Book excerpt: The main goal of this book is to put urbanization and its challenges squarely on Africa’s development agenda. Planned urbanization can improve living conditions for the majority, help in the expansion of the middle class, and create conditions for economic transformation. However, many African cities have developed haphazardly, resulting in the decline of public services, in slum proliferation, and increases in poverty. African cities thrive on activities characterized by easy entry and low productivity, generally referred to as the "informal sector". Indeed, today some urban dwellers are poorer than their cousins in the countryside. In spite of reform attempts, many governments have not been able to create an enabling environment, with adequate infrastructure and institutions to sustain markets for easy exchange and production. This study argues that with careful policies and planning, the situation can be changed. If the recent natural resource-led economic boom that we have seen in many African countries is used for structural reforms and urban renewal, African cities could become centers of economic opportunity. The challenge for African policymakers is to ensure that urban development is orderly and that the process is inclusive and emphasizes the protection of the environment, hence green growth.

Aspects of places, people and process are central to the concept of urban resilience and sustainable urban growth. It stems from the observation that urban vulnerability is on the increase in Zimbabwe and beyond. In history, disasters have adversely affected nations across the world, inflicting wide ranging losses on one hand while on the other hand creating development opportunities for urban communities. Cooperation in disaster management is a strategy for minimising losses and uplifting the affected urban settlements. The significance of urban planning and design in the growth and development of sustainable urban centres is well documented. Urbanisation has brought with it challenges that most developing countries such as Zimbabwe are not equipped to handle. This has been accompanied by problems such as overpopulation, overcrowding, shortages of resources and the growth of slum settlements. There need is to seriously consider urban planning and design in order to come up with contemporary designs that are resilient to current urban challenges. There are major gaps in urban resilience building for instance in Harare and the local authority needs to prioritise investment in resilient urban infrastructure. ​

Book excerpt: Rapid urbanisation threatens existing natural areas withincities and the ecosystem services that they provide. This case study forms part of a broader study that investigates the benefits of investing in Green Urban Developmentin African cities. The Kampala case study focuses on the Nakivubo wetland, one of several large wetland systems that occur within and around the city. This wetland has become severely degraded by polluted water from thecity that passes through the wetland before entering Inner Murchison Bay. However, as the city has continued to grow, pollution flows into the wetland have increased significantly, the size and assimilative capacity of the wetland has decreased, and the costs of water treatment have increased. These concerns, as well as the increasing shortage of public open space areas in the city that are available for recreation, haveled to the city's consideration of the rehabilitation of the Nakivubo wetland, both to restore its functioning and to create the opportunity for a recreational area with associated possibilities for economic development. This study provides a preliminary evaluation of the state of the Nakivubo wetland, the potential costs and benefitsof its rehabilitation and the implications for the city'sexpansion plans. The primary objectives were defined as(1) effecting a measurable improvement of waterquality passing out of the Nakivubo wetland into InnerMurchison Bay, (2) ensuring sustainable management ofthe Nakivubo wetland, (3) reducing water quality impactson human health and (4) opening up opportunitiesfor safe recreational use of the lower wetland. One of the main challenges in achieving the above would be institutional. Greater Kampala extends well beyond the boundaries of the Kampala Capital City Authority (KCCA), which originally encompassed the entire city, and unless the KCCA area is adjusted accordingly (as has been done in other countries), the problems that will arise in a growing city will be in areas under multiple other jurisdictions.

De Satgé and Watson posit that a significant change is needed in the makeup of urban planning theory and practice – requiring an understanding of the ‘conflict of rationalities’ between state planning and those struggling to survive in urban informal settlements – for social conditions to improve in the global South. Ethnography, as illustrated in the book’s case study – Langa, a township in Cape Town, South Africa – is used to arrive at this conclusion. The authors are thus able to demonstrate how power and conflict between the ambitions of state planners and shack-dwellers, attempting to survive in a resource-poor context, have permeated and shaped all state–society engagement in this planning process.

Book excerpt: This volume addresses the issues of financing urban growth of the African continent -- which has the highest urban growth rate on the planet -- in the next decades. Considerable investment will be needed to sustain this level of growth and to clear up accumulated backlogs. At the same time, decentralization has resulted in increased responsibilities for local government; but in most cases, institutional reforms were carried out without the transfer of a sufficient level of resources, and local capacities in governance and project management are weak. Which mechanisms will finance these extensive needs, and how will African local governments meet these needs? Specifics on how to finance African cities have not been studied. The actual scale of this market has not been fully grasped. A systemic approach to this market is difficult because of its diversity (country size; institutional context; characteristics of urban network; availability of capital market, currency, etc.) and a lack of data. Donors’ assistance methods in the sector are disparate, marked by disputes between different schools of thought; special-purpose vehicles created by donors operate according to a variety of methods and with wide-ranging and sparsely disseminated results. What is the best way to transform these systems, often antiquated in many respects, into modern financing systems that facilitate access to domestic markets, mobilize local savings and reinforce local government autonomy? There is no single answer to this question in regard to such a variety of institutional and economic contexts. The main objective of the study is to clarify the debates and to enlighten the choices of African decision-makers at local and national level.
