This book was released on 1998 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: This 1998 Defense Science Board (DSB) Summer Study continues a series of DSB studies that have examined key challenges facing America's military in the coming decade. Taken together, these studies address a wide range of threats and challenges facing the United States. Such threats include familiar conventional threats as well as less traditional threats. This report examines capabilities and technologies to underwrite the operational concepts and goals of Joint Vision 2010 and beyond. Its central theme is that the cornerstone of a highly effective, next- generation force is early and continuous combat effectiveness with dominant force. Such a capability is necessary for combat success with the fewest casualties, at the lowest cost, and in the shortest time. This report describes a set of critical operational challenges and offers the Department recommendations associated with achieving this capability. This Summer Study and the companion 1998 study, Logistics Transformation, have added emphasis to the close connection between effective, next-generation military operations and focused logistics. To have early and continuous combat effectiveness with dominant force, it is essential to have more agile and deployable forces and to be more responsive in theater. It also calls for a different logistics system --one with increased speed, reliability, and precision -- that minimizes stockpiles in the field relying on highly responsive lift.

Book Defense Science Board 1998 Summer Study Joint Operations Superiority in the 21st Century Integrating Capabilities Underwriting Joint Vision 2010 and Beyond Volume 2 Supporting Reports

Download or read book Defense Science Board 1998 Summer Study Joint Operations Superiority in the 21st Century Integrating Capabilities Underwriting Joint Vision 2010 and Beyond Volume 2 Supporting Reports written by and published by . This book was released on 1998 with total page 377 pages. Available in PDF, EPUB and Kindle. Book excerpt: Volume I of the 1998 Summer Study report provided a framework for integrating capabilities underwriting Joint Vision 2010. The task force identified early and continuous application of decisive combat effects as the central theme of the study, and identified eight supporting and interlocking operational challenges. These supporting challenges include assured knowledge superiority, responsive global targeting, exploitation of the littoral battlespace, inter- and intra-theater mobility, coalition warfare, force and infrastructure protection, theater ballistic and cruise missile defense, and urban operations. In each of these areas, Volume I describes selected enablers essential to achieving these operational challenges. Volume II, Supporting Reports, contains material that further elaborates on the subjects highlighted in Volume I. Part 1, Task Force White Papers, begins by exploring the topic of early and continuous combat effectiveness in further detail by describing additional enablers that are important elements of this overall capability. Some of the weapons systems discussed include ballistic missile launched precision weapons, space-based lasers, small precision bombs, loiter weapons, kinetic energy weapons, and light armored vehicles. Other White Papers provide descriptions of additional enablers for responsive global targeting, exploiting the littoral battlespace, robotic adjuncts for dismounted troops, and urban operations. Part 2 of this volume provides summaries of related reports describing operational concepts promoted by the military Services that are related to the overall themes of Joint Vision 2010, an overview of recommendations from prior Defense Science Board studies that support the findings of the 1998 Summer Study task force, and other supporting analyses conducted by RAND.

This book was released on 1999 with total page 158 pages. Available in PDF, EPUB and Kindle. Book excerpt: As the nation moves toward the 21st century, the United States faces a dynamic international environment that will impose new complexities in military operations. Today's potential adversaries are more adaptive and have increasing access to asymmetric capabilities to offset U.S. military capabilities. The Department of Defense is embarking on a process of transforming the military to stay ahead of future security challenges. Although the United States currently enjoys military superiority, retaining this advantage will require a balance between maintaining relevant legacy forces, facilities, and systems and developing new and different capabilities. The 1999 Summer Study Task Force was asked to examine 21st century defense technology strategies to meet the national security challenges of the next two decades. Specifically, the Terms of Reference asked the task force to review and consider the broad spectrum of topics addressed in the 1990 DSB summer study; address 21st century intelligence needs and adversaries; expand and build on the recommendations for technologies, operational capabilities, and force characteristics developed in the 1998 DSB summer study; examine the need for and use of all forms of information to achieve full spectrum battlespace dominance; and examine defense technology strategy, management, and acquisition. The task force found that developing a full spectrum joint rapid response operations capability can be an effective way to focus the activities of the DoD. Thus, the task force focused on capabilities, technologies, and organizational changes associated with developing joint and combined rapid response capabilities that can support a range of contingency operations. This study addresses three enablers essential for developing this capability: Strategic Agility, Information for Decision Superiority, and Force Protection. This report consists of two volumes. Volume I presents the major findings, and Volume II provides supporting material7.

