On the other hand, transport, due to social mobility, has a decisive influence on the speed and scope of epidemic spread. This book presents a complete methodology for assessing the hazards, and probability and risks of viral transmission on transport services, using as a detailed example the SARS-CoV-2 coronavirus pandemic. It gives proposals and recommendations for estimating human deaths caused by virus infection in transport. Significantly, it considers not only passenger transport but also freight transport, such as delivery or parcel services. The tools include a matrix of hazard assessment in various transportation services, with a methodology for estimating the probability of virus transmission through both droplets and surface contact. These allow estimation of the effects of infections and consequent epidemic risk in all kinds of transport services, including freight, and provide methods for forecasting and risk management which determine transport safety. The effects of the Ebola epidemic go well beyond the three hardest-hit countries and beyond the health sector. Education, child protection, commerce, transportation, and human rights have all suffered. The consequences and lethality of Ebola have increased interest in coordinated global response to infectious threats, many of which could disrupt global health and commerce far more than the recent outbreak. In order to explore the potential for improving international management and response to outbreaks the National Academy of Medicine agreed to manage an international, independent, evidence-based, authoritative, multistakeholder expert commission. As part of this effort, the Institute of Medicine convened four workshops in summer of 2015 to inform the commission report. The presentations and discussions from the Workshop on Research and Development of Medical Products are summarized in this report.

The ongoing opioid crisis lies at the intersection of two public health challenges: reducing the burden of suffering from pain and containing the rising toll of the harms that can arise from the use of opioid medications. Chronic pain and opioid use disorder both represent complex human conditions affecting millions of Americans and causing untold disability and loss of function. In the context of the growing opioid problem, the U.S. Food and Drug Administration (FDA) launched an Opioids Action Plan in early 2016. As part of this plan, the FDA asked the National Academies of Sciences, Engineering, and Medicine to convene a committee to update the state of the science on pain research, care, and education and to identify actions the FDA and others can take to respond to the opioid epidemic, with a particular focus on informing FDA's development of a formal method for incorporating individual and societal considerations into its risk-benefit framework for opioid approval and monitoring.

Prearranged financing for shock events greatly enhances the cost-efficiency and effectiveness of response, but this was virtually nonexistent for infectious disease risk prior to the COVID-19 outbreak. This study provides a review of infectious disease risk financing schemes to draw lessons and recommend solutions for CAREC member countries to strengthen their disaster risk management strategies and public sector budget resilience.

Based on a new integrated theoretical model focusing on the stakeholder, the book proposes analysis of information reformulation and circulation in risk environments and crisis situations. Simply circulating the information does not mean that it will be picked up by those who could benefit from it. This has been amply demonstrated by the various crises and catastrophes that have shaken the planet in recent years. In order to be able to deal with risk situations and crises, it must be possible for information – when it circulates – to be understood and interpreted by a wide range of stakeholders, working in fields such as health and natural or environmental risks. By observing closely, in three very different situations, the way in which information is gathered, processed, distributed and used, this book examines the countless reformulations, redefinitions and even reorientations to which all information is subjected. This multiple reformatting, at least according to the hypothesis put forward in this book, is an important element in ensuring that the information produced circulates and reaches those for whom it is intended. The intention is then to analyze the way in which information circulates in situations of risk and crisis. In order to do it, the authors propose a new theoretical model based on different approaches. This model is anchored in the trend of research that has been oriented towards a wider understanding of risks and their territorial and social consequences. These ideas question the approach to risk which focuses primarily on technical aspects and probability. The model also draws from approaches to risk that focus on the stakeholders involved in the debates and the need for an integrated vision of risks. Risks are thus considered heterogeneous, plural and transcalar. The information flow about risks was studied first in the SHOC Room of the World Health Organization (WHO) in Geneva, a central place through which passes all information destined to managing world-wide epidemic risks. Then the research team monitored the constitution and the reception of a field library about risks management and reduction sent to Madagascar, an island systematically hit by cyclones. This following process has permitted the analysis of information dissemination during a crisis situation. The third field work was done in Cameroun to observe the use and transmission of information in two NGO specializing in sanitary risks prevention using traditional and biomedical conceptualization of health and illness. The book ends with a practical tool to assess and help the information circulation in risk and crisis situations.

In several landmark UN agreements adopted in 2015–2016, including the Sendai Framework for Disaster Risk Reduction 2015–2030, the 2030 Sustainable Development Goals (SDGs), the Paris climate agreement, and the New Urban Agenda (Habitat III), health is acknowledged as an inevitable outcome and a natural goal of disaster risk reduction, and the cross-over of the two fields is essential for the successful implementation of the Sendai Framework. H-EDRM has emerged as an umbrella field that encompasses emergency and disaster medicine, DRR, humanitarian response, community health resilience, and health system resilience. However, this fragmented, nascent field has yet to be developed into a coherent discipline. Key challenges include redundant research, lack of a strategic research agenda, limited development of multisectoral and interdisciplinary approaches, deficiencies in the science–policy–practice nexus, absence of standardized terminology, and insufficient coordination among stakeholders. This book provides a timely and invaluable resource for undergraduate and postgraduate students, researchers, scholars, and frontline practitioners as well as policymakers from across the component domains of H-EDRM.
