Book excerpt: We use survey evidence on reported spending in hypothetical energy price shock scenarios to study novel features of the price elasticity of energy demand and the marginal propensity to consume (MPC) after paying the energy bill. We document several nonlinearities depending on the sign and magnitude of the energy price shock that are economically relevant, including at the extensive and intensive margins. There is also considerable heterogeneity across households. For price increases, the elasticity of energy demand appears to be significantly larger for households that will likely undertake major home renovations over the next months, and smaller for families with more appetite to consume. In contrast, MPCs depend on households' income, saving buffer, financial uncertainty, appetite to consume, and gender of household head. Yet household characteristics hardly matter when energy prices decline; we only find smaller MPCs for households with a greater saving buffer and younger families. Finally, we show that targeted price subsidies on energy for Belgian low-income households have been much more effective in supporting non-energy consumption than the general VAT reduction on energy prices.

Book excerpt: "Understanding the relationship between consumer lifestyle and energy use is essential to solving many of the energy and sustainability challenges. By studying shifts in consumer lifestyle over time and behavior heterogeneity, this dissertation provides valuable insights into understanding energy consumption trends and improving energy efficiency programs. Technologies continue to change our daily lifestyles, influencing energy demand. In the first part of the dissertation, changes in how people spend their time (time-use) patterns are used as an indicator of lifestyle shifts. Using decomposition analysis changes in energy use due to these lifestyle shifts are measured. The results show that for an average American, time spent in residences increased at the rate of 3.1 minutes per day per year while time spent for travel and other non-residential activities decreased (-0.4 min/day/year and -2.7 min/day/year respectively). The time-use shifts induced a net energy change of -1,722 trillion BTU, 1.8% of national primary energy consumption in 2012. The lifestyle/energy shifts are interpreted as primarily driven by information and communication technology: people are spending more time at home with online entertainment and services. Information provided to consumers and energy efficiency rebate programs generally assume characteristics of an average consumer. There is, however, substantial heterogeneity in behavior, energy prices and impacts of electricity use. To understand the impact of heterogeneity on rebate programs, in the second part, the economic and carbon benefits of efficient choices of three household technologies (television, clothes washer and dryer) are assessed for different locations and usage patterns. For some households, an efficient energy washers and dryers do not save money, but brings substantial economic benefits to others. Viewing utility appliance rebate programs as tools for carbon abatement, abatement cost of carbon was assessed. At current rebate levels, for an average household, the abatement cost for carbon exceeds social cost of carbon (SCC). However, subpopulations with abatement cost less than SCC exists: 4%, 6%, and 41% for televisions, washers and dryers respectively. Therefore, abatement programs can benefit from targeted intervention. For targeted intervention, it would be useful to identify groups with high energy use and characterize their demographics. To achieve this, in the third analysis, time-use survey data is used to characterize patterns of TV watching. Using cluster analysis, the population was divided into three groups, the high-energy use cluster has 14% of the population and spends an average of 7.7 hours per day on TV. This relatively small group, due to high use, accounts for 34% of total television energy consumption. This group tends to be older, not in the work force and/or poorly educated. A high-use household purchasing an efficient television saves more than three times the energy of an average household. The main policy implications of these results are that more targeted information and policies have potential to enhance adoption by household who will benefit the most economically as well as reduce more carbon. In the management of utility efficiency programs, the results make a case for variable rebates or tiered communication programs."--Abstract.

We illustrate this point in the energy context and the design of Pigouvian policies. We estimate non-parametric distributions of perceptions of energy costs in the U.S. appliance market using a revealed preference approach. We show that the average degree of misperception is misleading -- while the largest share of consumers correctly perceives energy costs, a significant share undervalues them, and smaller shares either significantly overvalues or completely ignores them. We show that setting a tax based on mean misperception deviates substantially from the optimal tax that accounts for heterogeneous misperceptions. While correctly characterizing misperception is crucial for setting optimal Pigouvian taxes for externalities, it is less important for setting optimal standards. We find that standards can largely outperform taxes. Standards’ advantage is they reduce variance in energy operating costs relative to taxes, which internalizes distortionary effects from misperceptions.

