This book was released on 2014 with total page 69 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The California Department of Fish and Wildlife (CDFW) is applying for an Endangered Species Act (ESA) Section 10(a)(1)(A) permit for activities related to the coho program at Iron Gate Hatchery (IGH). The ESA Section 10 application incorporates a Hatchery and Genetic Management Plan (HGMP) developed by CDFW and PacifiCorp. Through implementation of this HGMP, and issuance of the ESA Section 10 permit, the coho program at Iron Gate Hatchery will be operated to conserve listed species. The HGMP covers activities related to the artificial production of coho salmon at IGH for the period 2014-2024. This includes the interim period until mainstem Klamath River dams of the Klamath Hydroelectric Project (Federal Energy Regulatory Commission Project No. 2082) are anticipated to be removed (2020) pursuant to the Klamath Hydroelectric Settlement Agreement (K.HSA). Under the HGMP, an active broodstock management plan, based on real-time genetic analysis, will be implemented each year to reduce inbreeding. The broodstock will consist of 20 to 50 percent natural origin coho salmon to increase population diversity and fitness. Hatchery culture practices will be improved to increase egg-to-smolt survival rates. The increase in survival will be achieved by improving egg incubation conditions and covering raceways with netting (completed in 2011) to reduce bird predation on juveniles. Egg incubation conditions will be investigated to identify measures that will further improve survival. There are several potential sources of take associated with the IGH coho salmon program including, take associated with the collection of coho salmon spawners at IGH, incidental take associated with monitoring and evaluation activities to enumerate natural origin and hatchery origin coho spawning escapement in streams associated with the Upper Klamath Population unit, and trapping of juvenile coho in Bogus Creek. These levels of take are not anticipated to increase the risk of extinction or cause jeopardy to any of the coho salmon populations in the action area. These levels of take represent a decrease in the quantity of adult coho salmon being used for broodstock annually, and will provide an overall beneficial effect on the Upper Klamath population unit by allowing more adult coho salmon to spawn naturally. Monitoring and evaluation of information gathered through programs proposed in the HGMP are expected to improve the likelihood for effective application of management measures addressing human-caused factors for decline of the listed coho salmon population. Application of these measures should help protect and increase coho abundance and productivity in the Klamath Basin. Increases in coho salmon abundance and productivity are likely under the HGMP, and will potentially lead to the timely recovery of the population, and subsequent resumption of conservation-based fisheries when viable, self-sustaining coho salmon returns are re-established"--Cover letter summary.

Book excerpt: "A draft Environmental Assessment (EA) to analyze impacts of NOAA's National Marine Fisheries Service (NMFS) issuance of an Endangered Species Act section 10(a)(1)(A) research/enhancement permit for the Nason Creek spring Chinook Salmon hatchery program was released by the National Marine Fisheries Service (NMFS) for a 15-day public comment period on May 30, 2013 (78 FR 32378). Since the draft EA was published, the applicants have requested that NMFS extend the permit duration from 10 years to 13 years to remain consistent with the permit duration for other hatchery programs in the Wenatchee River Basin. NMFS has determined that this change does not affect any of the analysis in the draft EA or warrant further public review. Changes to the text of the draft EA to reflect the new permit duration are indicated in redline/strikeout format. Minor editorial changes to the draft EA are not shown in redline/strikeout format"--Executive summary (page vii).

Book Supplemental Environmental Assessment SEA on the Issuance of a Modification to Scientific Research Permit No 16547 to the United States Fish and Wildlife Service USFWS to Conduct Research on Atlantic Sturgeon in the Chesapeake Bay and Coastal Waters March 2013

