Iran prohibits non-Iranian firms from obtaining an ownership interest by investing in oil and gas fields, but allows them to enter into "buy-back" arrangements in which the foreign firms may receive entitlements to oil or gas for a limited time in exchange for the funds they expend on the project. This report: (1) provides a list of foreign firms engaging in commercial activity in Iran's oil, gas, or petrochemical sectors from 2005 to 2009; and (2) provides info. about these sectors.

IHS Global Insight reports that Iran's priorities for the next five years are to (1) raise oil production and exports as much as possible, (2) increase natural gas production for domestic use, and (3) expand refining capacity if financially and technically possible. CRS reported that the Deputy Minister of the National Iranian Oil Company said in November 2008 that Iran would need about $145 billion in new investment over the next 10 years to build a thriving energy sector. Accordingly, Iran is seeking the participation of foreign firms in providing financing and technical assistance in numerous oil, gas, and petrochemical projects, according to DOE. Although Iran prohibits non-Iranian firms from obtaining an ownership interest by investing in oil and gas fields, Iran allows them to enter into "buy-back" arrangements in which the foreign firms may receive entitlements to oil or gas for a limited time in exchange for the funds they expend on the project, according to DOE. U.S. law restricts U.S. firms from investing in Iran's energy sector through a variety of sanctions administered by the Department of the Treasury to discourage Iran from supporting terrorism and developing nuclear weapons. This correspondence (1) provides a list of foreign firms reported in open sources as engaging in commercial activity in Iran's oil, gas, or petrochemical sectors from 2005 to 2009 and (2) provides information about these sectors.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The volume aims to tackle three separate but closely intertwined issues: It aims to revisit the debate on, and deconstruct the concept of, sanctions; to provide a working theoretical framework; to differentiate between positive sanctions (or incentives or carrots) and negative sanctions; to identify the actors who may initiate sanctions (i.e. states, regional, and/or international organizations); to ascertain the legality and legitimacy of such sanctions taking place; to problematize and discuss the utility of sanctions; and so on. It aims to disentangle the concepts of nuclear disarmament and non-proliferation, particularly in light of the most recent geopolitical global shifts on nuclear powers-interplay taking place in the background of the war in Ukraine and rising tensions in Southeast Asia, and so on. Finally, it aims to conjoin the cause-and-effect cases between the application of sanctions, on the one hand, and the decision by states to pursue nuclear disarmament and non-proliferation, on the other.
