Issues discussed include whether privacy & confidentiality of information were explicitly promised to adopters & adoptees, whether confidentiality of adoption records is guaranteed in law, the type of information disclosed on adoption orders, the accessibility of anonymized medical information, whether there is an absolute right of access to adoption-related information, the scope of the Freedom of Information & Protection of Privacy Act as it relates to adoption records, the limitations of contact vetoes, and the inadequacy of existing research on adoption disclosure.

This section also outlines the benefits of disclosure to all parties to an adoption, and discusses the factors that may be related to failure to disclose. Chapter 2 discusses specific cases that have shaped the tort of "wrongful adoption," applies wrongful adoption theory to international adoption, and discusses state statutes that set forth disclosure obligations. Chapter 3 discusses some of the key policy and practice issues that warrant close consideration in relation to disclosure of health and other background information. Chapter 4 provides recommendations to enhance adoption agencies' abilities to implement quality practice in the area of disclosure of health and other background information and to limit exposure to liability for wrongful adoption. Book excerpt: Governments in recent decades have employed public disclosure strategies to reduce risks, improve public and private goods and services, and reduce injustice. In the United States, these targeted transparency policies include financial securities disclosures, nutritional labels, school report cards, automobile rollover rankings, and sexual offender registries. They constitute a light-handed approach to governance that empowers citizens. However, as Full Disclosure shows these policies are frequently ineffective or counterproductive. Based on a comparative analysis of eighteen major policies, the authors suggest that transparency policies often produce information that is incomplete, incomprehensible, or irrelevant to the consumers, investors, workers, and community residents who could benefit from them. Sometimes transparency fails because those who are threatened by it form political coalitions to limit or distort information. To be successful, transparency policies must place the needs of ordinary citizens at centre stage and produce information that informs their everyday choices.

This volume explores a wide range of themes and issues in the history of adoption including: the reasons for the creation of statutory adoption, the increasing voice of unmarried fathers in newborn adoption, the reasons for movement away from secrecy in adoption, the evolution of step-parent adoption, the adoption of Indigenous children, and the growth of international adoption. Unlike other works on adoption, this book focuses explicitly on statutes, statutory debates, and the interpretation of statutes in court. In doing so, she concludes that adoption is an inadequate response to child welfare and on its own cannot solve problems regarding child neglect and abuse. Rather, Chambers argues that in order to reform the area of adoption we must first acknowledge that it is built upon social inequalities within and between nations.
