Book excerpt: Excerpt from Standard Forms of Field Notes for Civil Engineers The object of this book is to present forms for notetaking, and such necessary instructions in the use of them, that an engineer can take a complete set of notes and record the results of a survey in neat and workman-like manner. In all the books dealing with Surveying.and Railroad Location very little space has been given to the art of recording notes. An engineer who has worked long in the field will gradually develop a system of note-keeping which he will follow in a general way time after time; yet he will sometimes vary from his form in a few minor instances just enough to confuse a draftsman. As for the younger members of the profession, it is often hard for them to record the results of their surveys in such a manner that they can translate the notes themselves, unless they are plotted while the survey is still fresh in their minds. It is a very common thing to see an engineer called into the office to explain his notes to the draftsman; or a party returned to the field to get information which should have been taken in the original survey. An engineering party can be placed in the field and maintained only at a very large expense; and speed and accuracy is demanded by every employer. While it has been written to present the subject from the view point of the student, an endeavor has been made to introduce matter of a sufficiently advanced character to make the book of value outside the classroom. The question of major bridges has not been dealt with, as it was felt that this would be beyond the scope of the work and that it was a subject requiring special treatment. The same is true of yards and terminals, which are so fully covered by Mr. Droege's recent book that a general discussion here would be of little value to the student. Signaling has been touched upon, but the chapter on this subject is not exhaustive and is intended only to give a general knowledge of the work in this field. Very little cost data has been given, as apparently the studies now nearing completion in connection with the Federal valuation of the roads will consti tute the best information to be obtained on this subject. The arrangement of chapters in the book follows the classification of investment accounts of the Interstate Commerce Commission, and no difficulty will be experienced in applying these unit costs to the present work. These notes have required frequent revision in order to keep them abreast of ever changing practice, but so much has been done in the last few years in the direction of standardizing construction that the time now seems opportune for enlarging them into a book, for general use. The discussions in engineering associations and in the technical papers have done much to stimulate interest and develop effort. They have also tended to standardize practice by suggesting to each engineer the adoption of the good features of the standards of other railroads, which were improvements upon and applicable to his own road. The method adopted by the American Railway Engineering Association of assigning topics to committees for investigation and report, the report to be presented at the annual convention for general discussion, has accomplished much in this direction. In this work an attempt has been made to present to the reader glimpses of the field and to impress upon him something of the spirit of the work. North Dakota is a farming state. Seventy per cent of its state legislators are farmers. They are determined to try state marketing of farm products. If careful cost and profit records are kept over a term of years they may be able to persuade other states to try the same experiment. In this manner the theory should receive a thorough test on a progressively larger scale, if it shows real merit. Idealists are generally inexperienced in economics. Hav ing conceived what seem to them to be ideal social states, they wish to bring their: ideals into immediate universal exist ence. They grow impatient when asked to experiment on'a small scale first. Practical men who have managed business affairs know that few innovations pan out as well as antici pated. Hence their insistence on orderly progress based on small scale experiments. They believe in evolution rather than revolution in economic affairs. Since government is mainly business, they ask that successful business methods be applied in government. Of these methods none has been more successful than experimenting on a moderate scale. Hence the wisdom of the demand that social experiments in America begin with the smaller political units.
