Book excerpt: The regional organization, South Asian Association for Regional Cooperation (SAARC), was established in Dhaka on December 8, 1985. In the Organisation, there were initially seven-Member States that are mainly located in South Asia, i.e. Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka. In April 2007, at the Association's 14th summit, Afghanistan became its eighth member. The combined area of the SAARC region is nearly 2 million square miles, which is equivalent up to 3% of the world's geographical expansion, whereas the population among the SAARC nations is over 1.7 billion, which is about 21% of the total population of the world. The Headquarter of SAARC is based in Kathmandu, Nepal. His Excellency Mr. Amjad Hussain B. Sial, a Pakistani diplomat, is the present Secretary General of the organization since March 1, 2017.

This book presents a comprehensive technical analysis of the trade-conflict relationship within the region, and explores how South Asia demonstrates underperformance of its potential for economic integration. Using the gravity model framework, the book highlights quantitative estimates of the cost of conflict in terms of loss of trade for South Asia. Other variables representative of political and economic regimes are also included to make the model comprehensive, and the book goes on to discuss how the analysis reveals the overriding significance of the India-Pakistan relationship in the regional landscape. It looks at how the results of the econometric exercise reveal the extent to which a common border, when disputed, becomes a barrier rather than a facilitator to trade and, additionally, the extent to which long standing and persistent conflict can debilitate trade relationships. The book is a useful contribution for students and scholars of South Asian studies and international political economy, and assists in formulating policy to correct the anti-home bias that is evident in trade patterns of the South Asian economies.

It was an understated coda to the most successful covert intelligence operation in American history. In What We Won, CIA and National Security Council veteran Bruce Riedel tells the story of America's secret war in Afghanistan and the defeat of the Soviet 40th Red Army in the war that proved to be the final battle of the cold war. He seeks to answer one simple question—why did this intelligence operation succeed so brilliantly? Riedel has the vantage point few others can offer: He was ensconced in the CIA's Operations Center when the Soviet Union invaded Afghanistan on Christmas Eve 1979. The invasion took the intelligence community by surprise. But the response, initiated by Jimmy Carter and accelerated by Ronald Reagan, was a masterful intelligence enterprise. Many books have been written about intelligence failures—from Pearl Harbor to 9/11. Much less has been written about how and why intelligence operations succeed. The answer is complex. In 1989, victory for the American side of the cold war seemed complete. Now we can see that a new era was also beginning in the Afghan war in the 1980s, the era of the global jihad.
