Book excerpt: Concerns over Iran’s nuclear programme, North Korea’s nuclear brinkmanship and, in the past, Iraq’s apparent pursuit of WMD have captured the world’s attention, and dominated the agenda of the American foreign policy establishment. But, what led policymakers and the US military to emphasise the threat of rogue states at the end of the Cold War? Going behind the vivid language of the ‘axis of evil’ and portrayals of undeterrable and reckless rogue states, this work demonstrates how the rogue state doctrine satisfied both domestic and international goals in the Clinton and George W. Bush administrations, underpinning efforts to maintain US leadership and hegemony. It offers a clear picture of the policymaking process, taking a broad, historical approach that places the actions of US officials towards Iraq, Iran, North Korea, Libya and Cuba in a wider context. Through an understanding of the long-standing influences on the US approach we are better able to appreciate why, for instance, regime change dominated the post-9/11 agenda and led to the overthrow of Saddam Hussein. Explaining in detail how the tackling of rogue states became a central aim of US foreign policy, Miles examines whether there was continuity between the Clinton and Bush approach. He moves on to highlight the influence of Congress on the implementation of US policies and the difficulties the US faced in ‘selling’ its approach to allies and adapting its hard-line strategies to reflect developments within the targeted states. By considering the impulses and drivers behind the development of the rogue states approach, this work will extend the scope of existing work in the field and will be of interest to scholars and policymakers alike.

Book excerpt: The mechanized infantry is one of the least-studied components of the U.S. Army's combat arms, and its most visable piece of equipment, the Bradley Fighting Vehicle, is one of the military's most controversial pieces of equipment. This study traces the idea of mechanized infantry from its roots in the early armored operations of World War I, through its fruition in World War II, to its drastic transformation in response to the threat of a nuclear, biological, and chemical battlefield. The U.S. Army's doctrinal migration from the idea of specialized armored infantry to that of more generalized mechanized infantry led to problematic consequences in training and equipping the force. Haworth explores the origins, conduct, and outcome of the Bradley controversy, along with its implications for Army institutional cultures, force designs, and doctrines. Challenging traditional partisan views of the Bradley program, Haworth goes to the roots of the issue. The author details the mechanized infantry's problematic status in the Army's traditional division of roles and missions between its Infantry and Armored branches. While new conditions demand new equipment, old institutions and current commitments inevitably complicate matters; thus, traditional infantry considerations have driven the Bradley's requirements. The raw capability of the vehicle and the fortitude and ingenuity of its users have to some extent compensated for the conflicting pressures in its design. However, the reluctance of the Army to see mechanized infantry as a specialty has led to the problem the vehicle has faced, as this book clearly shows.

Book excerpt: It has always been ESO's aim to operate the VLT in an interferometric mode (VLTI) which allows the coherent combination of stellar light beams col lected by the four 8-m telescopes and by several smaller auxiliary telescopes. In December 1993, in response to financial difficulties, the ESO Council de cided to postpone implement at ion of the VLTI, Coude trains and associated adaptive optics for all the UTs but included provisions for continuing tech nological and development programmes devoted to the aim of reintroducing these capabilities at the earliest possible date. The desirability of carrying out the full VLTI programme as originally envisaged at the earliest possible moment has not, however, diminished, es pecially in view of VLTI's exceptional capabilities and resulting potential for new and exciting discoveries. In recent years, interferometric projects have begun to playa central role in ground-based high-resolution astronomy, and numerous instruments have been completed or are in the process of construc tion. Several large-aperture interferometers will probably co me on-line near the turn of the century. The impending presence of these new instruments represents an important incentive both for clarifying the scientific cases for various VLTI implementation plans and for ensuring VLTI's competitiveness in the international context over the next 1O~20 years.

Book excerpt: Contrary to the explanations offered by the theory of non-reflexive, path-dependent institutionalism, the U.S. and the German automotive industries undertook strikingly similar patterns of industry modification under tough international competition during the 1990s, departing from their traditional national patterns. By investigating the processes of the U.S. and German adjustments, the author critically reconsiders the prevalent paradigms of political economy and comes to the conclusion that the evidence does not confirm the neoliberal paradigm. In order to better account for the recomposition of new market relations, which the author terms "converging but non-liberal" and "diverging but not predetermined" markets, he proposes an alternative model of "politics among reflexive agents," emphasizing different kinds of problem-solving practices among those reflexive agents. He argues that different forms and regimes of market are established in the process of recomposition, in which agents reflect upon not only market rationality but also upon their own institutions, creating new norms.
