Book excerpt: From 1920 until the present, the working-class suburbs of Paris, known as the Red Belt, have constituted the heart of French Communism, providing the Party not only with its most solid electoral base but with much of its cultural identity as well. Focusing on the northeastern suburb of Bobigny, Tyler Stovall explores the nature of working-class life and politicization as he skillfully documents how this unique region and political culture came into being. The Rise of the Paris Red Belt reveals that the very process of urban development in metropolitan Paris and the suburbs provided the most important opportunities for the local establishment of Communist influence. The rapid increase in Paris' suburban population during the early twentieth century outstripped the development of the local urban infrastructure. Consequently, many of these suburbs, often represented to their new residents as charming country villages, soon degenerated into suburban slums. Stovall argues that Communists forged a powerful political block by mobilizing the disillusionment and by improving some of the worst aspects of suburban life. As a social history of twentieth-century France, The Rise of the Paris Red Belt calls into question traditional assumptions about the history of both French Communism and the French working-class. It suggests that those interested in working-class politics should consider the significance of residential and consumer issues as well as those relating to the workplace. It also suggests that urban history and urban development should not be considered autonomous phenomena, but rather expressions of class relations. The Rise of the Paris Red Belt brings to life a world whose citizens, though often overlooked, are nonetheless the history of modern France. L’expérience des économies développées et émergentes démontre que le produit intérieur brut (PIB) par habitant augmente avec la progression de l’urbanisation. Néanmoins, l’économie de la Côte d’Ivoire affiche des performances insuffisantes sur le plan de l’urbanisation. L’urbanisation et le revenu par habitant ont une corrélation négative depuis la fin des années 1970, et la pauvreté augmente. Au lieu d’envisager le développement des villes individuellement, un plan d’urbanisation réussie devrait considérer les villes de la Côte d’Ivoire comme un portefeuille d’actifs qui se distinguent les uns des autres par leur taille, leur emplacement et la densité de leur population. Les auteurs de L’Urbanisation diversifiée : Le cas de la Côte d’Ivoire identifient trois types de villes, fondées sur leurs contributions à la croissance et à la création d’emplois : les connecteurs globaux ; les connecteurs régionaux, situées le long des corridors d’échanges et des transports régionaux ; et les connecteurs locaux, qui génèrent les économies de localisation nécessaires à l’agro-industrie. Les parties prenantes des administrations nationales et infranationales et du secteur privé ont formulé une vision commune de l’urbanisation en Côte d’Ivoire : « villes planifiées, structurées, compétitives, attractives, inclusives et organisées autour de pôles de développement ». Afin de réaliser cette vision et d’atteindre le statut de pays à revenu intermédiaire, les décideurs politique ivoiriens doivent agir de toute urgence pour promouvoir une urbanisation diversifiée pour tous les types de villes. Cette présente étude identifie des contraintes principales et des enjeux dans quatre domaines : la planification, les connexions, l’écologisation, et le financement des villes.

Attended by representatives of 22 governments and 150 cities, as well as by hundreds of architects, planners, politicians, and scientists, it marked the culmination of a series of events which helped to form the world of town planning at the start of the twentieth century. Ghent illustrates three key themes for the history of town planning. First, the transactions of the congress include papers from some of the most significant theorists and practitioners of the period, such as Patrick Abercrombie, Augustin Rey, Raymond Unwin, and Joseph Stübben. Secondly, the congress as a whole reflects just how global the business of town planning had become by 1913: papers and exhibits included studies of colonial projects as well as European designs. The delegates themselves provide wonderful evidence of a transnational process at work. Finally, the text brilliantly illuminates the way in which town planning was critically linked to other reformist movements of the era. The whole event, like the International Union of Cities that it spawned, was the product of the peace movement. Even as war draw nearer, the International Union was being spoken of as a future world government. Significantly, one of the organisers of the event – Henri La Fontaine - won the Nobel Peace Prize in 1913. The Premier Congrès international et exposition comparée des villes is a major publication, but it is one that is now almost impossible to obtain. This republication, a century after this seminal event, will be considerable interest not only to those who work on town-planning, but also transnational historians and writers on the peace movement more generally.
