Book excerpt: The Year 2000 (Y2K) transition created one of the greatest emergency preparedness challenges ever faced by the Federal Emergency Management Agency (FEMA) and State and local emergency management organizations in the United States. This event was unique in the annals of emergency management because it had the potential to affect many different geographical areas and systems simultaneously. FEMA's normal mission of reducing loss of life and property and protecting America's critical infrastructure from all types of disasters made it a key Federal Agency involved in Y2K preparations. FEMA used an Executive Secretariat, including representatives from all major Agency components, to lead the Y2K program. FEMA approached the problem from three perspectives: information technology, emergency preparedness, and response. This structured management approach was effective, providing coordinated decisions allowing for quick actions on the Agency's part. FEMA also supported the President's Council on Year 2000 Conversion, chairing the Emergency Services Sector Working Group, and leading the Catastrophic Disaster Response Group Federal Departments and Agencies in preparing for potential responses to Y2K consequences. The Y2K transition resulted in few disruptions and was successful in large part because of extensive preparedness, technical assistance, and outreach activities on the part of FEMA and many other organizations.

Although the issues reviewed here will affect all preparedness programs, this paper specifically focuses on civil preparedness. A historical perspective of civil preparedness is provided. Geopolitical events that contributed to the program's development evolution are reviewed. Within this historical context, public and legislative attitudes are reviewed and their relevance to today's program is established. The paper outlines other current attitudes and trends that must be addressed and managed if the program is to survive and be a credible component in our national security strategy. Specific issues and trends that are analyzed include: geopolitical changes, resource considerations, and workforce trends. Finally, the paper provides short and long term recommendations that should be considered in managing these trends and re-shaping opinions and attitudes within both the legislative and executive branches of government. These recommendations include: establishing strategic planning systems, training and continuing the education of the workforce, and changing the culture within our emergency preparedness organizations by establishing-new flexible employee relationships in conjunction with innovative organizational structures. It is argued that such changes will result in a new breed of worker: free thinking, innovative and more capable of dealing with the challenges that lie ahead.

We recognize the events of that day and subsequent days may greatly alter State's approach to its strategic goals and objectives in many of the areas we examined for this review, particularly those involving counterterrorism. We hope that this report provides the department and others with insights that will assist them when developing new efforts to counter terrorism and protect American citizens, assets, and interests, both at home and abroad.

The fire and emergency services is a particularly large industry - in Australia alone it employs 250,000 personnel - yet there is very little by way of published human factors books addressing this sector directly. Emergency events frequently involve problems for which there may be unanticipated consequences and highly interdependent consequential effects. In short, emergency events are not necessarily as containable as may be work in other domains. As Karl Weick once commented, emergency events do not 'play by the rules'. This means that these research chapters tell us something about a potential future world of work that is highly dynamic, interdependent and for which improvisation and critical thinking and problem-solving are necessary pre-requisites. The discussions about individual and team performance will also be pertinent to others working in similar high-reliability, high-consequence domains. The chapters connect into an integrated body of work about individual and group performance and their limitations.
