Market-based approaches to environmental conservation have been increasingly prevalent since the early 1990s. The goal of these markets is to reduce environmental harm not by preventing it, but by pricing it. A housing development on land threaded with streams, for example, can divert them into underground pipes if the developer pays to restore streams elsewhere. But does this increasingly common approach actually improve environmental well-being? In Streams of Revenue, Rebecca Lave and Martin Doyle answer this question by analyzing the history, implementation, and environmental outcomes of one of these markets: stream mitigation banking. In stream mitigation banking, an entrepreneur speculatively restores a stream, generating “stream credits” that can be purchased by a developer to fulfill regulatory requirements of the Clean Water Act. Tracing mitigation banking from conceptual beginnings to implementation, the authors find that in practice it is very difficult to establish equivalence between the ecosystems harmed and those that are restored, and to cope with the many sources of uncertainty that make positive restoration outcomes unlikely. Lave and Doyle argue that market-based approaches have failed to deliver on conservation goals and call for a radical reconfiguration of the process.

Book excerpt: A state-of-the-art review of scientific knowledge on the environmental risk of ocean discharge of produced water and advances in mitigation technologies. In offshore oil and gas operations, produced water (the water produced with oil or gas from a well) accounts for the largest waste stream (in terms of volume discharged). Its discharge is continuous during oil and gas production and typically increases in volume over the lifetime of an offshore production platform. Produced water discharge as waste into the ocean has become an environmental concern because of its potential contaminant content. Environmental risk assessments of ocean discharge of produced water have yielded different results. For example, several laboratory and field studies have shown that significant acute toxic effects cannot be detected beyond the "point of discharge" due to rapid dilution in the receiving waters. However, there is some preliminary evidence of chronic sub-lethal impacts in biota associated with the discharge of produced water from oil and gas fields within the North Sea. As the composition and concentration of potential produced water contaminants may vary from one geologic formation to another, this conference also highlights the results of recent studies in Atlantic Canada.

Intensified land use and predicted climate change are likely to increase the impacts of natural hazards in the future. Ecosystems in good condition have the ability to reduce the impacts of natural hazards. Our study showed, however, that degradation of natural habitats in the Nordic countries may have reduced or even seriously damaged this ability. Nordic disaster risk reduction policies and strategies should recognize this situation and place restoration of degraded ecosystems on the agenda as an integrated part of future disaster risk reduction management in the Nordic countries.

Poor people are vulnerable to man-made climate change and respond rapidly to its impacts. Diverse knowledge of and approaches to climate change help understand this growing problem; global average air temperature has increased in the recent past by approximately 1.0°C (1.8°F). According to the Climate Science Special Report, the last several years have been record-breaking, and the period of 1901–2016 is the warmest. Greenhouse gas (GHG) emissions are still rising, with damaging effects on the Earth’s climate. At the moment, the concentration of CO2 is higher than at any point in time—at least the past 800,000 years. However, carbon dioxide (CO2) is not the only GHG that impacts human-induced climate change.
