Book excerpt: The purpose of this study was to examine reports of public safety directors’ deliberate efforts to design, implement, and assess preparedness procedures for responding to an active shooter situation. The study was conducted at private four-year colleges and universities within a state in the Northeastern United States. Bolman and Deal’s (2008) four frame model for organizations: structural, human resource, political, and symbolic was used as the study’s conceptual framework. A multiple case study design was chosen in order to gather in depth reports of public safety directors’ perceptions regarding preparedness procedures at their respective colleges and universities. Qualitative data were gathered using an interview guide that was developed by the investigator. Participants were asked to furnish copies of active shooter policies, training procedures, and protocols. Overall, results showed a wide variation in preparedness among the eight campuses. Only half of the participants reported having a current active shooter policy. Two participants stated they had mandatory training for an active shooter situation. While others have voluntary training, such training is unlikely to attract sufficient members of the college communities. In addition, all participants reported they do not conduct mandatory drills or exercises specifically for an active shooter situation. Conducting drills and exercises enhances readiness and ensures that the campus community is as prepared as possible. Recommendations for practice and for future research are provided. These include: 1) colleges and universities should have a current active shooter policy that is known to the entire campus population; 2) mandatory training, drills, and exercises should be provided once a year to the entire campus community; 3) additional studies examining active shooter policies should be conducted at a larger number of institutions across different regions of the United States.

Book excerpt: School shootings, such as Columbine, have prompted police executives to explore response tactics and preparedness efforts for combating active shooters. This qualitative exploratory case study focused on specific preparation initiatives that have been implemented for the purpose of dealing with active shooters. Being prepared is one of the only ways to mitigate and properly counter some of these horrific acts that leave many children dead or wounded. Furthermore, preparation for active shooters is critical because the aftermath of such incidents may have additional long-term consequences, such as lawsuits, insurance settlements, and public scrutiny. Therefore, taking an interest in local law enforcement preparation tactics is essential. A qualitative exploratory case study of a purposefully selected law enforcement agency in Ohio, referred to as the Metropolitan Police Department (Agency mpd), was conducted for exploring this phenomenon. The methodology was designed to capture the most current snapshot of law enforcement preparation efforts. The selected agency consisted of sworn peace officers and was located in a large metropolitan area. The theoretical framework discussed tactics and preparation concepts currently discussed in law enforcement; however, many of these tactics were mere suggestions. This study identified preparation efforts by collecting data from written documentation, observations of active shooter training exercises, and interviews with law enforcement personnel having direct influence on active shooter preparation. A content analysis strategy was used to assess the unit of analysis as well as the data collected within that organization. Results indicated that Agency mpd has implemented numerous active shooter preparation tactics since the Columbine High School shooting. Efforts conducted by Agency mpd include threat assessments and crisis plans, school site surveys, multi-jurisdictional collaborations, school resource officers, practical training exercises, and tactical response protocols. Conclusions drawn from the research indicated that Agency mpd has not only implemented numerous preparation tactics, but continuously assessed and reevaluated their efforts as new tactics emerged. Additional active shooter research that explores other law enforcement agencies and compares preparation efforts is recommended. Although this research created a baseline for police preparedness, more research on police preparation is needed in an effort to compare or evaluate response effectiveness. Recent, highly publicized, tragic mass shootings in Newtown, CT; Aurora, CO; Oak Creek, WI; and Tucson, AZ, have sharpened the American public's interest in protecting our children and communities from the harmful effects of firearm violence. While many Americans legally use firearms for a variety of activities, fatal and nonfatal firearm violence poses a serious threat to public safety and welfare. In January 2013, President Barack Obama issued 23 executive orders directing federal agencies to improve knowledge of the causes of firearm violence, what might help prevent it, and how to minimize its burden on public health.
