Dirac. Before the vol,ume could be published, Professor Dirac passed away on October 20, 1984, thereby changing the dedication of this volume, and its companion, on Information Processing in Biology, to his everlasting memory. Since 1969, Professor Dirac had given the opening address at each of these conferences. He was unable to prepare a manuscript of his last paper in 1983. His impact on science already has been enormous. The consequences of his thought and work for future developments are incalculable. Regrettably, Professor Dirac's last appearance at this series of conferences, begun in 1964 as the Coral Gables Conference on Symmetry Principles at High Energy, coincided with the twentieth, and the last of these. The work and expense involved in organizing them and preparing the proceedings have corne to far exceed the physical capabilities and the support received by the Center for Theoretical Studies for this program. The delayed appearance of these proceedings, for which the editors humbly apologize, is a manifestation of the inadequate support. On the other hand, the organizers and editors thank the many distinguished participants who, over the years, made these meetings exciting and productive arenas for the dissemination of ideas in high energy physics and related fields.

In this text book, we reveal the unique events surrounding the creation of light and radiation waves. They are germinated from a quantum phenomenon, electrons dissipate energy during orbital transitions, inherently due to a quantized change in their energy states while performing oscillations within electrostatic charge field of protons. Thus, the frequencies and the speed of all radiation is set by the reverberation of the charge field that is independent of the motion of atoms and objects. Moreover, various types of radiation is thus considered as manifestations of oscillations of the charge field at different frequencies and, therefore, are not electromagnetic in nature. For instance, we developed a novel concept for the probability of finding a radiation quantum in Richard Feynman's QED that is determined from the wave function of a particle electron that creates the radiation. Another remarkable fact that is postulated by us is that "Black Holes" do not possess a singularity, as was made popular by Stephen Hawking, inasmuch as they are quark stars in reality. Finally, we proudly announce that we have revised the most celebrated mass-energy equivalence expression, as postulated by Albert Einstein, for translation of matter into energy E = mc2 to new a relationship to wit: E = Ʃmneutrinoc2 + Ʃhfradiation.

It was a sequel to a similar sym posium entitled: The Present Status of the Quantum Theory of Light held at the same venue in August 1995. These symposia came about as a result of discussions between Professor Stanley Jeffers and colleagues on the International Organizing Committee. Professor Jeffers was the executive local organizer of the symposia. The 1997 symposium attracted over 120 participants representing 26 different countries and academic institutions. The broad theme of both symposia was the enigma of modern physics: the non-local, and possibly superluminal interactions implied by quantum mechanics, the structure of fundamental particles including the photon, the reconciliation of quantum mechanics with the theory of relativity, and the nature of gravity and inertia. Jean-Pierre Vigier was the guest of honour at both symposia. He was a lively contributor to the discussions of the presentations. The presentations were made as 30-minute lectures, or during an evening poster session. Some participants did not submit a written account of their presentation at the symposium, and not all of the articles submitted for the Proceedings could be included because of the publisher's page limit. The titles and authors of the papers that had to be excluded are listed in an appendix.
