As a consequence, the focus is primarily on the physical and engineering sciences and related technologies. The effort has two basic objectives: (1) to identify and firmly establish management factors for research and technology programs which have been associated with the utilization of the results produced by these programs; and (2) to measure the overall increase in cost-effectiveness in the current generation of weapon systems compared to their predecessors (when such can be identified) which is assignable to any part of the total DOD investment in research and technology.

In popular discourse, technology is little more than the latest digital innovations. Scholars do little better, offering up competing definitions that include everything from steelmaking to singing. In Technology: Critical History of a Concept, Eric Schatzberg explains why technology is so difficult to define by examining its three thousand year history, one shaped by persistent tensions between scholars and technical practitioners. Since the time of the ancient Greeks, scholars have tended to hold technicians in low esteem, defining technical practices as mere means toward ends defined by others. Technicians, in contrast, have repeatedly pushed back against this characterization, insisting on the dignity, creativity, and cultural worth of their work. ​The tension between scholars and technicians continued from Aristotle through Francis Bacon and into the nineteenth century. It was only in the twentieth century that modern meanings of technology arose: technology as the industrial arts, technology as applied science, and technology as technique. Schatzberg traces these three meanings to the present day, when discourse about technology has become pervasive, but confusion among the three principal meanings of technology remains common. He shows that only through a humanistic concept of technology can we understand the complex human choices embedded in our modern world.

Hence, we have sought to write for anyone connected with the control of R&D - from the Directors responsible for the R&D effort of a large organization to the scientist in charge of one or two individual projects. Many of the techniques which we describe have appeared in recent years in the technical journals, often in a largely theoretical form. Few, however, have been made generally available in the management literature, and it has been our intention to fill this need. In doing this, we have concentrated on the tactical aspects of R&D Management - for example, project evaluation and research programme selection. To set these in context, we have also sought briefly to show how the R&D programme stems from the objectives of an organization as regards overall research strategy. We have thus dealt with quantitative management techniques that have seen practical application in R&D laboratories, and have described a number of actual applications to illustrate the method of use in practice. For the sake of simplicity, we have referred to Appendices all detailed mathematics, and other material not essential to an understanding of the main theme. We trust that the reader will discover something of use in these pages.
