Book excerpt: Georgia has been a Member of the Food and Agriculture Organization of the United Nations (FAO) since 1995. In 2004, FAO strengthened its presence there by making the FAO Subregional Representative for Central and Eastern Europe the FAO Representative in Georgia and establishing a fully-fledged representation in Tbilisi. FAO is supporting national development priorities to create and implement an institutional, legal and regulatory environment, as well as lending technical assistance on key projects at the Government’s request. It is working to strengthen Georgia’s institutional disaster-management capacity and helping to align Government policies with European structures and standards, so as to fuel economic growth. The purpose of the Georgia Country Programme Evaluation (CPE) is to provide feedback that will better orient FAO’s programme and boost the impact and resonance of the next Country Programming Framework (CPF). It seeks to contribute to learning at corporate, regional and country level by drawing lessons and making recommendations to steer FAO’s engagement there. It will also enrich FAO’s synthesis of findings and guidance for country-level support.

However, the rural employment rate is only 39 percent. Income from agricultural activities is low compared to other sectors of the economy. This evaluation seeks to contribute to organization-wide learning by drawing lessons and making recommendations that will be useful for FAO’s future engagement in Moldova. FAO provided highly specialized technical expertise to formulate strategies, policies and frameworks, and offer innovative approaches and solutions. Likewise, the evaluation found evidence of results leading to livelihood improvements, empowerment, and adoption of more sustainable practices and technologies. Nevertheless, FAO should further strive to support the transformation to more efficient, inclusive, resilient and sustainable agrifood systems for better production, better nutrition, a better environment and a better life, leaving no one behind. In doing so, FAO should use the knowledge generated to refine programmes in consultation with key partners towards effective and sustainable results.

Book excerpt: This study was produced under an FAO-EBRD Cooperation project on reviewing the development potential of the tea sectors of Azerbaijan and Georgia. As a result of the joint research in the two countries carried out as part of the project, a similar separate review of the Azerbaijani tea sector was also published under the FAO Investment Centre's Knowledge for Investment (K4I) programme. Tea has a long tradition of cultivation in Azerbaijan and Georgia, dating back to the nineteenth century. The structural changes that followed the collapse of the Soviet Union in the early 1990s led to a dramatic decline of the two countries’ tea sectors. However, interest in tea production in Georgia and Azerbaijan has increased in recent years and, in an effort to revive their once thriving tea sectors, governments have adopted sector development programmes that provide for support to primary tea production. In spite of the long tradition and accumulated know-how of tea production and processing, there is little doubt that investments in both technology and knowledge will be required for the Azerbaijani and Georgian tea sectors to grow in a successful and sustainable way. Production focused on efficiency and quality and mindful of shifts in consumer preferences on global markets, but also of potential environmental risks, will be critical in achieving this goal. This publication is part of the Country Investment Highlights series under the FAO Investment Centre's Knowledge for Investment (K4I) programme.

Book excerpt: This report is a synthesis of the Food and Agriculture Organization of the United Nations (FAO) Office of Evaluation (OED) on evaluations completed from 2019 to 2021 on FAO’s work in the Africa region. It documents FAO’s contribution to results, identifies gaps and emerging issues and lessons learned. The synthesis is organized around the themes of sustainable production and value chain development, food security and nutrition, climate change and natural resources, resilience to threats and crises, and gender equality and empowerment of women. The synthesis used the Programme Priority Areas of the Strategic Framework 2022–2031 to analyse FAO’s contribution to results, finding many positive examples in the Africa region. However, the sustainability of results is a challenge for the region, due to several factors, including capacity constraints of government partners and limitations of FAO project designs. Gaps and emerging issues include the need for guidance on ‘accelerators’ of results, addressing youth as a key priority and new approaches to partnerships with civil society and the private sector. Lessons learned include the importance of good project design, suitably capacitated decentralized offices, effective knowledge management and strategic and inclusive partnerships to achieve results.

