Book excerpt: NATO’s 2010 Strategic Concept officially broadened the alliance’s mission beyond collective defense, reflecting a peaceful Europe and changes in alliance activities. NATO had become an international security facilitator, a crisis-manager even outside Europe, and a liberal democratic club as much as a mutual-defense organization. However, Russia’s re-entry into great power politics has changed NATO’s strategic calculus. Russia’s aggressive annexation of Crimea in 2014 and its ongoing military support for Ukrainian separatists dramatically altered the strategic environment and called into question the liberal European security order. States bordering Russia, many of which are now NATO members, are worried, and the alliance is divided over assessments of Russia’s behavior. Against the backdrop of Russia’s new assertiveness, an international group of scholars examines a broad range of issues in the interest of not only explaining recent alliance developments but also making recommendations about critical choices confronting the NATO allies. While a renewed emphasis on collective defense is clearly a priority, this volume’s contributors caution against an overcorrection, which would leave the alliance too inwardly focused, play into Russia’s hand, and exacerbate regional fault lines always just below the surface at NATO. This volume places rapid-fire events in theoretical perspective and will be useful to foreign policy students, scholars, and practitioners alike.

Amid these divisions, the environment has become a key battleground. Book excerpt: While most critical studies of interwar literary politics have focused on nationalism, Patrick Query makes a case that the idea of Europe intervenes in instances when the individual and the nation negotiate identity. He examines the ways interwar writers use three European ritual forms-verse drama, bullfighting, and Roman Catholic rite-to articulate ideas of European cultural identity. Within the growing discourse of globalization, Query argues, Europe presents a special, though often overlooked, case because it adds a mediating term between local and global. His book is divided into three sections: the first treats the verse dramas of T.S. Eliot, W.B. Yeats, and W.H. Auden; the second discusses the uses of the Spanish bullfight in works by D.H. Lawrence, Stephen Spender, Jack Lindsay, George Barker, Cecil Day Lewis, and others; and the third explores the cross-cultural impact of Catholic ritual in Graham Greene, Evelyn Waugh, and David Jones. While all three ritual forms were frequently associated with the most conservative tendencies of the age, Query shows that each had a remarkable political flexibility in the hands of interwar writers concerned with the idea of Europe.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines Russia’s emergence after the collapse of the Soviet Union and its creation of a security architecture in the post-Soviet space. Many scholars argue that Russia is a coercive power in the region that forces states to act in only its own interests. While acknowledging Russia’s power this author argues that it is not able to merely force states to behave as it wants them to. Instead, Russia must use bilateral and multilateral cooperation to develop a security architecture that provides order, stability and predictable behavior for both Russia as the hegemon and the weaker powers in the region. By building this security architecture, Russia and the other states in the post-Soviet space are better able to achieve their strategic goals and provide for their own security. To achieve this, weaker states are able to press for certain concessions from Russia regarding how to structure bilateral relations as well as multilateral organizations. While Western politicians have argued that Russia has tried to reestablish the Soviet Union through coercive means, the reality is much more of a nuanced interaction among all of the states in the region, which ensures state sovereignty while allowing the weaker states to pursue their own interests. Using network analysis, this author shows how the regional structural architecture of cooperation was built and indicate how Russia is able to achieve order. This book also shows that there is a lack of order where states have refused to cooperate in building the structural architecture, which has led to conflict and territorial disputes.
