Book excerpt: Emerging Europe and Central Asia, the region made up of the countries of Central and South East Europe (CSE) and the Commonwealth of Independent States (CIS), is a major energy supplier to both Eastern and Western Europe. However, the outlook for both primary and derivative energy supplies is questionable, with a real prospect that there will be a significant decline during the next two decades. Western Europe is heavily dependent on energy imports from this region and therefore will be affected by declines in primary energy supplies. But Western Europe has the financial capacity to secure the energy supplies it needs (albeit at the expense of others). In contrast, the region s energy-importing countries are caught between Western Europe, which has increasing import needs, and it s own exporters, whose exports will likely decline. These countries face the prospect of being squeezed not only financially but also in terms of energy access. This difficult prospect is compounded by the deterioration of the energy infrastructure, including power generation and district heating. Although the public sector will have to finance a portion of these infrastructure investments, it will not have the capacity to meet the full needs. It is essential, therefore, that the countries in the region move quickly to put in place an enabling environment to support investment in the sector. Further complicating these issues are environmental concerns, in particular concern about climate change. EU member states and those with EU ambitions will need to meet the challenging EU greenhouse gas emissions targets. At the same time, a number of countries in the region will face the temptation to use environmentally unfriendly technology to meet their immediate energy needs. 'Lights Out?' analyzes key measures that can help countries address all of these challenges.

A review of the evolution of energy intensity in European and Former Soviet Union countries indicates a positive trend: high-energy-intensity countries have now reached the level of medium-energy-intensity economies 15 years earlier, and in the same period, medium-energy-intensity ones had similarly evolved to levels of low-energy-intensity. At the same time, the fast transitioning economies of Central Europe converged towards similar levels of energy intensities, in line with EU Directives, while successful EU-15 countries managed to maintain economic growth while keeping energy use flat. This report looks at how countries effect the transition from high- to medium- to low-energy-intensity, exploring whether leapfrogging is possible (it’s not) and what policies can be particularly helpful. Some of the lessons include: energy prices tend to evolve from subsidized levels to full-cost-recovery to full-cost-recovery-plus environmental externalities; industrial energy efficiency is often the starting point, with privatization and competition driving companies to reduce production costs, including energy; successful countries excell at governance (setting targets, building institutional capacity, creating and improving the legal and regulatory framework, and monitoring and evaluating); households tended to be the last, and most difficult, area of reform, starting with pricing improvements, outreach campaigns, financing programs, and building certificates programs.

Book excerpt: This paper comes from a project designed to assist central and eastern Europe and Commonwealth of Independent States (CIS) countries to enhance their energy efficiency and security, to ease the energy supply constraints of economic transition and to meet international environmental treaty obligations under the UN FCCC and the UN ECE. Reducing the energy efficiency 'gap' by half would save 600 million tones of oil equivalent in year 2010 of which 90 per cent would be fossil fuels. Central and Eastern European economies are half as efficient as those of market economies. This paper, which was produced jointly by the Economic and Social Commission for Asia and the Pacific (ESCAP) and the Economic Commission for Europe (ECE), aims to provide some suggestions for policy makers in the CIS for development of policies and regulatory frameworks for promotion of energy efficiency. The guidelines presented have been discussed and endorsed by the ECE Committee on Sustainable Development at its ninth session, 9-11 November 1999. The impetus for the guidelines was a recommendation made at a 1996 regional seminar on promotion of energy efficiency and institution building in Asian economies in transition conducted by ESCAP with participation by ECE.

Book excerpt: In the 1990s, the issue of human resource development in Malaysia has gained prominence in public and private policy circles. Discussions center around training policy, where there are concerns about acute labor shortages, and around industrial development policy, which strives to maintain a skilled and well-trained workforce to increase competitiveness and attract foreign direct investment. But policymakers have been forced to make critical decisions on resource allocation and to design policies without access to comprehensive training data, especially from the private sector. This usually results in supply-oriented policies stemming from mismatches between skills supplied by public training institutions and those actually needed by industry. This report attempts to fill this information gap on private sector training as an aid in formulating training policies that are more demand-driven. The report contains rigorous analysis of private sector-led training and addresses the issue of whether firms in Malaysia underinvest in training. Data came from the Malaysia Economic Planning Units 1994-95 survey and analysis of 2,200 manufacturing firms. The survey elicited information on firm-sponsored training and on a wide range of firm attributes, including size, industry, local or foreign ownership, equipment technology, quality control systems, markets and exports, workforce characteristics, wages and other compensation, and production. The data document, for the first time, the incidence and characteristics of training in Malaysian industry, across firms of different sizes, ownership, and output profiles. The data create an unprecedented opportunity to study the critical links between training, new technology, and quality control. A joint publication of the World Bank, the United Nations Development Programme, and the Malaysia Economic Planning Unit.
