Updated as of May 29, 2018 We are making several changes to the exotic Newcastle disease domestic quarantine regulations, including adding an option for the movement of pet birds; adding restrictions on the interstate movement of live ratites out of quarantined areas; harmonizing our domestic and import regulations regarding the movement of dressed carcasses of dead birds and dead poultry; providing for the use of alternative procedures for treating manure and litter and for composting; and adding an additional surveillance period after the conditions for removing quarantine are met before quarantine is removed. We concluded that these changes are necessary based on our experiences during the eradication programs for the 2002-2003 outbreaks of exotic Newcastle disease in California, Arizona, Nevada, and Texas. In the event of an exotic Newcastle disease outbreak, these changes will help to ensure that exotic Newcastle disease does not spread from quarantined areas and that exotic Newcastle disease is eradicated within quarantined areas. Following the H5N1 epidemic they appear to be endemic at least in Asia, Eastern Europe, The Middle East and Africa. Particularly in case of AI outbreaks it is essential that infection is diagnosed promptly and that isolates are made available to the international scientific community. Currently, several organisations including OIE, FAO and the EC have organised training courses in affected areas. However, often these courses do not cover all aspects of AI/ND diagnosis but only certain aspects. This results in fragmented areas of knowledge and in the application of different diagnostic protocols in different parts of the world. The objective of this book is to provide a comprehensive approach to AI diagnosis ranging from the clinical elements that should trigger a suspicion in the field, to the post mortem technique, collection of samples, processing/ shipment of specimens, virological, serological and molecular diagnosis and guidelines for notification.

There is no vaccine and no conventional treatment against the disease. To reduce the effects caused by ASF outbreaks, optimal response mechanisms against probable ASF emergency disease situations need to be planned and rehearsed so that the disease can be controlled and eradicated in the most rapid and cost-effective way. These plans should be refined from time to time through simulation exercises and personnel should be trained in their individual roles and responsibilities. This manual provides information on the nature of ASF, and on the principles of, and strategic options for its prevention, control and elimination. Guidelines are given for individual countries threatened by ASF to formulate their own national policy on control and eradication of a possible incursion of the disease. The manual identifies both personnel and equipment and other facilities that are needed in a national ASF contingency plan. An outline of the suggested format and contents of a national contingency plan is also provided as a guide, which can be modified to suit the needs and circumstances of individual countries.
