Critics identify some legitimate problems that must be addressed to optimize Smart Growth, but present no convincing evidence to diminish overall justifications for Smart Growth.

Book excerpt: Smart Growth is a collection of development principles that address the undesirable environmental, land use, and fiscal impacts that stem from urban sprawl. This report intends to analyze the impacts of Smart Growth through the comparison of Smart Growth states and non-Smart Growth states. Informed by the literature, I selected multiple indicators that quantify the impacts of state-level Smart Growth-policies in Oregon and New Jersey. These indicators were also measured in one non-Smart Growth state: Colorado. Indicators of mobility include work commute mode share, the volume vehicle miles traveled, and the relationship between density (population and employment) and work commute mode share. Housing affordability indicators are home values, multifamily units as a share of new units, and the prevalence of cost burdened households. Each state performed best in at least two of the indicators measured. New Jersey posted the best results for four indicators: the share of cost-burdened renter, median home value, median rent, and vehicle miles traveled. Oregon performed the best for two indicators: new multifamily development and commute by public transit. Colorado also performed the best for two indicators: cost-burdened homeowners and commute by driving alone. Trends revealed by changes in selected indicators suggest Smart Growth policies may produce intended outcomes but are not the best or only way in guiding successful growth management. Planners and scholars might therefore ask whether additional steps are needed to guide successful growth management

As a result, many cities have recently looked to smart growth for solutions. Smart growth is broadly defined as a set of policies that can be used to support strong communities, economic growth, and environmental health.1 Policies that fall under the smart growth umbrella have shown promise for improving urban communities. However, there are many critics of smart growth who claim that it could exacerbate problems rather than fix them.2 This research attempts to provide a general overview of the current status of smart growth in urban communities in the United States from the perspective of those who interact with these policies on a regular basis. A survey was distributed to city planners employed by large, urban cities in the U.S. While the resulting data is limited in its generalizability, several general conclusions can be made. Most survey respondents had a favorable view of smart growth and generally believed that smart growth policies had a positive effect on urban communities. Most of the cities represented by the respondents had implemented one or more smart growth policies. From the viewpoints of respondents, the most significant impediments to smart growth were a lack of support from local political entities, members of the community, and developers. The data also suggested that cities represented by survey respondents preferred to pursue smart growth policies with the potential to increase tax base revenue, rather than policies that primarily produce social and environmental benefits.

Book excerpt: Smart Growth has become an evident concept in public policy debates and provides answers to the enduring problems of sprawling development and its many adverse consequences. While the concept has widely been touted to promote an urban development pattern characterized by compact and mixed-use development, walkable and bikeable neighborhoods, preserved green spaces, and the availability of mass transit, not much has been written about its contribution to sustainable development. This paper is an attempt to explore the concepts of smart growth and sustainable development and the extent to which the former contributes to the achievement of the latter. The various debates surrounding the smart growth movement have also been explored. The 2003 general plan guideline by the US State of California is used as the basis for determining the sustainable development role of smart growth policies in Portland (Oregon), Arlington (Virginia), Boulder (Colorado) and Lancaster County (Pennsylvania). The paper concludes that it would be inappropriate to equate smart growth to sustainable development as the latter is a much broader concept and cuts across myriad disciplines. Notwithstanding, the implementation of smart growth policies in the cases studied have been observed to promote compact, infill and transit-oriented development and to conserve and protect open spaces and natural areas. All these are pro-sustainable development. While this paper has observed that smart growth serves as one of the approaches for achieving sustainable development goals, it calls for a more quantitative study to be able to measure the magnitude of the contribution associated with the smart growth policies.