Book Analytical Methods for Studies and Experiments on Transforming the Force

Download or read book Analytical Methods for Studies and Experiments on Transforming the Force written by Paul K. Davis and published by RAND Corporation. This book was released on 1999 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense is motivated by both opportunities and necessity to transform the force over the years ahead by exploiting modern technology and operational concepts associated with the revolution in military affairs, and by making related organizational changes. This documented briefing provides a background review describing a broad transformation strategy, then discusses and illustrates how analysis supported by models and simulations (including gaming) can supplement and guide empirical work such as joint experiments. The approach is illustrated for the problem of halting an invading army, with long-range precision fires playing a major role. A great deal of insight about the general problem can be obtained from analysis at different levels of resolution with a family of models. This process, in turn, identifies important kinds of information that can be obtained only from empirical work such as joint field experiments. The recommended

Available in PDF, EPUB and Kindle. Book excerpt: This documented briefing describes RAND research that supported the 1998 Defense Science Board (DSB) Summer Study on Joint Operations Superiority in the 21st Century: Integrating Capabilities Underwriting Joint Vision 2010. RAND supported the DSB through both exploratory analysis and high-resolution simulation-based analysis; this document only covers the high-resolution work, notably simulation experiments to help explore and assess Joint operational concepts. It builds on related work done by the authors for the DSB effort, Tactics and Technology for 21st Century Military Superiority (DB-198-A). The current effort draws on outcomes of other DSB studies, discussions with warfighters, and interactions with DSB members, to define a range of different Joint operational concepts that could be applied to a future (2010-2015) notional, high-intensity, quick-reaction scenario. Book Technological Change and the Future of Warfare

Download or read book Technological Change and the Future of Warfare written by Michael E. O'Hanlon and published by Brookings Institution Press. This book was released on 2011-04-01 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: In light of the spectacular performance of American high-technology weapons in the 1991 Persian Gulf War, as well as the phenomenal pace of innovation in the modern computer industry, many defense analysts have posited that we are on the threshold of a revolution in military affairs (RMA). The issue has more than semantic importance. Many RMA proponents have begun to argue for major changes in Pentagon budgetary priorities and even in American foreign policy more generally to free up resources to pursue a transformed U.S. military—and to make sure that other countries do not take advantage of the purported RMA before we do. This book takes a more measured perspective. Beginning with a survey of various types of defense technologies, it argues that while important developments are indeed under way, most impressively in electronics and computer systems, the overall thrust of contemporary military innovation is probably not of a revolutionary magnitude. Some reorientation of U.S. defense dollars is appropriate, largely to improve homeland defense and to take advantage of the promise of modern electronics systems and precision-guided munitions. But radical shifts in U.S. security policy and Pentagon budget priorities appear unwarranted—especially if those shifts would come at the expense of American military engagement in overseas defense missions from Korea to Iraq to Bosnia.

This book was released on 1998-06 with total page 170 pages. Available in PDF, EPUB and Kindle. Book excerpt: Explores new ways to make rapidly deployable forces much more effective than they are today. The report states that substantial, possibly revolutionary, improvements in the effectiveness of rapidly deployable forces are feasible. The essence is an ability to mass fire rather than forces; it relies on remote sensors, processors and weapons. Also discusses how to achieve new capabilities as well as meet other challenges including command, force insertion and training. Describes how this new force concept could operate to perform various missions in different environments. Illustrated.
