Book Gun Control Legislation

Download or read book Gun Control Legislation written by William J. Krouse and published by DIANE Publishing. This book was released on with total page 51 pages. Available in PDF, EPUB and Kindle. Book excerpt: Congress has continued to debate the efficacy and constitutionality of federal regulation of firearms and ammunition, with strong advocates arguing for and against greater gun control. While several dozen gun control-related proposals have been introduced in recent Congresses, only a handful of those bills received significant legislative action. The 109th Congress, for example, passed two bills with firearmsrelated provisions that were enacted into law. P.L. 109-72 prohibits certain types of lawsuits against firearm manufacturers and dealers to recover damages related to the criminal or unlawful use of their products by other persons, and P.L. 109-295 includes a provision that prohibits federal officials from seizing any firearm from private persons during a major disaster or emergency, if possession of that firearm was not already prohibited under federal or state law. Nevertheless, the 110th Congress could possibly reconsider several gun control proposals that were considered as part of appropriations and crime legislation in the previous Congress. During the 109th Congress, the House amended the Children's Safety Act of 2005 (H.R. 3132) to prohibit the transfer or possession of a firearm to or by any person convicted of a sex offense against a minor. The House also amended Secure Access to Justice and Court Protection Act of 2005 (H.R. 1751) to authorize certain federal court judges and officials to carry firearms for personal protection. The Senate passed a different version of H.R. 1751 that included similar provisions, as well as provisions designed to clarify and expand the Law Enforcement Officers Safety Act (P.L. 108-277) -- a law that gives concealed carry privileges to qualified on-duty and retired law enforcement officers. None of those provisions were enacted into law, however. In addition, the House Judiciary considered four gun-related bills: the ATFE Modernization and Reform Act of 2006 (H.R. 5092), the Firearms Corrections and Improvement Act (H.R. 5005), the Firearm Commerce Modernization Act (H.R. 1384), and the NICS Improvement Act of 2005 (H.R. 1415). H.R. 5092 was passed by the House. The 109th Congress, moreover, maintained a fee prohibition for Brady background checks and other funding limitations and conditions related to gun enforcement in the FY2006 DOJ appropriations (P.L. 109-108). Those limitations and conditions have been continued into FY2007 under continuing resolutions. They are often referred to as the "Tiahrt amendment," for their sponsor in the FY2004 appropriations cycle, Representative Todd Tiahrt. Issues addressed in those bills, as well as the Tiahrt funding limitations and conditions, could be reconsidered in the 110th Congress. Senator Charles Schumer, for example, has introduced a bill (S. 77) that would repeal portions of the Tiahrt amendment that limit the sharing of firearm trace data. Other gun control-related issues that may reemerge in the 110th Congress include (1) retaining Brady background check records for approved transactions to enhance terrorist screening, (2) more strictly regulating certain long-range fifty caliber rifles, (3) further regulating certain firearms previously defined in statute as "assault weapons," and (4) requiring background checks for firearm transfers at gun shows. This report will updated to reflect legislative action.

Everyone agrees that these statistics are horrific, and yet people disagree about how to reduce gun-related violence. Will more federal control of gun sales help? Or, as others state, will this lead to an uptick in violence among those who obtain guns illegally? This text introduces different perspectives about this important—and timely—issue. Experts, politicians, judges, and everyday people weigh in on this contentious issue, allowing students to analyze gun control from all sides.

Book America s Great Gun Game

Download or read book America s Great Gun Game written by Earl E. McDowell and published by iUniverse. This book was released on 2007 with total page 149 pages. Available in PDF, EPUB and Kindle. Book excerpt: More than 30,000 American deaths are caused each year by firearms, and more than 230,000,000 guns exist in the United States today. America's Great Gun Game: Gun Ownership vs. Americans' Safety presents two sides of the gun issue- the gun control advocates, the silent majority; and the gun rights supporters, the vocal minority. Author Earl E. McDowell urges the silent majority to become the vocal majority as he tackles the controversial topics of gun control and concealed carry laws. Unlike other volumes on the gun issue, America's Great Gun Game challenges the National Rifle Association's interpretation of the Second Amendment by citing the opinions of Supreme Court justices, the president of the American Bar Association, state and federal legislators, and former U.S. presidents. McDowell traces attempted presidential assassinations and presents a detailed account of the gun movements from 1922 through 2000, assessing which side won the gun game for each movement. Gun Game is unique, as it also reports statistics on how guns affect women and children and which women's and children's organizations support gun control. America's Great Gun Game presents McDowell's thoroughly researched argument in favor of stopping the proliferation of guns throughout the United States and the increasing need for federal gun control legislation.

