This book was released on 2010 with total page 134 pages. Available in PDF, EPUB and Kindle. Book excerpt: As countries take ownership of the development agenda, enhancing sustained abilities for countries to do things for themselves takes centre stage as a critical element of development effectiveness. UNDP's support to this nationally-driven process plays a critical role in enhancing its leadership role in capacity development. For UNDP, capacity development is the "how" of what it does and UNDP has put in extraordinary resources in its conceptualization and activities. UNDP has received international recognition for its lead role in the area. The model applied by UNDP is, however, largely a supply-driven model which is not bolstered by adequate organizational learning and incentive systems. The evaluation recommends that UNDP continue to enhance its lead role at the international level while developing and applying a model which is nationally driven, and seek to develop increased conceptual and managerial integration within the organization consistent with the objectives of the strategic plan. Of particular importance is rigor in engaging governments in all contexts in addressing the longer term requirements of capacity development -- Publisher's website.

Book excerpt: As a core area of the work of the United Nations Development Programme (UNDP) Evaluation Office (EO), an Assessment of Development Results (ADR) seeks to independently and systematically assess progress around key initiatives in countries that receive UNDP support. This ADR is the 69th EO evaluation, and the 9th conducted within Arab States. This is the first ADR conducted in the United Arab Emirates (UAE), taking place close to the end of the current 2008-2012 programming cycle. In 1999, the UNDP Executive Board recognized the importance of UNDP support to net contributor countries in their pursuit of the objectives of sustainable human development. Since then, UNDP has been providing a range of development services to 69 middle- and high-income countries, including 46 net contributor countries. There are five net contributing countries in the Arab States region: Bahrain, Kuwait, Libya, Saudi Arabia and the UAE. The UNDP-UAE relationship is, therefore, structured around the UNDP definition of a net contributor country, which implies that the UAE government finances all programmes UNDP undertakes. The ADR examines how well UNDP responded to development priorities in the context of a net contributor and high-income country. This evaluation found that the UNDP role over the past eight years has been relatively uniform, with the main focus on providing institutional and human resource development services required by the government. The country's net contributor status means that the UNDP programme responds to government agencies' demand for services. While policy engagement varied over the years, the evaluation found that UNDP programme strategies can be better adapted to respond to UAE development priorities. The evaluation also raises important issues for UNDP programming in net contributing and high-income countries such as the UAE. Some of the issues discussed include: the framework that should guide substantive programme content; operational policies in net contributing countries; constraints in mobilizing resources; and the need for broader partnership strategies. The evaluation concludes that continued UNDP presence in the UAE necessitates securing focused development partnerships and developing a medium-term programme strategy that aims at a more substantive engagement in the country's development discourse. In addition, the country programme should focus on addressing the human development disparity between the northern and southern emirates. The evaluation recommends that UNDP leverage its organizational strength to strategically engage in key development issues and to further global development partnerships. UNDP needs to make a strong commitment to support northern emirates in addressing their development priorities, particularly by contributing to ongoing government efforts to bridge the developmental gap among the emirates. It is our hope that this evaluation will help UNDP further leverage its strategic partnership with the Government of United Arab Emirates -- Publisher's website.

Book Evaluation of UNDP Contribution to Strengthening Local Governance

Download or read book Evaluation of UNDP Contribution to Strengthening Local Governance written by United Nations Development Programme. Evaluation Office and published by UN. This book was released on 2010 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: Strengthening local governance with a view to promoting democratic representation, establishing entitlements, and improving the provision of goods and services, can play a critical role in human development. The evaluation concludes that UNDP has not fully capitalized on its comparative advantage in strengthening local governance, and suggests that, in part, this relates to the absence, within UNDP, of a common understanding of and sufficient corporate guidance on strengthening local governance. While there are numerous examples of support to local governance that have been innovative and effective, other initiatives have had limited impact and some have tended to be ad hoc and isolated, rather than systematic and strategic. For UNDP to play a more effective role in strengthening local governance reforms, the evaluation recommends that it should more explicitly and effectively mainstream local governance into all programmatic focus areas by developing a coherent framework that is firmly grounded in the practice of human development. The evaluation also recommends that UNDP should strengthen its partnerships with its associated funds and programmes in order to enhance the effectiveness of its initiatives in local governance -- Publishers website.

Book Evaluation of UNDP Contribution at the Regional Level to Development and Corporate Results

Download or read book Evaluation of UNDP Contribution at the Regional Level to Development and Corporate Results written by and published by UN. This book was released on 2010 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: In an increasing inter-connected and inter-dependent world. Regional cooperation has immense potential Countries are collaborating to address challenges that cannot be addressed individually and on regional public goods. New forms of cooperation are taking place with the emergence of new regional and subregional groupings. UNDP, since its inception, has supported regional cooperation through its regional programmes and engagement with regional bodies. UNDP itself is structured along regional lines with five regional bureaux and has also established a presence in all five regions through regional service centres that support country and regional programmes. The evaluation concluded that UNDP regional programmes have made significant and long-standing development contributions. They promoted cooperation among countries in building regional and national institutions as well as addressing cross-border and common challenges. The regional service centres have provided useful and much-appreciated technical support to country offices. However, in all regions, the contribution to results has been affected by fragmentation of regional programmes, insufficient linkages with national programmes, and time-frames that have not taken into account the need for long-term capacity development. UNDP has yet to develop an explicit, holistic and strategic business model that addresses critical capacity in country offices, the provision of supplementary technical support to country offices, management of the regional programme, support to UN coordination at the regional level, and the grounding of corporate positioning in regional knowledge. As a result, the core recommendation of the evaluation is that the organization should develop a strategic corporate business model that covers headquarters/global, regional and country levels -- Publisher's website.

