Book Devolution Law Making and the Constitution

Download or read book Devolution Law Making and the Constitution written by Robert Hazell and published by Andrews UK Limited. This book was released on 2015-12-01 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: Law making is a primary function of government, and how well the three devolved UK legislatures exercise this function will be a crucial test of the whole devolution project. This book provides the first systematic study and authoritative data to start that assessment. It represents the fruits of a four-year collaboration between top constitutional lawyers from Scotland, Wales and Northern Ireland and leading researchers in UCL's Constitution Unit. The book opens with detailed studies of law making in the period 1999–2004 in the Scottish Parliament and the Assemblies in Wales and Northern Ireland, and how they interact with Westminster. Later contributions look at aspects of legislative partnership in the light of the UK's strongly asymmetric devolutionary development, and also explain the unexpected impact of devolution on the courts. Individual chapters focus on various constitutional aspects of law making, examining the interplay of continuity and change in political, legal and administrative practice, and the competing pressures for convergence and divergence between the different parliaments and assemblies. This book is essential reading for academics and students in law and in politics, and for anyone interested in the constitutional and legal aspects of UK devolution, not least the practitioners and policymakers in London, Edinburgh, Cardiff and Belfast.

Book From Depression to Devolution

Download or read book From Depression to Devolution written by Leon Gooberman and published by University of Wales Press. This book was released on 2017-02-01 with total page 281 pages. Available in PDF, EPUB and Kindle. Book excerpt: Throughout the twentieth century, Wales underwent rapid and far-reaching economic upheavals on such a scale that few avoided their impacts – from recessions, war, changing fortunes within the iconic steel and coal industries, the rise and decline of manufacturing, as well as the gradual rise to dominance of the service sector – the changes were as dramatic as was the intensity of attempts to deal with their consequences. Wales was a laboratory for government intervention in the economy, ranging from the attraction of investment and the clearance of land made derelict by industry, to the regeneration of urban areas. This is the first book to focus on these actions and to outline why, how and with what effect governments intervened, and it contains timely commentary as economic performance remains one of the most important issues facing contemporary Wales.

Book HC 821 The Work Of The Communitites And Local Government Committee Since 2010

Download or read book HC 821 The Work Of The Communitites And Local Government Committee Since 2010 written by Great Britain. Parliament. House of Commons. Communities and Local Government Committee and published by The Stationery Office. This book was released on 2015 with total page 69 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of the report is to distil experience from this parliament and to assist the new committee in the next parliament. It considers how the Committee approached its work, the way it has used research and how this might be strengthened, and its own assessment of performance against the core tasks set by the Liaison Committee. It then suggests some matters the new committee might consider examining in the next Parliament. These include both 'unfinished business', topics the Committee looked at over the Parliament to which the successors might wish to return, and new developments, which the Committee considers will emerge as major issues over the next five years.

Download or read book HC 262 Community Rights written by Great Britain. Parliament. House of Commons. Communities and Local Government Committee and published by The Stationery Office. This book was released on 2015 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government's policy of empowering people through Community Rights to save local assets from closure, build community housing, take over local authority services and bring public land back into use has in its first two years had mixed results. The Rights - to Bid, to Build, to Challenge and to Reclaim Land - have generated some successes, with a small number of community groups being able, for example, to use the Community Right to Bid to stop valued local assets such as the local pub being sold for redevelopment. But limitations have also been exposed. The Community Right to Build is too complicated; the Community Right to Challenge, which triggers a tendering exercise to run a local service, risks damaging relations between communities and local government and is a gamble for groups wanting to run a local service as they may be outbid; and the Community Right to Reclaim Land has hardly been used. The Committee wants to see the Rights improved so that local people have more say over what happens to the land, buildings and services in their area. The Government should: enhance the Community Right to Bid by increasing from six to nine months the time people have to bid to buy a local asset; make it easier to remove or restrict the "permitted development" exemption from planning control when an asset has been listed as having Community Value; and make an asset's status as an Asset of Community Value a material consideration in all but minor planning applications.

Book HC 190 Operation of the National Planning Policy Framework

Download or read book HC 190 Operation of the National Planning Policy Framework written by Great Britain. Parliament. House of Commons. Communities and Local Government Committee and published by The Stationery Office. This book was released on 2014 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee invited submissions on how the National Planning Policy Framework (NPPF) has worked in practice since it came into operation in April 2012. The evidence to this inquiry has highlighted a number of emerging concerns: that the NPPF is not preventing unsustainable development in some places; that inappropriate housing is being imposed upon some communities as a result of speculative planning applications; and that town centres are being given insufficient protection against the threat of out of town development. These issues do not, however, point to the need to tear up or withdrawn the NPPF; rather they suggest a need to reinforce its provisions and ensure it does the job it was intended to do.