Available in PDF, EPUB and Kindle. Book excerpt: Congress has debated the efficacy and constitutionality of federal regulation of firearms and ammunition, with strong advocates arguing for and against greater gun control. Since March 2011, much of the gun control debate in the 112th Congress has swirled around allegations that the Department of Justice and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) mishandled a Phoenix, AZ-based gun trafficking investigation known as "Operation Fast and Furious." The tragic shootings in Tucson, AZ, on 8 January 2011, in which six people were killed and 13 wounded, including Rep. Gabrielle Giffords, have also generated attention. This book examines the developments and considerations in the federal control of guns and firearms, with a focus on gun control legislation; an overview of District of Columbia v. Heller and McDonald v. City of Chicago; DC gun laws and proposed amendments; and firearms commerce in the US.

Book Firearms and Violence

    Book Details:
  • Author : National Research Council
  • Publisher : National Academies Press
  • Release : 2005-01-13
  • ISBN : 0309091241
  • Pages : 341 pages

Download or read book Firearms and Violence written by National Research Council and published by National Academies Press. This book was released on 2005-01-13 with total page 341 pages. Available in PDF, EPUB and Kindle. Book excerpt: For years proposals for gun control and the ownership of firearms have been among the most contentious issues in American politics. For public authorities to make reasonable decisions on these matters, they must take into account facts about the relationship between guns and violence as well as conflicting constitutional claims and divided public opinion. In performing these tasks, legislators need adequate data and research to judge both the effects of firearms on violence and the effects of different violence control policies. Readers of the research literature on firearms may sometimes find themselves unable to distinguish scholarship from advocacy. Given the importance of this issue, there is a pressing need for a clear and unbiased assessment of the existing portfolio of data and research. Firearms and Violence uses conventional standards of science to examine three major themes - firearms and violence, the quality of research, and the quality of data available. The book assesses the strengths and limitations of current databases, examining current research studies on firearm use and the efforts to reduce unjustified firearm use and suggests ways in which they can be improved.

Download or read book Regulating Gun Sales written by Daniel W Webster and published by Johns Hopkins University Press+ORM. This book was released on 2013-03-26 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: This excerpt from the “masterful, timely, data-driven” study of the gun control debate examines the potential of stronger purchasing laws (Choice). As the debate on gun control continues, evidence-based research is needed to answer a crucial question: How do we reduce gun violence? One of the biggest gun policy reforms under consideration is the regulation of firearm sales and stopping the diversion of guns to criminals. This selection from the major anthology of studies Reducing Gun Violence in America presents compelling evidence that stronger purchasing laws and better enforcement of these laws result in lower gun violence. Additional material for this edition includes an introduction by Michael R. Bloomberg and Consensus Recommendations for Reforms to Federal Gun Policies from the Johns Hopkins University.

Book excerpt: "On June 26, 2008, the Supreme Court had its first opportunity in seven decades to address one of America's most impassioned constitutional debates: does the right to possess firearms, as stated in the Second Amendment, apply to individuals? Yes, the Court ruled, it does. And, with that decision, the District's handgun ban - one of the toughest and most controversial in the nation - was ended." "In Gun Control on Trial, journalist Brian Doherty tells the full story behind the landmark District of Columbia v. Heller ruling. With exclusive, behind-the-scenes access throughout the case, Doherty takes readers on a remarkable journey - through the legal, scientific, and historical debates; the political battles; and the myths about gun control that have become widespread." "But, beyond the legal arguments are the stories of the people involved in the case. Detailed in Gun Control on Trial are compelling portraits of the plaintiffs - individuals willing to fight for their right to protect themselves and their families from violent criminals, the activist lawyers, who worked exhaustively for their clients, and the city officials who fought any attempt to give their citizens the right to self-defense." "The Heller decision does not settle every controversy in the gun control debate. What it did do, Doherty writes, is create "a new shape to the arena in which the legal and political struggle over guns and gun control will be fought." Gun Control on Trial describes the ground on which that fight will take place."--BOOK JACKET.
