Book excerpt: Delays in construction projects are frequently expensive, since there is usually a construction loan involved which charges interest, management staff dedicated to the project whose costs are time dependent, and ongoing inflation in wage and material prices. Many techniques are used to analyze delays. Some of these methods have inherent weaknesses and should be avoided. This book points out the shortcomings of these faulty methods and explains how a delay analysis should be performed. It then describes specifically how the analysis is done with CPM schedules. A explanation of delays and delay damages, presented in a straightforward, accessible manner, should be useful to public and private owners, construction managers, general contractors, subcontractors, designers, suppliers, and attorneys whose work involves them in the construction industry. The discussion will include subtleties of the process, such as shifts in the critical path, and non-critical delays. The subject of damages is covered in detail, including the major categories of extended field overhead and unabsorbed home office overhead. Likewise, the damages suffered by the owner, either actual or liquidated, are also explained. Finally, a chapter is devoted to managing the risk of delays and time extensions from the viewpoints of the various parties to a construction project. A discussion of early completion schedules and constructive acceleration is also included. Demand for operational activities to achieve effectiveness and efficiency, the environment has increased the need for organizational accountability both in private and public sectors. Meanwhile, one noteworthy gap in the management of projects is considering projects as systems existing in isolation from its surrounding environment. From an examination of the deficiencies in such an approach and how to avoid them, an understanding of the concept of the environment is very imperative. Besides, while many variables are said to cause process and system delays in construction projects, most have been conceptualized to assess aspects of project delays. However, most of these variables for assessing project delays still need improvement. This paper presents the concept of project environment, and proposes a comprehensive framework for evaluating delay sources in the external environment of construction projects through 'PESTLE' Framework Analysis namely; Political, Economic, Social, Technological, Legal and Environmental. Following the synthesis and screening of the literature review and the identified main sources, it showed that the major external sources of delays are associated with the 'PESTLE' factors. Thus, it is therefore established that 'PESTLE' framework analysis, if well understood, could be an instrumental tool for project performance assessment studies and contributes to the knowledge and practice on delay control.

The Owner assigns a Supervisor (OS) - either an individual Supervisor Engineer (SE) or a Consultant Organization (CO), one of OS role is to ensure that the project remains on schedule and protect the Owner from delays and associated claims. However, there are no existing means of determining the OSs' effectiveness in performing this task. This book developed a model to assess the effectiveness of both SEs and COs regarding construction project delays. The model assists COs in selecting SEs and preparing training plans. It also assists Owner to select their COs. According to this model, Libyan SEs are currently deficient in Communication skills; Obtained scientific, technical and legal knowledge; and Knowledge in dealing with claims. COs are deficient in terms of motivation, and quality systems. This work also investigates causes of delay in construction projects in Libya. The most frequent delay causes in Libyan are: delay in owner payments to the contractor; long administrative routines; instability of material prices; and frequent adjustments and additional work ordered by owner.

Book excerpt: Disputes in the construction industry originate primarily from the occurrence of delays, which are the major causes of time and cost overruns in construction projects. Delays affect project parties, the owner and the contractor. Loss of either anticipated revenue or opportunity cost, on the owner's side, and increased overhead cost, cost escalation and liquidated damages, on the contractor's side, are considered as the main impacts of delays on key project stakeholders. Meanwhile, preparing delay claims is a time consuming process that requires extensive resources. Facilitating this process will benefit both project parties. In this regard, this research presents a new systematic delay analysis technique that is capable of evaluating concurrent delays, while considering the critical path of the project. The developed technique precisely allocates delays among the different project parties. The technique is tested against a hypothetical case to highlight its advantages and limitations, in comparison to existing delay analysis methods. In support of the proposed technique, a robust expert system is designed to classify the different types of delays, as well as to offer recommendations on delays or delaying events. The expert system and the proposed delay analysis technique are integrated with a scheduling software which accesses a project database. Likewise, an embedded feature of computing associated costs enhances the capability of the system. The developed system assist the analyst to reduce the time and cost associated with delay claim preparation in a systematic approach. Finally, the reliability of the integrated system is validated through a real case.