The evaluation aims to answer two essential questions: whether FAO is doing what is needed and whether it is making a difference. This evaluation recommends that FAO support the green and blue (land and sea) preparedness and adaptation plans, as well as early warning systems. The evaluation further recommends that FAO ramp up its support for a national decision support system that adopts a food systems approach to provide policymakers with the best analytical evidence and data available to guide new public policies and regulations. Many of the conclusions and recommendations call for policy and regulatory reform. The evaluation recommends that FAO work with Indonesia to establish innovative data management systems, new analysis methods, and analytical tools on agriculture including fisheries and forestry.

Book excerpt: The 2019 Extra Joint FAO/WHO Meeting on Pesticide Residues (JMPR) was held in Gatineau/Ottawa, Canada from 7 to 17 May. The FAO and WHO Joint Meeting on Pesticide Residues (JMPR) is an expert ad hoc body administered jointly by FAO and WHO in the purpose of harmonizing the requirement and the risk assessment on the pesticide residues. The JMPR meets annually to evaluate possible hazards to humans arising from the occurrence of pesticide residues in foods. The Evaluation monographs of pesticide residues in food 2019-Part I (e-version only) includes summary of the residue data considered by the 2019 JMPR. The JMPR is the only scientific advisory body to service the Codex and FAO member countries in risk assessment of pesticide residues and in establishment of Codex MRL in food and feed. The JMPR report and evaluations are the unique technical publications in the review of pesticide residue data from around the world. The Report provides the evaluations of the Joint Meeting of the FAO Panel of Experts on Pesticide Residues in Food and the Environment and the WHO Core Assessment Group on Pesticide Residues. The extra Meeting evaluated 19 pesticides, including eight new compounds and three compounds that were re-evaluated for toxicity or residues, or both, within the periodic review programme of the Codex Committee on Pesticide Residues (CCPR).

The Meeting established ADIs and ARfDs, estimated maximum residue levels and recommended them for use by CCPR, and estimated supervised trials median residue (STMR) and highest residue (HR) levels as a basis for estimating dietary exposures.

Book excerpt: The publication documents the results of the review of the level of implementation of the FAO Ecosystem Approach to Fisheries (EAF) by the fisheries management bodies in each of the different ABNJ regions. The review was designed to help identify future activities by the ABNJ Deep Sea Project to address gaps and capacity development and make recommendations to strengthen EAF among deep-sea fisheries management bodies and/or their members. The information to complete the EAF reviews was largely obtained from web-based materials. To assist with the accuracy of these desktop assessments, following initial drafting of each EAF background report and associated EAF assessment, both documents were sent to the respective RFMO secretariats. Comments and/or suggestions provided by the secretariats were then addressed with revised versions of the background reports and review assessments generated. Based on these revised reports, the comparative analyses were finalized and a full report was drafted. Being a desk-top assessment of the level of implementation of the EAF approach by each of the RFMO management bodies, the study had a number of caveats including only being able to measure systems and processes, not outcomes. A more complete assessment of EAF adoption and especially the outcomes would require direct involvement of the various stakeholders, including all relevant management, compliance and scientific bodies, contracting parties (CP), non-contracting parties (NCP), vessel owners, crews, non-governmental organizations (NGOs), etc.

Biodiversity for food and agriculture is the diversity of plants, animals and micro-organisms at genetic, species and ecosystem levels, present in and around crop, livestock, forest and aquatic production systems. It is essential to the structure, functions and processes of these systems, to livelihoods and food security, and to the supply of a wide range of ecosystem services. It has been managed or influenced by farmers, livestock keepers, forest dwellers, fish farmers and fisherfolk for hundreds of generations. Prepared through a participatory, country-driven process, the report draws on information from 91 country reports to provide a description of the roles and importance of biodiversity for food and agriculture, the drivers of change affecting it and its current status and trends. It describes the state of efforts to promote the sustainable use and conservation of biodiversity for food and agriculture, including through the development of supporting policies, legal frameworks, institutions and capacities. It concludes with a discussion of needs and challenges in the future management of biodiversity for food and agriculture. The report complements other global assessments prepared under the auspices of the Commission on Genetic Resources for Food and Agriculture, which have focused on the state of genetic resources within particular sectors of food and agriculture.
