Book excerpt: Ever since the quest for independence between 1810 and 1819, economic thought in Colombia has been shaped by policy debates and characterized by a pragmatic and eclectic approach. Economic thought in Colombia can only be revealed through the exploration of economists’ practices and the role of economic arguments within broader public debate. This history of Colombian economic thought provides a detailed account of major issues that have marked the constant feedback between economic ideas and economic practice in Colombia during the 19th and 20th centuries. This volume is thus a history of the interaction between ideas and policy. Those involved in these debates – politicians, public officials, journalists, and, latterly, professional economists – established direct contact with what can be identified as the centers of production of economic theory (both in Europe and the US) and entered regional and local networks in economics, but were not just importers of ideas or theories. The way in which they read, discussed, transformed and applied economic theories in Colombia makes for a rich environment for the production and implementation of economic policies that drew, diverged and transformed the way economics was understood and used as a source of knowledge for practical concerns. This is why the history of Colombian economic thought does not fit into traditional typologies of economic schools and why it must be understood as part of a political debate and within a political, social and cultural context that demanded specific solutions to urgent social demands. Through the study of what was taught, when and how, at the beginnings of the republican era, and why and how professional economists came to lead public debate and economic policy making in the 20th century, this book explores the foundations of this permanent interaction between theory and practice. This book will be of significant interest to readers of history of economic thought, economic history and the history of Colombian and Latin American economic, political and social life more broadly.

Book excerpt: The Ideal of the Practical is a study of efforts by a segment of the upper class in an aristocratic Latin American society to alter cultural values in the society, creating stronger orientations toward the technical and the practical. Frank Safford describes attempts by members of Colombia’s nineteenth-century political elite to use technical education as a means of nurturing energetic upper-class entrepreneurs and an industrious working class in a static agrarian economy. In the course of his analysis, Safford sketches the historical development of scientific and technical education and of the engineering profession in Colombia. The book opens with a description of the economic and social context of early nineteenth-century Colombia. It then discusses some early experiments with manual industrial training between 1820 and 1850. Later chapters deal with the careers of upper-class youths sent abroad for scientific and technical training, the growth of indigenous engineering education, and the crystallization of a Colombian engineering profession. While the book primarily explores the nineteenth century, it also touches on eighteenth-century Spanish Bourbon antecedents and provides an epilogue on the twentieth-century evolution of technical elites in Colombia. The author focuses on the reasons why the implantation of technical education and technical orientations proved difficult. He examines the interplay between various obstructions: on the one hand, a hierarchical social structure and aristocratic social values and, on the other, obstructions created by fundamental geographic and economic conditions. He concludes that, while Colombian leaders had hoped that technical education and the development of values oriented toward the technical would spearhead economic growth, in fact economic growth proved a prerequisite for the effective implantation of technical orientations and training.

Book excerpt: Since the early nineteenth century, the United States has repeatedly intervened in the affairs of Latin American nations to pursue its own interests and to “protect” those countries from other imperial powers or from internal “threats.” The resentment and opposition generated by the encroachment of U.S. power has been evident in the recurrent attempts of Latin American nations to pull away from U.S. dominance and in the frequent appearance of popular discontent and unrest directed against imperialist U.S. policies. In Empire and Dissent, senior Latin Americanists explore the interplay between various dimensions of imperial power and the resulting dissent and resistance. Several essays provide historical perspective on contemporary U.S.–hemispheric relations. These include an analysis of the nature and dynamics of imperial domination, an assessment of financial relations between the United States and Latin America since the end of World War II, an account of Native American resistance to colonialism, and a consideration of the British government’s decision to abolish slavery in its colonies. Other essays focus on present-day conflicts in the Americas, highlighting various modes of domination and dissent, resistance and accommodation. Examining southern Mexico’s Zapatista movement, one contributor discusses dissent in the era of globalization. Other contributors investigate the surprisingly conventional economic policies of Brazil’s president, Luiz Inácio Lula da Silva; Argentina’s recovery from its massive 2001 debt default; the role of coca markets in the election of Bolivia’s first indigenous president, Evo Morales; and the possibilities for extensive social change in Venezuela. Book excerpt: The controversial assumption that underlies tax amnesties is that, at least in some situations, it is preferable to sacrifice the penalties for past non-compliance (and perhaps even the tax owing itself) in exchange for improved compliance in the future. Some commentators argue that tax amnesties actually undermine future compliance, because some taxpayers may be encouraged to engage in non-compliance in anticipation of future tax amnesty. As the degree of national-regional disagreement mounts, collective action on reforms that require implementation at multiple levels of government becomes more difficult. The degree to which the two factors conflict depends on four factors: the individual electoral interests, a shared intergovernmental fiscal system, the manner in which regional interests are represented in national policy making and the levers of partisan influence national leaders have over subnational politicians. In testing the argument with a combination of cross-sectional time-series and case study analysis, this book contributes to the broad literatures on development and the comparative political economy of federalism and decentralization.
