This second review intends to measure the progress made by the country in managing its environment and in addressing upcoming environmental challenges since the first EPR. To fight its difficult economic situation, after gaining its independence in 1991, the government carried out regulatory and structural reforms in order to correct its macroeconomic instability and facilitate the transition to a market economy. It pursued a range of economic reforms which were aimed at stimulating economic growth and improving the living standards of the population through development of the private sector, improvement of the investment climate and greater job creation.

Book Environmental Performance Reviews

Download or read book Environmental Performance Reviews written by and published by . This book was released on 2010 with total page 222 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This is the second EPR of Georgia published by UNECE. The report takes stock of the progress made by Georgia in the management of its environment since the country was first reviewed in 2001. It assesses the implementation of the recommendations in the first review (Annex I). It also covers nine issues of importance to Georgia concerning policymaking, planning and implementation, the financing of environmental policies and projects, and the integration of environmental concerns into economic sectors, in particular water management, waste management, risk management and forestry. The Environmental Performance Review Programme is considered an important instrument for countries with economies in transition. The second round, while taking stock of the progress made since the first cycle of reviews, puts particular emphasis on implementation, integration, financing and the socio-economic interface with the environment. Through the peer review process, EPRs also promote dialogue among UNECE member countries and harmonization of environmental conditions and policies throughout the region. As it is a voluntary exercise, an EPR is undertaken only at the request of the country concerned. The main outcome of the EPR is the recommendations, which were elaborated by the Expert Group, peer reviewed, discussed with a high-level delegation from Georgia and adopted by the UNECE Committee on Environmental Policy on 15 March 2010"--Publisher's webpage.

Book State Collapse and Reconstruction in the Periphery

Download or read book State Collapse and Reconstruction in the Periphery written by Jens Stilhoff Sörensen and published by Berghahn Books. This book was released on 2009 with total page 332 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In the 1990s, Yugoslavia, which had once been a role model for development, became a symbol for state collapse, external intervention and post-war reconstruction. Today the region has two international protectorates, contested states and borders, severe ethnic polarisation and minority concerns. In this first in-depth critical analysis of international administration, aid and reconstruction policies in Kosovo, Jens Stilhoff Sorensen argues that the region must be analysed as a whole, and that the process of state collapse and recent changes in aid policy must be interpreted in connection to the wider transformation of the global political economy and world order. He examines the shifting inter- and intracommunity relations, the emergence of a 'political economy' of conflict, and of informal clientelist arrangements in Serbia and Kosovo and provides a framework for interpreting the collapse of the Yugoslav state, the emergence of ethnic conflict and shadow economies, and the character of western aid and intervention. Western governments and agencies have built policies on conceptions and assumptions for which there is no genuine historical or contemporary economic, social or political basis in the region. As the author persuasively argues, this discrepancy has exacerbated and cemented problems in the region and provided further complications that are likely to remain for years to come." -- Back cover.
