Book excerpt: Canada: State of the Federation, 1999–2000 identifies and explains major threads in Canadian fiscal federalism. Set against the cacophony over domineering and arrogant centralization from supporters of Quebec sovereignty/session on the one hand, and fears that excessive decentralization is fuelling an obsessively neo-liberal agenda on the other, these essays replace much of this heat with new light. The authors begin with an examination of recent developments in the theoretical literature surrounding fiscal federalism. They then examine some of the major issues facing the federation – Is there a vertical imbalance between federal and provincial governments? Does Ottawa collect more revenues than are needed relative to its spending responsibilities while the provinces are under-funded? How do federal-provincial struggles over money and jurisdictional power affect local government or the para-public sector, emerging aboriginal governments, and citizens? Federal government actions in 1999 suggest that Ottawa has not lost all of its interest in social outcomes. It is, however, seeking to influence the well-being of citizens by transferring money to them directly rather than through transfers to provinces. The authors suggest that if this trend continues the approach to the millennium will be seen as a watershed in public policy, given that current trends in Canadian fiscal federalism are as much about re-balancing the federation as they are about decentralization.

In Canada many public projects, programs, and services perform well, and many are very successful. However, these cases are consistently underexposed and understudied in the policy literature which, for various reasons, tends to focus on policy mistakes and learning from failures rather than successes. In fact, studies of public policy successes are rare not just in Canada, but the world over, although this has started to change (McConnell, 2010, 2017; Compton & 't Hart, 2019; Luetjens, Mintrom & 't Hart, 2019). Like those publications, the aims of Policy Success in Canada are to see, describe, acknowledge, and promote learning from past and present instances of highly effective and highly valued public policymaking. This exercise will be done through detailed examination of selected case studies of policy success in different eras, governments, and policy domains in Canada. This book project is embedded in a broader project led by 't Hart and OUP exploring policy successes globally and regionally. It is envisaged as a companion volume to OUP's 2019 offering Great Policy Successes (Compton and 't Hart, 2019) and to Successful Public Policy in the Nordic Countries (de La Porte et al, 2022). This present volume provides an opportunity to analyze what is similar and distinctive about introducing and implementing successful public policy in one of the world's most politically decentralized and regionally diverse federation and oldest democratic polities.

Despite their importance, there have only been limited attempts to understand agreements in a comparative context or to provide a theoretical framework for their study. This book addresses both of these deficiencies by comparing the use of agreements in six federations (Australia, Canada, Germany, South Africa, Switzerland and the United States) and considering why certain federations form more agreements than others. Parker analyzes the data using an institutional framework that considers the effects of seven variables, including the constitutional division of powers, the system of intergovernmental transfers, the size of the welfare state and the nature of governing institutions. In addition, the study provides the first ever comparative database of national intergovernmental agreements — a new resource for future research. At the same time, the failure of provinces to correct health care problems acts a serious irritant in intergovernmental relations, creating a vicious cycle where deficiencies in intergovernmental fiscal relations make health care reform difficult while failures to effect health care reform increase conflict between the provinces and the federal government. This collection of essays analyses key issues in federal-provincial health care relations, particularly the fiscal component. The authors look at why there is a role for the federal government in health care and consider the critical issues in recent intergovernmental political battles over this role. The issues of whether the vertical federal-provincial fiscal imbalance is myth or reality, how much the federal government does and should contribute financially to provincial health care programs, and methods for settling disputes, such as those over user fees, are discussed. The authors also provide concrete proposals for reconstructing the federal-provincial partnership. A central trend in Canadian social security over most of the twentieth century has been a shift from a 'residual' to an 'institutional' concept. The residual approach, which dominated until the Second World War, posited that the causes of poverty and joblessness were to be found within individuals and were best remedied by personal initiative and reliance on the private market. However, the dramatic changes brought about by the Great Depression and the Second World War resulted in the rise of an institutional approach to social security. Poverty and joblessness began to be viewed as the results of systemic failure, and the public began to demand that governments take action to establish front-rank institutions guaranteeing a level of protection against the common risks to livelihood. Thus, the foundations of the Canadian welfare state were established. The Emergence of Social Security in Canada is both an important historical resource and an engrossing tale in its own right, and it will be of great interest to anyone concerned about Canadian social policy.