Available in PDF, EPUB and Kindle. Book excerpt: "This report ... examines the strategic relevance and positioning of UNDP support, and its contribution to the development of Thailand under the two recent country programmes for 2002-2006 and 2007-2011. The report found that UNDP has been particularly effective in supporting participatory local governance, environmental and natural resources management, and targeted assistance such as to highland ethnic peoples for their human rights and to mobile population vulnerable to HIV infection. The challenge has often been to ensure the results are sustained by national partners and the local-level success is scaled up to the national level. As Thailand has become a middle-income country, UNDP has been seeking to reposition itself, making an effort to shift its approach from a project-based one to policy-level support. However, it has still been running projects that are often parallel to national programmes and activities, relying on the funds it has raised. With shrinking funding base, this mode of operation has put a limitation on the impact it could have. It is also a part of the reason why many UNDP initiatives faced difficulties in ensuring the sustainability of the results achieved. The report found high expectations among the Thai people for UNDP to represent and promote the values that UN espouses. While UNDP engages in a variety of advocacy activities, their scope has been rather limited. The report suggests UNDP to further enhance and broaden the outreach of its advocacy to general public. UNDP could support more effectively Thailand's efforts in South-South cooperation by using its global network"--Publisher's website.

Book excerpt: "The evaluation examines the strategic relevance and positioning of UNDP support and its contributions to development results in Papua New Guinea from 2003 to 2011. The evaluation found that UNDP contributions have been important in terms of responding to national priorities and government needs. During the period covered by the evaluation, UNDP technical support to the government strengthened institutional development and enhanced policy formulation. Although some of the areas were not key government priorities, UNDP interventions in the areas of MDG planning and monitoring, governance, HIV and AIDS, conflict prevention and recovery, energy and environment and disaster risk management responded to key national needs and priorities. The evaluation also identified a number of areas in which UNDP needs to address specific challenges. These areas include ensuring national ownership and capacity development of all UNDP interventions, following a more systematic approach to programming and enhancing synergies among interventions. The Assessment recommends that UNDP should have a more holistic approach on macro development issues, such as furthering achievement of the Millennium Development Goals, gender equality, and environment"--Publisher's website.

Book Evaluation of UNDP Contribution to Disaster Prevention and Recovery

Download or read book Evaluation of UNDP Contribution to Disaster Prevention and Recovery written by United Nations Development Programme. Evaluation Office and published by UN. This book was released on 2010 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: Disasters have been on the rise over the last decade. Their increasing frequency and scale pose mounting economic and humanitarian challenges and necessitate effective management of disaster risk as an integral part of development planning. UNDP has a significant role in disaster management, helping to formulate and implement disaster reduction policies, and support recovery activities in more than 50 countries. Recent efforts to more closely link climate change adaptation and disaster risk reduction are highlighted. The evaluation notes uneven progress amongst the UNDP country offices in integrating disaster risk reduction with other UNDP priorities such as poverty reduction, governance and environmental protection. The report emphasizes that addressing social and economic vulnerability requires a comprehensive programming approach, and UNDP's most important role is to assist countries in the development dimensions of the issue, especially risk reduction and vulnerability. The evaluation recommends that UNDP disaster risk reduction strategy should be revised to more directly address adaptation to climate change; and that UNDP administrative procedures should be improved so that they no longer constrain effective programming in natural disasters -- Publisher's website.

Book Evaluation of UNDP Contribution to Strengthening Electoral Systems and Processes

Available in PDF, EPUB and Kindle. Book excerpt: The ADR in Bosnia and Herzegovina covered the period from 2001-2008 and offers lessons that can strengthen UNDP programming in Bosnia and Herzegovina as well as contributing to the organization's effectiveness and accountability. The evaluation found that in the context of transition, UNDP quickly established itself as a capable and reliable implementing agency for the government as well as donors. In particular, UNDP has contributed to policy development and dialogue, including the incorporation of pro-poor concerns and the Millennium Development Goals into the national development strategy; national human development reports and strategic research on key issues have also been important in informing policy. Other UNDP-supported initiatives, in human security, governance and social protection, have contributed to capacity development at various levels of government. Nevertheless, there are a number of remaining areas in which UNDP can provide valuable assistance, especially in the fields of public administration reforms and participatory municipal governance. A critical area in terms of integration into the European Union is complementing and supporting EU leadership of public administration reform efforts by providing a perspective on development priorities and contributing to strategic direction.
