaveral operations was amusing and showed that enterprising innovations played a large role in a successful undertaking. Some of the projects described were a surprise, as I had never heard of them, like reading how a pencil-shaped missile was built that could fly and maneuver over an intercontinental distance at a high hypersonic velocity. He also described how American engineers and scientists fought the Cold War battle for technological supremacy on their desks and in their laboratories. The initiatives by which this enterprising engineer develops his technical approach to a project are very informative and offer the reader an insight into the workings of successful operations. He achieves an interesting behind-the-scenes look at how aerospace history is made by weaving in the historical significance of these projects as they are developed. As a former aeronautical engineer at the rapidly growing Mc- Donnell Aircraft Corporation, Bob gives us an interesting exposure to the importance of top management's relationship with the workforce in a successful company. "Mr. Mac" made it a point to make all his employees team members by frequent communication and friendly association.

Under the Federal Land Transaction Facilitation Act (FLTFA), revenue raised from selling BLM lands is available to the agencies, primarily to acquire non-federal land within the boundaries of land they already own -- known as in-holdings, which can create significant land management problems. To acquire land, the agencies can nominate parcels under state-level interagency agreements or the Secretaries can use their discretion to initiate acquisitions. FLTFA expires in 2010.