Download or read book Supplemental Environmental Assessment SEA on the Issuance of a Modification to Scientific Research Permit No 16547 to the United States Fish and Wildlife Service USFWS to Conduct Research on Atlantic Sturgeon in the Chesapeake Bay and Coastal Waters March 2013 written by and published by . This book was released on 2013 with total page 19 pages. Available in PDF, EPUB and Kindle. Book excerpt: NMFS proposes to issue a modification to scientific research permit No. 16547 to the United States Fish and Wildlife Service (USFWS), 11110 Kimages Road; Charles City, Virginia 23030 [Albert Spells: Responsible Party], authorizing scientific research on endangered Atlantic sturgeon pursuant to the Endangered Species Act of 1973, as amended (ESA; 16 U.S.c. 1531 et seq.) and the regulations governing the taking, importing, and exporting of endangered and threatened species (50 CFR 222-226). The modification would be valid through April 5, 2017. Permit No. 16547 currently permits the permit holder to: evaluate abundance of Atlantic sturgeon within the Chesapeake Bay Distinct Population Segment (DPS), including the entirety of the Chesapeake Bay and its tributaries above and below 22 parts per thousand (ppt) salinity. Researchers are authorized to capture adult, juvenile and early life stages (ELS) of Atlantic sturgeon using gill nets, trawls, fyke nets, trammel nets, pound nets and egg mats; and to measure, weigh, tissue sample, PIT and Floy tag appropriately sized animals. Dependent on the life stage and the salinity level, a subset may be telemetry tagged internally or externally. The permit holder now requests to: telemetry tag adult sub-adult or juvenile Atlantic sturgeon with either internal or external telemetry tags without respect to salinity level within the same action area. However, the numbers of adult and sub-adult Atlantic sturgeon requested would be reduced from 425 to 350 per year; the numbers of juveniles would be reduced from 175 to 125 annually, and the sub-set of juveniles requested to be telemetry tagged is increased to 50 from 25, including the option for internal telemetry tagging. Finally, the number of ELS proposed would increase from 25 to 50 annually to document spawning in other rivers. All other aspects of the currently permitted activity--the action area, capture methods, incidental takes, impacts to other listed species, types of research activities, and objectives--would remain the same.

Book Environmental Assessment on the Effects of Issuing an Incidental Take Permit no 16645 to Georgia Department of Natural Resources for Their Commercial Shad Fishery

Download or read book Environmental Assessment on the Effects of Issuing an Incidental Take Permit no 16645 to Georgia Department of Natural Resources for Their Commercial Shad Fishery written by and published by . This book was released on 2012 with total page 35 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The National Marine Fisheries Service (NMFS) proposes to issue an incidental take permit to the Georgia Department of Natural Resources, under Section 10(a)(1)(B) of the Endangered Species Act (ESA) of 1973 as amended (16 U.S.C. 1531 et seq.), and the regulations governing the incidental taking of endangered and threatened species (50 CFR 222.307). The permit would authorize the incidental capture, with a limited amount of harm and mortality, o fendangered shortnose (Acipenser brevirostrum) and Atlantic sturgeon (A. oxyrhychus) from the South Atlantic Distinct Population Segment (DPS), Carolina DPS, Chesapeake Bay DPS, New York Bight DPS, and the threatened Gulf of Maine DPS and would be valid for ten years. The state of Georgia has amended their commercial fishing regulations for the Georgia shad fishery to minimize the incidental capture of sturgeon. The new regulations restrict fishing to the lower portions of the Savannah, Ogeechee, and Altamaha Rivers and close the fishery in the Satilla and St. Mary's Rivers. The Georgia Department of Natural Resources also submitted a completed application and conservation plan with additional measures intended to monitor, minimize, and mitigate the impacts of incidental take in the fishery to the maximum extent practicable"--Abstract (page 1).

This book was released on 2011 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: "On December 16, 2009, NMFS received a Fisheries Management and Evaluation Plan (FMEP) from the Washington Department of Fish and Wildlife (WDFW), addressing activities affecting Snake River steelhead, Snake River spring and summer Chinook salmon, and Snake River fall Chinook salmon in the Snake River in 2010 and beyond (WDFW 2009). In the review of a FMEP, NMFS must consider whether it satisfactorily addresses the criteria contained in the ESA 4(d) Rule. If NMFS determines that the FMEP " ... is not likely to appreciably reduce the likelihood of survival and recovery ..." and otherwise satisfies the 4(d) Rule, then NMFS will publish that determination. NMFS' determination constitutes the Federal action that is subject to analysis as required by the National Environmental Policy Act (NEPA)"--Page 1.
