Book excerpt: Florida H.B. 7087 (2006a), otherwise known as A++legislation, was created and adopted as a means to increase the rigor and relevance of a public school education, specifically at the middle school and high school levels. The anticipated result of the implementation of this bill was to better prepare middle school students for high school and thereby increase high school student performance and decrease the dropout rate. However, in increasing the promotion standards for middle grade students, interpretation and implementation have created additional barriers to grade level advancement. As a result, the possibility now exists for more students and especially those already at-risk of failure will be subject to higher retention rates. This may place them further at-risk of poor academic performance and of potentially dropping out of school, an opposite effect of the intent of the bill. This study was designed to evaluate the impact of the revised policies on middle school students.

Book excerpt: Eliminating social promotion, retaining students in grade, and using proficiency standards to determine students' progress through grades was intended to make schools accountable and increase academic achievement. Research evidence demonstrates that grade retention does not improve achievement and may increase the chances of a student dropping out of school instead of persisting to graduation. Retaining students in grade is both expensive and ineffective, and there are effective alternatives to it. Abandoning this policy in favor of more productive and proven policies will save money and enhance the education and life chances of Florida's students. This review of historical records, comparative studies, and longitudinal data recommends that: (1) Florida legislators repeal the relevant section of Statute 1008 so that pupils' progression from grade to grade is disconnected from their FCAT (Florida Comprehensive Assessment Test) scores; and (2) education policymakers abandon the policy of retaining students in grade because it fails the test of best evidence and cost-effectiveness.

Book excerpt: ABSTRACT: Literacy is a growing national concern that has resulted in federal legislation (e.g., the No Child Left Behind Act) instituting higher accountability for states and schools with regard to reading instruction and remediation. As a result, Florida's statewide measure of achievement, the reading portion of the Florida Comprehensive Assessment Test (FCAT-Reading) is now tied to retention decisions for students in the third grade as part of the pupil progression plan for the state. In its first year of implementation (2003), 23% of third-grade students failed the FCAT and over 28,000 were retained. Though failure rates are decreasing, (i.e., 6% of third grade students failed in 2006), tremendous numbers of students continue to be affected by this policy. Research has consistently shown retention to be a negative experience for children; even when academic gains are made, their subsequent achievement is equal to or lower than that of both same-grade and same-age regularly promoted students within two to three years. However, these findings cannot be generalized to the current student progression plan in Florida, which mandates remediation activities and diligent progress monitoring during and after the retention year. Therefore, holding negative beliefs about the third grade retention policy in Florida is premature as only preliminary research exists to date evaluating the outcomes of the plan. The present study examined the student progression plan in Florida as it relates to performance on the FCAT-Reading and mandated third-grade retention. More specifically, this study examined the relationship between reading performance outcomes and various student characteristics (e.g., retention status, gender, SES, race/ethnicity) as well as school-related variables (e.g., school-wide SES status, school size, Reading First status). This study also explored fifth and sixth grade performance on the FCAT-Reading of low-performing students who were promoted through good cause exemptions. Descriptive analyses revealed that of 12,685 third-grade students retained in 2003, 40% scored at Level 1 in 2006. With regard to students who were promoted due to a good cause exemption, findings indicated that a higher proportion of those who demonstrated reading proficiency through an alternative assessment procedure (67%) or through student portfolios (58%) achieved success in 2006 compared to those who did not demonstrate proficiency (13%-19%). In addition, retention status was significantly associated with scores on the 5th grade FCAT-Reading, but that association varied by student gender.

Book excerpt: This study investigated the varied district student progression policies from 9th to 10th grade and their effect on the district-level achievement of the high schools as measured by six categories of FCA T achievement consistent with those that comprise district grades during the 2005-2006 academic year. In Florida, the state assessment policy and the resulting rewards and sanctions policy, known as the Florida A+ Plan, are uniformly defined across districts while the state student progression policy simply provides guidelines for districts to follow. This results in varied student progression policies in the 67 school districts within the state. A quantitative study of the district student progression policies for promotion from 9th to 10th grade and student achievement, as measured by the Florida Comprehensive Assessment Test (FCA T), was conducted to determine the effect of varied student progression policies on district FCA T achievement. Five predictor variables, based upon promotion requirements from the 9th to 10th grade, - number of credits, the type of credits, the availability of midyear promotion, additional requirements to be met for midyear promotion, and minimum grade point average - the six FCA T based criterion variables; and, two contextual variables - district socioeconomic status (SES) and district size were used in the study. Linear regression analysis was used to find that the inclusion of a minimum grade point average had a significant inverse relationship with FCA T Reading Learning Gains. Additionally, theSES of the district was found to significantly affect the relationship between the midyear promotion of students and FCAT Reading proficiency; the type of credits required for promotion and FCA T Math proficiency; and the minimum number of credits required for promotion and both FCA T Math learning gains and FCA T Reading learning gains of the lowest quartile of students. The second order interaction of district size on the effect of SES on the relationship between the predictor and criterion variables yielded significant moderating effects of district size on the moderating effect of SES for the relationships between the minimum number of credits required for promotion and both FCA T Math proficiency and FCA T Math learning gains.
