Download or read book Standards for Internal Control in the Federal Government written by United States Government Accountability Office and published by Lulu.com. This book was released on 2019-03-24 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers? Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.

Book Federal Personnel Offices Time for Change

Download or read book Federal Personnel Offices Time for Change written by MERIT SYSTEMS PROTECTION BOARD WASHINGTON DC OFFICE OF POLICY AND EVALUATION. and published by . This book was released on 1993 with total page 49 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study examines perceptions of Federal managers and personnel office staff regarding the quality and timeliness of personnel work, especially position classification, recruiting, training, labor relations, and employee relations. Managers and personnelists were often in agreement that the delivery of personnel service was not as good as desired, but personnelists held a more positive view than the managers. Causes of problems were: (1) The Federal personnel system of rules and procedures is far too huge, complex, prescriptive, and rigid; (2) Personnel specialists are expected to be skilled, knowledgeable, and helpful but often are not; and (3) Some managers have not accepted responsibility for personnel management of the employees under their supervision, are not highly skilled, and disagreed on the role of the personnel office. All three parts of this equation are interdependent and must be addressed together in order for the personnel office to provide better service to managers and to become more valuable in accomplishing the mission of the organization. The report includes recommendations for bringing about such improvements ... Federal Government, Personnel office, Personnel administration.
