Book Affirmative Action Programs in Federal Employment

Download or read book Affirmative Action Programs in Federal Employment written by Stephanie Willson and published by . This book was released on 2003 with total page 35 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1987, the Equal Employment Opportunity Commission (EEOC) released Management Directive 714 (MD 714), "Instructions for the Development and Submission of Federal Affirmative Employment Multi-Year Program Plans, Annual Accomplishment Reports, and Annual Plan Updates for FY 1988 through FY 1992" MD 714 remains in effect at this time It requires federal agency heads to establish "affirmative employment programs" (AEP) with agency-wide objectives, ensure all managers are held accountable for the achievement of "affirmative employment objectives," and submit timely "accomplishment reports" and plan updates to the EEOC. Such programs have as their stated aim correcting any "manifest imbalance or conspicuous absence of minorities and women in AN agency's work force." In 1995 the Supreme Court decided Adarand Constructors, Inc. v. Pena, 515 U.S. 200 (1995). The Court in that case determined that federal racial classifications must serve compelling governmental interests. Since Adarand, federal agencies, including the Department of Defense and the Army have continued to comply or attempt to comply with the requirements of MD 714, even though "affirmative employment" has been widely interpreted to be synonymous with "affirmative action." The reporting and planning requirements of 714 have been delegated down as far as the installation level so that AEPs are drafted, enforced, and reported by equal employment opportunity officers throughout the federal government.

Book When Affirmative Action Was White An Untold History of Racial Inequality in Twentieth Century America

Download or read book When Affirmative Action Was White An Untold History of Racial Inequality in Twentieth Century America written by Ira Katznelson and published by W. W. Norton & Company. This book was released on 2006-08-17 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: A groundbreaking work that exposes the twisted origins of affirmative action. In this "penetrating new analysis" (New York Times Book Review) Ira Katznelson fundamentally recasts our understanding of twentieth-century American history and demonstrates that all the key programs passed during the New Deal and Fair Deal era of the 1930s and 1940s were created in a deeply discriminatory manner. Through mechanisms designed by Southern Democrats that specifically excluded maids and farm workers, the gap between blacks and whites actually widened despite postwar prosperity. In the words of noted historian Eric Foner, "Katznelson's incisive book should change the terms of debate about affirmative action, and about the last seventy years of American history."

Book Impacts of Affirmative Action

Download or read book Impacts of Affirmative Action written by Paul M. Ong and published by Rowman Altamira. This book was released on 1999 with total page 220 pages. Available in PDF, EPUB and Kindle. Book excerpt: Most Americans support the elimination of race and gender prejudice and inequality, yet attitudes toward solutions have fluctuated since the civil rights movement began. A heated debate over the explicit use of race- and gender-based categories has taken center stage in the 1990s, and all eyes are on California, a precedent-setting state since establishing its first antidiscrimination policies in 1934 (federal policies followed almost a decade later). Paul Ong's collection of cogent social policy analysis and careful research intervene in these debates with grounded and complex assessments of the present and future of affirmative action. Chapters explore programs and outcomes in higher education, federal and state contracting, public employment, and minority- and women-owned businesses.

Book Constructing Affirmative Action

Download or read book Constructing Affirmative Action written by David Golland and published by University Press of Kentucky. This book was released on 2011-04-22 with total page 280 pages. Available in PDF, EPUB and Kindle. Book excerpt: Between 1965, when President Lyndon B. Johnson defined affirmative action as a legitimate federal goal, and 1972, when President Richard M. Nixon named one of affirmative action’s chief antagonists the head of the Department of Labor, government officials at all levels addressed racial economic inequality in earnest. Providing members of historically disadvantaged groups an equal chance at obtaining limited and competitive positions, affirmative action had the potential to alienate large numbers of white Americans, even those who had viewed school desegregation and voting rights in a positive light. Thus, affirmative action was—and continues to be—controversial. Novel in its approach and meticulously researched, David Hamilton Golland’s Constructing Affirmative Action: The Struggle for Equal Employment Opportunity bridges a sizeable gap in the literature on the history of affirmative action. Golland examines federal efforts to diversify the construction trades from the 1950s through the 1970s, offering valuable insights into the origins of affirmative action–related policy. Constructing Affirmative Action analyzes how community activism pushed the federal government to address issues of racial exclusion and marginalization in the construction industry with programs in key American cities.

Book Understanding the Backlash Against Affirmative Action

Download or read book Understanding the Backlash Against Affirmative Action written by John Fobanjong and published by Nova Publishers. This book was released on 2001 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: Affirmative action remains one of the most divisive issues in America, remaining unsolved since the 1960s civil rights legislation. Though many works have attempted to solve the dilemma, none have tried to identify the underlying causes of the backlash against the policy. In order to understand affirmative action's future, one must understand its evolution, its opposition, and its application both in America and in other nations. In a multi-disciplinary approach, this book examines affirmative action from comparative, historical, policy, and sociological perspectives. Also included is a list of Supreme Court rulings on affirmative action.

Book Managing Diversity In Public Sector Workforces

Download or read book Managing Diversity In Public Sector Workforces written by Norma Riccucci and published by Routledge. This book was released on 2018-03-08 with total page 184 pages. Available in PDF, EPUB and Kindle. Book excerpt: Addresses increased diversity in government work forces, and management strategies appropriate for managing diversity. Today, public employers are poised to create productive work forces that are represented of the global population. As we enter the twenty-first century, Americas workforce looks markedly different than it ever has before. Compared with even twenty years ago, more white women, people of color, disabled persons, new and recent immigrants, gays and lesbians, and intergenerational mixes now work in America. The way in which government employers embrace this opportunity of diversity will clearly distinguish effective and efficient organizations from those which are unproductive and unable to meet the demands and necessities of the American people in the new century. This book addresses the demographic changes to the labor force and workplace and the ways in which government employers are managing the imminently diverse populations that now fill public sector jobs. It addresses the specific management strategies and initiatives relied upon by public sector employers as well as the implications of effectively managing variegated workforces for the overall governance of American society.
