Book Midwest Flooding Disaster

Download or read book Midwest Flooding Disaster written by and published by . This book was released on 2008 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: Historically, floods have caused more economic loss to the nation than any other form of natural disaster. In 1968, Congress created the National Flood Insurance Program (NFIP) in response to rising flood losses and escalating costs resulting from ad-hoc appropriations for disaster relief. Federal flood insurance was designed to provide an alternative to federal disaster relief outlays by reducing the rising federal costs through premium collection and mitigation activities. The purchase of flood insurance was considered to be an economically efficient way to indemnify property owners for flood losses and internalize the risk of locating investments in the floodplains. Despite massive rainfall-river flooding in several Midwestern states along the upper Mississippi River and its tributaries in June 2008, damages for the most part are not expected to produce significant insured flood losses under the NFIP. This significant but not unprecedented flood event instead will likely cost several billions in uninsured damages that will probably remain uncompensated or be paid through federal emergency supplemental appropriations for disaster relief. A key lesson learned from the 1993 and 2008 Midwest floods is that many people believe that the government will provide them with economic assistance despite their lack of insurance. What then is the appropriate role of the federal government in dealing with ambiguous risks, where the insurance industry is reluctant to offer coverage and homeowners and businesses demonstrated a reluctance to purchase coverage, even when is it mandatory? This question is important for the long-term solvency of the NFIP and overall future costs to federal taxpayers. This report examines the impact of the 2008 Midwest floods on the National Flood Insurance Program (NFIP) in the context of congressional efforts to reauthorize and modify the program before its authorization expires on September 30, 2008. The report begins with an assessment of the risk of flooding in the United States and why Congress might move to rethink the current multifaceted approach to federal flood insurance. Members might, for example, opt to assess possible insurance requirements for individuals living behind levees, eliminate premium subsidization of certain "grandfathered" properties, expand the NFIP to offer coverage against both flood and wind damages, and consider undertaking a nationwide flood insurance study (FIS) and remapping of the nation's floodplains, including areas behind levees and other flood control structures. The report concludes with lessons learned from the 1993 and 2008 Midwest floods, and an analysis of the NFIP's current financial conditions and major policy issues, as well as a summary of legislative proposals -- H.R. 3121 and S. 2284 -- pending before the 110th Congress. The report will be updated as events warrant.

Download or read book The Soil Conservation Service Responds to the 1993 Midwest Floods written by Steven Phillips and published by . This book was released on 1994 with total page 180 pages. Available in PDF, EPUB and Kindle. Book excerpt: The goal of this study is to assist in program management by pointing out problems, both recurring and unique to 1993, which hamper an effective response to natural disasters. Starting from a historical summary of flooding on the upper Mississippi and lower Missouri rivers, it then describes 1993's disaster. Next, the general approach of the White House and Congress to flood recovery is examined. The activities of individual U.S. Department of Agriculture agencies also receive attention. Most of the document focuses on the Soil Conservation Service's flood recovery program, new wetlands and levee policies, and the vexing problems encountered in this work. Finally, the Service's work in each of the nine flood states will be discussed in detail.

This book was released on 2017-12-22 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Federal Response to the Midwest Floods of 1993: Hearing Before the Committee on Environment and Public Works, United States Senate, One Hundred Third Congress, First Session, November 9, 1993 Good morning, everyone. I apologize to the witnesses for the delay. I like to be punctual. I was testifying at another hearing; a hearing on risk assessment held by Senator Johnston, Chairman of the Energy Committee. Today the Environment and Public Works Committee will hear from a number of witnesses regarding this summer's flooding in the Midwest. Specifically, we'll focus on the response of the Federal Emergency Management Agency and the Corps of Engineers to that disaster. The flood of 1993 was a devastating event of tremendous magni tude. The costs, not only in dollars but in human suffering, have yet to be fully realized. Disasters of this scope are well beyond the capabilities of State and local authorities and it is these types of events that require Federal action. That Federal response must be timely, efficient and produce the most benefits with the available resources. Both fema and the Corps have worked long and hard to respond to the needs of the flood victims. While there is always room for improvement and lessons to be learned, I applaud the efforts of both of these agencies and, in fact, all of those who contributed to alleviating the suffering caused by the floods. None of us will ever forget the images of those desper ately fighting the rising waters. The flood raises important questions. For instance, should the Federal Government repair levees that have not been properly maintained or should we focus on the creation of nonstructural so lutions like wetlands instead? Moreover, how do we pay for needed repairs to all levees with limited Federal resources? About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book Flood Mitigation and Response

Download or read book Flood Mitigation and Response written by Tracy L. West and published by . This book was released on 2010 with total page 99 pages. Available in PDF, EPUB and Kindle. Book excerpt: Floods are the nation's greatest natural disaster. According to the U.S. Geological Survey, floods cause an average of $6 billion of property damage, claim 140 lives, and prompt more Presidential disaster declarations per year than any other hazard. The Federal Emergency Management Agency (FEMA) is the lead for federal response to natural disasters. FEMA was the lead agency in 1993 when floods caused an estimated $1 8 billion in damage in the Midwest. The scope and damages of this historic disaster led FEMA to change its approach to floodplain management, flood protection, flood mitigation, disaster response, and recovery. FEMA and federal emergency response further evolved following the terrorist attacks on September 11, 2001 and Hurricane Katrina in 2005. The latest changes resulted in a national response framework for all levels of government to prepare and respond to all natural and manmade hazards. In 2008, the Midwest experienced its second "500-year flood" in fifteen years. This thesis examines whether changes to national disaster response and investments in flood mitigation over the last fifteen years have improved preparation, protection, and response capabilities at the federal, state, and local levels.