Our analysis extends previous analyses of energy price impacts at the household level in three ways. First, by employing a household energy demand system (QUAIDS), we are able to distinguish between first- and second-order welfare effects over the income distribution. Second, our results point to the ownership of energy-processing durables as another source of impact heterogeneity. Third, we extend the welfare analysis beyond the money-metric utility effects and look at energy poverty, which is understood as the absence of or imperfect access to reliable and clean modern energy services. The analysis indicates that energy prices may serve as an effective instrument to reduce energy use but also have important adverse welfare effects. The latter can, however, be mitigated by appropriate compensation policies

Although the provision of information via home energy audits is frequently asserted to be an effective means for governments to encourage the implementation of efficiency-enhancing renovations, empirical support for this assertion is tenuous at best. Apart from self-selection issues with respect to receiving an audit, two other factors have complicated attempts to measure their effect: first, the nature of the information provided by the audit is typically unobserved, and, second, the response to this information may vary over households. Using household-level data from Germany, we address both sources of heterogeneity by estimating a random-parameter model of four retrofitting alternatives. In addition to confirming the importance of costs and savings as determinants of renovation choices, our results suggest that the effects of consultancy vary substantially across households, with some households responding negatively to the provision of information.

On average, the burden of subsidy reform is neutrally distributed across income groups; a $0.25 decrease in the per liter subsidy results in a 6 percent decrease in income for all groups. More than half of this impact arises from the indirect impact on prices of other goods and services consumed by households. Fuel subsidies are a costly approach to protecting the poor due to substantial benefit leakage to higher income groups. In absolute terms, the top income quintile captures six times more in subsidies than the bottom. Issues that need to be addressed when undertaking subsidy reform are also discussed, including the need for a new approach to fuel pricing in many countries.

Book excerpt: This paper investigates the response of consumer price inflation to changes in domestic fuel prices, looking at the different categories of the overall consumer price index (CPI). We then combine household survey data with the CPI components to construct a CPI index for the poorest and richest income quintiles with the view to assess the distributional impact of the pass-through. To undertake this analysis, the paper provides an update to the Global Monthly Retail Fuel Price Database, expanding the product coverage to premium and regular fuels, the time dimension to December 2020, and the sample to 190 countries. Three key findings stand out. First, the response of inflation to gasoline price shocks is smaller, but more persistent and broad-based in developing economies than in advanced economies. Second, we show that past studies using crude oil prices instead of retail fuel prices to estimate the pass-through to inflation significantly underestimate it. Third, while the purchasing power of all households declines as fuel prices increase, the distributional impact is progressive. But the progressivity phases out within 6 months after the shock in advanced economies, whereas it persists beyond a year in developing countries.

Book excerpt: Fuel Taxes and the Poor challenges the conventional wisdom that gasoline taxation, an important and much-debated instrument of climate policy, has a disproportionately detrimental effect on poor people. Increased fuel taxes carry the potential to mitigate carbon emissions, reduce congestion, and improve local urban environment. As such, higher gasoline taxes could prove to be a fundamental part of any climate action plan. However, they have been resisted by powerful lobbies that have persuaded people that increased fuel taxation would be regressive. Reporting on examples of over two dozen countries, this book sets out to empirically investigate this claim. The authors conclude that while there may be some slight regressivity in some high-income countries, as a general rule, fuel taxation is a progressive policy particularly in low income countries. Rich countries can correct for regressivity by cutting back on other taxes that adversely affect poor people, or by spending more money on services for the poor. Meanwhile, in low-income countries, poor people spend a very small share of their money on fuel for transport. Some costs from fuel taxes may be passed on to poor people through more expensive public transportation and food transport. Nevertheless, in general the authors find that gasoline taxes become more progressive as the income of the country in question decreases. This book provides strong arguments for the proponents of environmental taxation. It has immediate policy implications at the intersection of multiple subject areas, including transportation, environmental regulation, development studies, and climate change.
